HomeMy WebLinkAbout1055 . . . . t.- RESOLUTION NO. 1055 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT TO USE FOUR CLASSROOMS FOR SCHOOL PURPOSES AT 21 MORLAN PLACE. WHEREAS, on May 22, 1978, an application was filed by the Christian Center of Arcadia, Inc. and Maranatha High School to use four classrooms at the Christian Center for Maranatha High School classes, Planning Department Case No. C.U.P. 78-11, on the property commonly known as 21 Morlan Place, more particularly described as follows: Lot 5 of Tract 13768 in the City of Arcadia in the County of Los Angeles, State of California, as per map recorded in Book 273, page 37 of Maps, in the office of the County Recorder. WHEREAS, a public hearing was held on June 13, 1978 at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached report is true and correct. 1. The granting of this conditional use permit as hereinafter provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use including all yards, parking, -1- 1055 , . . . ',' loading, landscaping and other features required to adjust said use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the General Plan. 6. The use applied for will not have a substantial adverse impact on the environment. SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit to allow Maranatha High School to use four classrooms at the Christian Center of Arcadia for classes upon the following conditions: 1. The property shall be improved and maintained in accordance with the plans on file in the subject Case No. C.U.P. 78-11 and applicable regulations of the Arcadia Municipal Code. 2. That not more than four of the on-site parking spaces shall be utilized by students and teachers of Maranatha High School. 3. That all conditions of C.U.P. 77-27 (Resolution 4470) be complied with prior to occupancy by the school. 4. That the Planning Commission within one year shall review this use. Should a problem be identified, the Commission shall reserve the right to revoke this conditional use permit. SECTION 4. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. -2- 1055 . The subject site is developed with the Christian Center of Arcadia, Inc. This use was approved by the City Council on . C.U.P. 78-11 2 February 7, 1978 (Resolution 4720; C.U.P. 77-27). SPECIAL INFORMATION Building Size: The building contains approximately 18,884 square teet. ~aranatha School is proposing to use four classrooms com- prising approximately 2,850 square feet of the building. Maranatha High School is requesting the use of the four class- rooms to conduct Bible classes, English classes and mathematics classes. The classrooms will be in use from 8:00 a.m. to 3:00 p.m., Monday through Friday. There would be a maximum of 22 students per classroom. The school would use their busses to transport students to and from the Christian Center. Parking and Access: C.U.P. 77-27 for the Christian Center granted a modIfication for the parking from 95 spaces to 63 spaces (including the properties at 121-159 North Santa Anita). Access to the site will be from Morlan Place and from Santa Clara Street (across the rear of the properties at 121-159 North Santa Anita). MISCELLANEOUS INFORMATION . Rev. Cherry of the Christian Center has indicated that classes for Maranatha School will begin in mid-September. Maranatha is also request~ng the use of the church sanctuary for special school chapel services held approximately once a month, normally on Thursdays at 11:00 a.m. Attendance at these services will be approximately 350 students. Those students not attending class at the Christian Center will walk to the chapel service under the supervision of Maranatha staff. Presently Maranatha School is using the Santa Anita YMCA on Foothill Blvd. in Monrovia for two classrooms. Maranatha needs more space and because of the close proximity of the Christian Center to the school, the school is. requesting use of these classrooms to accommodate its students. The Christian Center has indicated that the only meeting which is held at the center during the week is a women's Bible class conducted on Tuesday mornings from 10:00 a.m. to 12:00 p.m. Attendance at this meeting is approximately 80 persons. This is held in a separate portion of the main building and will not interfere with classroom activities. ANALYSIS . A school is a permitted use in a C-l Zone with an approved conditional use permit. . C.U.P. 78-11 3 Staff believes that use of these classrooms by Maranatha High School is not inconsistent with the church use. The classes will not create a need for additional parking and would provide classrooms which are closer to the Maranatha campus. It is staff's opinion that approval of this conditional use permit would not be detrimental to the surrounding properties. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declaration has been pre- pared for this project. Before the Planning Commission takes action on this project, the Commission should "move to approve and file the Negative Declara- tion and find that the project will not have a significant effect on the environment." . RECOMMENDATION The Planning Department recommends approval of C.U.P. 78-11 subject to the following conditions: 1. That not more than four of the on-site parking spaces shall be utilized by students and teachers of Maranatha High School. 2. That all conditions of C.U.P. 77-27 (Resolution 4720, attached) be complied with prior to occupancy by the school. 3. That the Planning Commission shall within one year review this use for any possible parking problems. Should a problem be identified, the Commission shall reserve the right to review and revoke this conditional use permit.
