A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING CERTIFICA-
TION OF AN ENVIRONMENTAL IMPACT REPORT DATED
JULY 26, 1978, FOR A PROPOSED RESIDENTIAL
DEVELOPMENT NORTH OF FOOTHILL JUNIOR HIGH
SCHOOL.
WHEREAS, public hearings were held on September 26, 1978
and October lO, 1978, before the Planning Commission to consider
recommending certification of an Environmental Impact Report,
dated July 26, 1978, for a proposed residential development north
of Foothill Junior High School, and
WHEREAS, all interested persons were given full
opportunity to be heard and to present evidence and comment,
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA RECOMMENDS TO THE CITY COUNCIL:
SECTION I. That the final Environmental Impact Report
consisting of the draft Environmental Impact Report, dated July 26,
1978 and marked Exhibit "A", along with the attached comments,
corrections and revisions marked Exhibits "B" through "M", be
certified as having been completed in compliance with the
California Environmental Quality Act, the State Environmental
Impact Report Guidelines and City of Arcadia Resolution No. 4598.
SECTION 2. Time Limitation. If the final tract map
for the proposed development has not been recorded within 36 months
of City Council's certification, the final Environmental Impact
Report and all comments on said Environmental Impact Report
must be reviewed by the Planning Commission and City Council for
any changes that may h~ve taken place in the ensuing time period.

SECTION 3. The Secretary shall certify to the adoption
of this resolution.
I HEREBY CERTIFY that the foregoing resolution was
adopted at a regular meeting of the Planning Commission of the
City of Arcadia on the lOth day of October , 1978, by the

Gentlemen:
This letter is not to be interpreted as a contractual commitment to serve the
proposed project, but only as an information service. Its intent is to notify
you that the Southern California Gas Company has facilities in the area where
the above-named project is proposed. Gas service to the project could be pro-
vided from an existing 2-in~ maio. in Oakhaw.n ~nAI1
without any significant impact on the environment. The service would be in
accordance with the Company's policies and extension rules on file with the
California Public Utilities Commission at the time contractual arrangements
are mane.
The availability of natural gas service, as set forth in this letter, is based
upon present conditions of gas supply and regulatory policies. As a public
utility, the Southern California Gas Company is under the Jurisdiction of the
California Public Utilities Commission. We can also be affected by actions of
the federal regulatory agencies. Should these agencies take any action which
affects gas supply or the condition under which service is available, gas
service will be provided in accordance with revised conditions.
We have developed several programs which are available, upon request, to pro-
vide assistance in selecting the most effective applications of energy conser-
vation techniques for a particular project. If you desire further information
on any of our energy conservation programs. please contact this office for
assistance by calling 795-0671.

The subject project has been reviewed regarding possible effects on
County Sanitation District facilities. We offer the following comments:
1, Wastewater generated by the proposed project would affect the

2. The expected average daily wastewater flow from, the project is 5000
gpd. The expected peak wastewater flow is 10,000 gpd.
3. All Districts' facilities listed above have capacity to handle the
anticipated flow from the project.
The Districts have no objection to the project as proposed. Should you

territory of the Southern California Edison Company and that the electric
loads at the project are wi thin parameters of projected load growth which

Unless the ............. for electrical generating ca.p8.city exceeds our estimates,
aDd provided that there are no 1IDeXpected outages to major sources of'
electrical supply, we expect to lIIlet our electrical load requirellllnts for
the DeXt several years.
Our total system demand is expected to continue to increase annually; and,
if our plans to proceed with future construction of' new generat1llg facilities
are delayed, our ability to serve all customer loads dur1llg peak demand
periods could beCOlll! marginal by 19B1.
In addition, the mjor fuel used in Edison's generat1llg facUities is low
sulfur fuel oil. \l:e now believe that our low sulfllr fuel oil inventory,
together with our contractual cOllllllitments for delivery, and our customers'
conse1'9at1on ef'f'orts, will permit us to meet the forecasted demand for
electricity durina 1979.
It is our intention to continue to do everything that can reasonably be
accomplished to provide our customers with a continuous and suf'ficieDt
supply of electricity.

Dear Mr, Witte:
Thank you very much for keeping the District informed as to the
progress of the proposed development, Tentative Tract No. 31251,
north of Foothills Junior High School.
.
The previous information the District has given to you concerning
the impact of this tract upon Foothills Junior High SchoOl has not
changed. We still do not anticipate a negative impact to the District.
since the enrollment at this school will probably decrease in the
future years.
There is one possibility of a major impact upon our District as a
result of the proposed development, however. At the present time,
the District is in the process of planning and installing a debris
basin out of Federal Disaster Funds. If the proposed development
goes ahead as planned, the need for the catch basin, as we understand
it, would greatly diminish; but it is still possible that the District
would need some type of basin.
After reviewing the Environmental Impact Report, we would propose
to hold up on the development of our debris basin until we know what
our exact needs will be after the completion of the proposed project
north of our property.

With regard to the draft Environmental Impact
for the proposed hillside development, I am sending
response on behalf of S.A.V.E. due to the fact that
Haigh is away on vaca,tion at this time.
While not everyone in our group has conferred on the
matter, particularly due to the vacation season, a number
of us in S.A.V.E. have discussed the proposed tract as to
density, street grades, access, and related matters. The
general impression at this preliminary juncture is rather
favorable regarding those facets of the development as
. proposed.
However, we have great concern as to the opening up
of large areas of land generally north of the proposed
development. We are certainly not at all in favor of any
"domino. effect this might have in adding numerous homes
with the attendant congestion, difficulties of access (both
in and out), redistricting of schools and the other negative
factors involved in the earlier project which we adamantly
opposed on those grounds.

In this connection, the proposed development plan
soheme I indicates an undeveloped lot 2l, a portion of which
presumably could later become a roadway leading to property
north of this tract for further development. For, the reasons
mentioned, we are greatly concerned as to the implications of
this beyond the immediate project because of its portent for
the future as it may affect northeast Arcadia.

REVIEW OF' HILLSIDE DEVELOPMENT ENVIRONMENTAL IMPACT REPORT
In reviewing the section of the report dealing with Biology, I have
found the information to be statec in concise terms with few items
which I can take exception to. They are as follows:
Page 18, Paragraph 4:
Western rattlesnake
Appropriately, the most common species of rattlesnake, and the only
one which I have observed in the recent past is the Southern Pacific
rattlesnake.

Page 21, Paragraphs land 2: ,
It should be noted that the raptor population of the area is higher
than the norm in the general region of the San Gabriel Mountains.
Many of these birds, primarily red tailed hawks, American kestrel,
and great horned owls, feed on the abundant wildlife of the area.
These raptors, because of their great ability to range, will have
little trouble relocating.
References to rare and endangered flora and fauna are in concurrence
with information held at the Nature Center and printed by the State.
One concern which I hold for the area does not need to be included
in the report. That is the public's general fear of venomous reptiles.
It is my opinion that the homes which are being considered for this
particular area will be plagued with rattlesnakes for between fifteen
and twenty years. I do not personally feel that this is a cause for
undue concern; however, my dealings with the public often relate
that some individuals are easily upset by the thought of sharing
their back yard, or even back porch with a poisonous reptile.
If 1 may be of additional help to you, please do not hesitate to contact
me.

The following corrections or additions should be made to paragraph D, pp. 37.
1. Change projected dally water demand from 5,888 . 10,640 gallons to 13,338
gallons. City of Arcadia per capita consumption for 1976-77 was 247 gallons/
capita/day.
2. Add the following. Tbe water pressure available to lot 21 will be about
33 psi static pressure. The normal minimum water pressure supplied by the
City is 40 psi static pressure. It is recommended that a booster pump system
be installed by the developer for this lot to provide adequate water pressure.

following comments:
GeoloKV and Grading
Slopes in the cuts and fills to be maximum 2:1 unless otherwise approved by the
Director of Public Works based on a soils engineer's report snd recommendation.
Hydrol~gy and Drainage
.
The proposed drainage scheme bppears to be satisfactory and a preliminary investi-
gation of the capacity of the existing storm drains indicates a possible accommo-
dation of all contributing drainage.
Grading operations will be limited to the dry season.
Circulation
While the Engineering Division haa no quarrel witb the anticipated traffic volumes,
distribution characteristica, or their effect on the capacities of the affected
atreets, we note the failure of the author to discloae the fact that all traffic
entering nr leaving the proposed development will croaa the main foot and vehicular
traffic to the Foothilla Jr. High School. This could have a aignificant effect on
the safety of the students who heretofore had a croRswalk relatively free of conflicting
traffic. It is anticipated that the development will cause a review of the safety
needs of,the student body.
Sewer Capacity
~he existing sewage system downstream of the proposed development has suffident
capacity to accommodate the anticipated contributary flow.

In accordance with your letter of authorization dated
May 23, 1977, and pursuant to our Agreement for Geologic
Services dated April 8, 1977, we have reviewed the subject
report.
In our opinion, the consultant has performed an adequate
direct investigation, including mapping of nearly continuous
bedrock exposures relative to the potential for surface
faulting as required by the Alquist-Priolo Special (Fault)
Studies Zone effective March 7, 1973. In the consultants
opinion, "no evidence of, or suggestion of faulting was
observed. . . " .
We recommend the Subject report be approved from a fault
rupture standpoint.
