RESOLUTION NO. 1078
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENOING A GENERAL
PLAN CHANGE FROM SINGLE FAMILY RESIDENTIAL
(0-6 DU/AC) TO MULTIPLE FAMILY RESIDENTIAL
(7+ DU!AC) FOR THE PROPERTY ON THE NORTH
SIDE OF CHRISTINA STREET FROM SANTA ANITA
AVENUE TO FIRST AVENUE.
WHEREAS, a public hearing was held on December 12, 1978,
for the purpose of considering a change in the General Plan Map
from Single Family Residential 0-6 dwelling units per acre to
Multiple Family Residential 7+ dwelling units per acre for the
property located on the north side of Christina Street from Santa
Anita Avenue to First Avenue: and
WHEREAS, all interested persons were given full opportunity
to be heard and to present evidence:
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION
MAKES THE FOLLOWING RECOMMENDATION AND FINDS AS FOLLOWS:
SECTION 1. That the General Plan designation should be
changed from Single Family Residential 0-6 dwelling units per
acre to Multiple Family Residential 7+ dwelling units per acre for
the property located on the north side of Christina Street from
Santa Anita Avenue to First Avenue, as indicated on attached
Exhibit "A".
SECTION 2. That said General Plan Map change would
provide for consistent development, and that the public convenience,
necessity and welfare justify the proposed change.

SECTION 3. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was

APPLICATION
An application has been filed by Bud Heck to change the General
Plan Land Use Designation from Single Family (0-6 du/ac) to
Multiple Family (7+ du/ac) for the property at 45-55 Christina
Street. This property was previously used as a parking lot for
a market building that fronted on Duarte Road to the north.
The old market building has been demolished and replaced with a
racquetball club (C.U.P. 77-2) which does not need the parking
lot fronting on Christina Street to comply with Code.
All of the lots on the north side of Christina Street from Santa
Anita to the Arcadia Church of Christ are zoned R-3. These lots
with the exception of the subject site and the church site are
developed with well-maintained multiple-family units. The
applicant can, at the present time, develop an apartment complex
without any special authorization from the City other than the
customary building permits. However, the owner would like to develop
condominium units on the property. Condominiums, unlike apartments,
must be developed on a site where the zoning and General Plan are
consistent. All of the properties on the north side of Christina
Street have been included in the notice of this consideration so
as to permit a more comprehensive general plan change.
LAND USE AND ZONING
The area for consideration by the Planning Commission contains
12 lots developed with apartment units and a parking lot zoned
R-3 in addition to a church that is zoned R-2. The property to
the south, east and west is developed with single-family residential
uses and has R-l zoning. The property to the north is developed
with a variety of commercial uses and is zoned C-2 and PR-I.

ZONING CONSISTENCY
The Arcadia General Plan was adopted prior to the State's
requirements for zoning consistency, at a time when a City's
General Plan was intended to serve as a policy document rather
than a mirror image of the zoning map. In several areas, the
Arcadia General Plan does not provide the small scale details
necessary to make the appropriate findings in respect to consistency
with the zoning ordinance.
State Government Code Section 65860 (a) encourages cities to
review their zoning and planning policies in order to evaluate
whether the various land uses authorized by the city ordinances
are compatible with the objectives, policies and general land use
programs specified in their General Plans.
ANALYSIS
.
The properties on the north side of Christina Street between
Santa Anita Avenue and First Avenue are generally well-maintained
multiple-family uses and provide a good residential mix in the
neighborhood. A zone change in this area now zoned and developed
with R-3 type uses to R-l type uses which would conform to the
present General Plan, appears to be unrealistic at this time.
The proposal to change the General Plan designation for all of the
north side of Christina would not have an adverse impact on the
existing Arcadia Church of Christ as churches are permitted in a
wide variety of land use settings with an approved conditional
use permi t.
Staff feels that a change in the General Plan from Residential
Single Family (0-6 du/ac) to Multiple Family (7+ du/ac) would
be consistent with good planning practice.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not dis-
close any substantial or potentially substantial adverse change
in any of the physical conditions within the area affected by
the project including land, air, water, minerals, flora, fauna,
ambient noise, and objects of historical or aesthetic significance.
Therefore, a Negative Declaration has been prepared for this
project.

Before the Planning Commission and City Council take action on
this project, the Council and Commission should "move to approve
and file the Negative Declaration and find that the project will
not have a significant effect on the environment."

RECOMMENDATION
The Planning Department recommends that the Land Use Element
of the General Plan be amended to show the area between Santa
Anita Avenue and First Avenue on the north side of Christina
Stre~t as Residential Multiple Family (7+ du/ac).
