RESOLUTION NO. 106l
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR THE EXPANSION OF AN EXISTING
MOTOR HOTEL AT 161 COLORADO PLACE.
WHEREAS, on June 30, 1978, an application was filed by
Walter Muller, on behalf of the Westerner Motor Hotel, Inc., for
the expansion of an existing motor hotel, Planning Department
Case No. C.U.P. 78-12, on the property commonly known as 161 Colorado
Place, more particularly described as follows:
Portion of Lot l, Tract 949, City of Arcadia, County of
Los Angeles, as recorded in Book 17, page 13, of maps
in the office of the Recorder of said County.
WHEREAS, a public hearing was held on July 25, 1978 at
which time all interested persons were given full opportunity to
be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY
OF ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION L That the factual data submitted by the Plan-
ning Department in the attached report is true and correct.
L The granting of conditonal use pennit as hereinafter
provided will not be detrimental to the public health or welfare
or injurious to the property or improvements in such zone or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use including all yards, parking,
loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.

4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have a significant
effect on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council this Commission grants a conditional
use permit for the expansion of an existing motor hotel upon the
following conditons:
1. The property shall be improved and maintained in
accordance with the plans on file in the subject Case No. C.U.P. 78-l2
and applicable regulations of the Arcadia Municipal Code.
2. That a modification of Arcadia Municipal Code Section
9320.11.2 be granted to permit an addition 26 feet from the property
line in lieu of 35 feet required for the proposed building and to
permit a roof overhang 20 feet from the property line in lieu
of 35 feet required.
3. That smoke detectors be installed in all guest rooms.
The owner of the property must install at least twenty-five percent
(25%) of the required smoke detectors every three (3) months with
all detectors to be installed by August 8, 1979.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
city Council of the City of Arcadia.

with a motel.
The property to the west is zoned S-l and is
developed with the Santa Anita Race Track.
The property to the south is zoned C-2 and is
vacant. The property to the north is zoned
C-2 and R-3 and is developed with a restaurant
and apartment units. The property to the east
is zoned R-l and is developed with single family
dwellings.

BACKGROUND
The Westerner Motor Hotel was constructed approximately 30 years
ago prior to the requirement for conditional use permits. In
1974, the Planning Commission approved C.U.P. 74-24 which per-
mitted the addition of a laundry room, employee's lounge and two
guest rooms. This approval also permitted an encroachment into
the required rear yard setback. The Planning Commission also
agrees to accept _,the existing parking and not require the
applicant to meet the present code standards, as restriping
the existing parking spaces would substantially reduce the number
of total parking spaces.
ANALYSIS
The applicant is proposing an addition of ll7 square feet adjacent
to the reception area for office equipment, a 36 square foot
addi tion on the lobby for a game alcove and a new roof overhang.
The proposed addition to the reception area would extend into
the special setback 9 feet and encroach into one of the existing
parking spaces. The applicant plans to redesign the four existing
parking spaces in front of the lobby area resulting in five
parallel parking spaces with a one-way traffic flow 12 feet wide.
.Staff feels the redesign of the parking area in front of the
lobby area is not conducive to good traffic flow and could create
concerns for both pedestrian and vehicular safety. In the
opinion of staff, the three existing angular parking spaces are
more functional than five parallel parking spaces in this area.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not
disclose any substantial or potentially substantial adverse
change in any of the physical conditions within the area
affected by the project including land, air, water, minerals,
flora, fauna, ambient noise, and objects of historical or
aesthetic significance. Therefore, a Negative Declaration has
been prepared for this project.
Before the Planning Commission takes action on this project,
the Commission should "move to approve and file the Negative
Declaration and find that the project will not have a significant
effect on the environment."
RECOMMENDATION
The Planning Department recommends approval of C.U.P. 78-12
subject to the following conditions:
