RESOLUTION NO. 1080
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING APPROVAL
OF A ZONE CHANGE FROM C-l D, C-l DH, C-2 D
TO C-2 AND C-2 H FOR PROPERTIES LOCATED IN
THE DOWNTOWN AREA.
WHEREAS, the Planning Commission of the City of Arcadia
held a public hearing on December 12, 1978, for the purpose of
considering changing the zone from C-1 D, C-l DH, and C-2 D to C-2
and C-2 H (height overlay) for the properties set forth in attached
Exhibit nAn, more particulary described in attached Exhibit "B",
WHEREAS, all interested persons were qiven full opportunity
to be heard and to present evidence;
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION
~ ,MAKES THE FOLLOWING RECOMMENDATION AND FINDS AS FOLLOWS:
SECTION 1. That the factual data submitted by the
Planning Department in the attached staff report is true and correct.
SECTION 2. The Planning Commission recommends to the City
Council a zone change from C-l D to C-2 (General Commercial) for
the properties at:
17-21 and 14 Morlan Place
25-201 North Santa Anita
5-41 West Huntington Drive
11-41 Santa Clara Street
306-324 South First Avenue
SECTION 3. The Planning Commission recommends to the City
Council a zone change from C-2 D to C-2 (General Commercial) for
the properties at:

SECTION 5. That the Planning Commission finds that the
proposed zone changes would be consistent with the General Plan,
would allow more flexibility in the uses permitted in these areas,
may encourage further development of the subject properties. The
Planning Commission also finds that the public convenience, necessity,
and welfare justify the proposed zone changes.
SECTION 6. The Secretary shall certify to the adoption
... of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

at a regular meeting of the Planning Commission of the City of Arcadia

LAND USE:
The subject areas are developed wi.th mixed commercial
uses including restaurants, bars, motor vehicle sales,
service stations, a church, offices, etc., and one
nonconforming single family dwelling.
AREA:
Area 1: 360,679 square feet (8.38 acres)
Area 2: 162,400 square feet (3.72 acres)
Area 3: 485,485 square feet (11.15 acres)
Area 4: 37,125 square feet (.85 acres)
Total area: Approximately 1,045,689 square feet (24 acres)
SURROUNDING
LAND USE
AND ZONING:
These areas are surrounded by single family dwellings,
multiple family dwellings, light industrial uses,
mixed commercial uses, a junior high school, city park
and county park.
This area is designated as Commercial on the General
Plan.
GENERAL
PLAN:
HISTORY
.
Prior to 1964 the subject properties were zoned C-l, C-l Hand C-2.
In 1964 and 1965 these properties were rezoned to C-l D, C-l D H
and C-2 D. These design overlays (Resolutions 3727 and 3777) set
forth specific requirements pertaining to signing, parking standards
and plan review. Most of these regulations were superseded by zoning
regulations adopted in 1966, 1967, 1969 and 1976.
ANALYSIS
The proposed zone change to C-2 and C-2 H would be consistent with
the General Plan. This proposal would create no new nonconforming
uses and would eliminate a few nonconforming uses (print shop,
furniture store, etc.) which presently exist.
The change of zone from C-l (Limited Commercial) to C-2 (General
Commercial) and C-2 H (Height Overlay) would allow more flexibility
in the uses permitted in this area and may encourage further
development of the sUbject properties.
The major difference in the change from C-l to C-2 is in the uses
permitted. The C-l zone permits only those specific uses set
forth in the zoning ordinance. The C-2 zone permits general retail
uses and those uses identified in the code. This would include
such general retail uses as hobby shops, print shops, art stores,
etc. All other zoning regulations are the same.

Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for
the proposed project. Said initial study did not disclose any
substantial or potentially substantial adverse change in any of
the physical conditions within the area affected by the project

including land, air, water, minerals, flora, fauna, ambient noise,
and objects of historical or aesthetic significance. Therefore,
a Negative Declaration has been prepared for this project.
Before the Planning Commission and City Council take action on
this project, the Commission and Council should "move to approve
and file the Negative Declaration and find that the project will
not have a significant effect on the environment."
RECOMMENDATIONS
The Planning Department recommends approval of Zone Change Z-7B-5
as outlined in the staff report.
If the Planning Commission determines that this zone change is
appropriate, it should recommend repealing Resolutions 3727 and 3777
which set forth the "Design Overlay" restrictions for these areas.
