RESOLUTION NO. 1065
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR A PRIVATE HIGH SCHOOL AT
501 NORTH SANTA ANITA.
WHEREAS, on July 28, 1978, an application was filed by
MaranathaHigh School, for a private high schoo~Planning Department
Case No. C.U.P. 78-13, on the property commonly known as 501
North Santa Anita Avenue, more particularly described as follows:
Lot 26 and portion of Lot 15, Tract 17329 in the City
of Arcadia, County of Los Angeles, as per map recorded
in Book 446, pages 26-27, of maps, in the office the
Recorder of said County.
WHEREAS, a public hearing was held on August 22, 1978 at
which time all interested persons were given full opportunity to

be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the
Planning Department in the attached report is true and correct.
SECTION 2. This Commission finds that:
1. The granting of conditional use permit as hereinafter
provided will not be detrimental to the public health or welfare or
injurious to the property or improvements in such zone or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use including all yards, parking,
4It loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.

4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have a significant
effect on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit to continue a private high school at 501 North Santa
Anita Avenue upon the following conditions:
1. The property shall be improved and maintained in
accordance with the plans which are on file in the subject Case
No. C.U.P. 78-l3 and applicable regulations of the Arcadia
Municipal Code.
2. Parking permits should not exceed the number of
parking spaces to be issued by the school, and students and faculty
from the school shall not be permitted to park on adjoining streets.
3. The maximum number of students attending classes
at 501 North Santa Anita shall not exceed 275.
4. No outdoor physical education activities shall be
permitted on this site.
5. That a traffic and parking management plan for all
of the private properties in Arcadia now used by Maranatha not
covered by a valid conditional use permit be submitted for review
by Public Works, Fire Department, Police Department and the Planning
Department with acceptance by the Planning Commission. Maranatha
must submit the aforesaid plan(s) by January 1, 1979. Ingress
and egress on Cornell Drive, Windsor Road and Newman Avenue shall be

restricted to busses and vehicles driven by staff members.
6. That use of the school facility is limited to the
applicant.
SECTION 4. The Secretary shall certify to the adoption
of this resolution.

HISTORY
4It The Christian Missionary Society constructed a church building

on this site in 1954. In 1960 the existing church building was
expanded by the Arcadia Christian Church. Conditional Use
Permit 70-8 was approved by the Planning Commission on July 7, 1970
and permitted a private four-year high school (Maranatha) to
open in the vacant church at 501 N. Santa Anita Avenue. This
conditional use permit limited the school to a staff of 10 and
a student body of 125. C,U,P. 70-8 was approved for a one-year
period.
The City Council approved a second application in 1971 (C.U.P. 71-6)
permitting Maranatha to operate for a five-year period with an
enrollment not to exceed 200 students. This approval did not
limit the number of teachers,
In 1974 the Planning Commission granted approval for Maranatha to
increase the existing library by 380 square feet (C.U.P. 74-10).
The 1974 approval of the conditional use permit for an expansion
of the existing library did not have any impact on the require-
ments of the previous conditional use permit, C.U.P, 71-6,
The conditional use permit approved in 1971 expired on July 13,
1976.

In addition to the high school at 501 ~, Santa Anita, Maranatha
plans to operate classes at 21 Morlan Place which could handle
approximately 88 students rotating from their main campus to the
Morlan Place location between the hours of 8:00 a,m. and 3:00 p.m.
for Bible classes, English and math classes. The Planning
Commission approved this application by a vote of 6 to 1 with
the stipulation that not more than four on-site parking spaces be
utilized by students and staff. As a part of the approval
of C.U.P. 78-11, the Planning Commission will review the conditional
use permit within one year for problems that may be attributed
to this use permit. The conditional use permit approved by the
Planning Commission for the Morlan Place property is not tied
to this application.
ANALYSIS
A high school is a permitted use in an R-3 zone with an approved
conditional use permit. One of the major concerns associated
with the location of any school is the interface between the school
and the adjacent neighborhood, In Maranatha's case, recent
comments received by staff from the adjacent neighbors indicate
that problems have occured from time to time, Written oppOSition
and verbal communication reflected in the minutes has not been
present in any significant amount to document problems in respect
to past applications filed by Maranatha.

Maranatha High School in their application is seeking a conditional
use permit to continue the operation of a four-year high school

with a student body of 275. This application is only for the use
of the existing facilities; the applicants are not proposing the
construction of any new classrooms or other similar improvements.
To supplement the application filed by Maranatha High School, the
Planning Department requested additional information on
August 7, 197B (see attached letter). The response from Maranatha
High School and the staff's comments have been grouped together
in the following areas:
1. Student Body and Staff
Maranatha has indicated that total school enrollment may exceed
275 but the amount of students on the campus at anyone time will
be limited to 275 with a total staff of 29, In the opinion of
the Planning Department, a total of 304 persons on the property
is not necessarily detrimental if the other factors associated
with the school can be adequately controlled,

2. Extended Operating Hours
Maranatha High School generally operates from B:OO a.m. to 3:00 p.m.
Maranatha indicated that last year they had 16 night meetings,
such as school plays, drama awards, social activities and a home-
coming which generated a significant amount of on-street parking.
In addition to the aforementioned activities, students involved
in athletic practice and music rehearsal are often on the property
past 3:00 p.m.
In staff's opinion, the small size of the school and the tendency
of high school students to congregate in the parking lot to the
west of the school building after a school event or program could
create some friction with the adjacent neighborhood. According
to the school principal, Maranatha's facilities are used
exclusively by Maranatha High School and, unlike other high
schools, Maranatha does not have school dances and limits social
events at the school.
3. Parking and Traffic
.
Mr. McKinley's response to the Planning Department's questions
provides the sole means by which staff can analyze this issue,
as studies of traffic and parking have never been undertaken by
the Planning Department for Maranatha High School.
According to Mr, McKinley, the school has space to park 46 cars
on the property and room for seven cars to park at the curb
adjacent to Maranatha's property. Twenty-seven additional parking
spaces are available to the school on the property of a church
located north of the 210 Freeway on First Avenue, providing a
total of BO parking spaces for the high school. The spaces

Mr, McKinley has outlined in his letter are separate from the
parking spaces used to park the three busses and a van used by
the school to transport students.
The school estimates 50 students drive cars to school.
The attached diagrams of the school property, buildings and
parking lot indicate that limited access is available to the
westerly portion of the property (parking lot) from Santa Anita
and Colorado. This driveway adjacent to Colorado is only wide
enough for one-way traffic, Due to the proximity of the driveways
on Santa Anita Avenue and Colorado Boulevard to the intersection,
any significant amounts of traffic should not be encouraged to
exit at these points. Thus, it would appear that Windsor Road
and Newman Avenue are important in any traffic circulation plan
the school could devise.

The use of other classrooms in the community (i,e" Morlan Place)
would tend to focus more attention on the school busses. In
Arcadia, the use of school busses larger than those used by
Maranatha is considered commonplace on residential streets. The
storage of the busses and the number of trips from the school
per day could be a source of aggravation to the adjacent
residents.
Finally, the potential traffic associated with students who are
piCked up from school at 3:00 p.m. could create a congested
situation on Windsor Road, Cornell Drive and Newman Avenue,
Staff feels the response by Maranatha in the area of parking and
traffic circulation could use some additional clarification in
terms of how the parking lots are monitored and the extent of
temporary parking associated with parents picking up students at
the end of the school day,
Any meaningful analysis of the problems associated with a high
school while it is out of session is extremely difficult. Also,
any method of obtaining data on traffic generated by the high
school and reviewing complaints and comments from the neighborhood
without the opportunity to make actual measurements and obserya-
tions when the school is in session would be somewhat suspect.
Because Maranatha High School has operated at or near their
proposed capacity, the general tenor of this report has been to
concentrate on the impacts associated with the operation of the
school rather than the physical aspects of the building.
CALIFORNIA ENVIRONMENTAL QUALITY ACT'
.
The California Environmental Quality Act and the guidelines for
the preparation of environmental documents address areas of

concern. The attached Checklist, drawn from the suggested
format for environmental documents, was used by the staff to
make a determination relevant to the need for preparation of an
environmental impact report. After reviewing the 21 areas
set forth in the Checklist, staff could only identify Transportation/
Circulation, Items 13 a, b, d and f that warranted further
discussion. The page attached to the Environmental Checklist
outlines the mitigating measures that could be required by the
Planning Commission for Items 13 a, b, d and f; thus, staff could
not make a finding consistent with the California Environmental
Quality Act, that an environmental impact report should be
required.

Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not
disclose any substantial or adverse change in any of the physical
conditions within the area affected by the project including
land, air, water, minerals, flora, fauna, ambient noise, and
objects of historical or aesthetic Significance. Therefore, a
Negative Declaration has been prepared for tQis project.
Before the Planinng Commission takes action on this project, the
Commission should "move to approve and file the Negative Declara-
tion and find that the project will not have a significant effect
on the environment."

RECOMMENDATION
The Planning Department feels that Maranatha's facility at 501 N.
Santa Anita should continue to operate with a provision for a
review by the Planning Commission at the same time the Maranatha/
Christian Center conditional use permit (C.U,P. 78-11) is reviewed
in the summer of 1979. This period before the Planning Commis-
sion's review would allow Maranatha an opportunity to develop
and implement plans that would mitigate some of the traffic/
circulation and noise problems, Also in this time period, the
adjacent residents would have the opportunity to submit written
statements about incidents that could be reviewed by the Planning
Commission. The Planning Department recommends approval of
C. u. P. 78-11 subj ect to the following condit ions:
1. Conditions as outlined in the attached memo from the Depart-
ment of Public Works shall be complied with to the
satisfaction of the Director of Public Works.
2. The maximum number of students on the property at 501 N. Santa
Anita shall not exceed 275.

Dear Mrs. Wenger:
After reviewing the application for Maranatha lIigh School at
501 N. Santa Anita Avellue, I have several questions about the
operation of the school which must be respollded to before the
Planning Commission can tuke action on Maranaiha's application.
Your prompt written response to tbe following questions will
assist City staff in preparation of the required staff report:
1. Do you plan to limit the student body to 275 persons?

workers are employed at 501 N. Santa Anita during the school
year?
3. What are the hours of operation for Maranatha High School

This letter is in response 'to your request for answers to
questions regarding our Conditional Use Permit, Application
78-13.
BOARD OF REFERENCE
1. The total school enrollment may exceed 275, but there will
never be more than 275 attending classes at the present campus.
Any growth will be accomodated by conducting classes at other
locations.

3. The school day begins at 7:30 a.m. for faculty and staff,
8:00 a.m. for students. School is dismissed at 2:50 p.m.
Students participating in extracurricular athletic activities
are bussed to practice locations, and usually return to the
school between 5 and 6 p.m.
This past school year there were 16 scheduled night meet-
ing at the school. Seven were parent organization meetings,
six were for school plays, one for drama awards, one student
social activity, and one for a homecoming activity. These
are nights when there would be on-street parking. There are
other committee meetings, board meetings, etc. which do not
necessitate on-street parking.
There are athletic games scheduled at other schools, for
which the students are bussed from the school and return after

the game. There are occasional play practices and music rehersa1s involving small
numbers of students. None of these require anyon-street parking.
4. No other organizations, clubs, churches, or activity groups use the facilities
of the school.
5. Based on past percentages, approximately 50 students will drive to school this
year. For student, faculty, and visitor parking we have approximately 80 spaces.
53 spaces are on campus (including seven spaces on Cornell Drive adjacent to our
parking lot) and 28 spaces in a supplementary parking lot two blocks from the
schoo 1 .
6. Four. We have two 44-passenger busses, one 24-passenger bus, and one 11-
passenger van. They are parked in the rear parking lot. The spaces used by
these busses was not included in the number of parking spaces mentioned in the
previous question.
7. The Department of Public Works has required Maranatha to use a one way flow
of traffic around the school, entering from the front and exiting from the back.
This makes the use of Newman Avenue, Windsor Road, and Cornell Drive necessary.

. 9. (a) The increase in the number of student for the coming year will be about
20 students. This would mean an increase of approximately 6-8 cars trans-
porting students to and from school.

(d) I have talked with Mr. Chester Howard regarding this problem. He is
favorable to having the busses transporting students to the Christian Center
exit on Santa Anita. We have also discussed the use of passenger loading
zones on Santa Anita and on Colorado, and the use of an adjacent car wash
for unloading students in the morning. This would eliminate as much as 80%
of the parent traffic in the morning. Pickups in the afternoon would be
unchanged because of the necessity of temporary. parking while waiting for
students.
(f) There will be a slight decrease in the number of students parking behind
the school. If the plans discussed above are implemented there will be
considerably less parent traffic behind the school, especially in the morning.
This should decrease any traffic hazards.
