RESOLUTION NO. 1049 A RESOLUTION OF THE PLANNING COMMISSION,OF THE CITY OF ARCADIA RECOMMENDING TO THE ARCADIA CITY COUNCIL A ZONE CHANGE FROM R-l, R-2 AND PR-l TO C-O FOR THE PROPERTY AT 671 TO THE NORTHWEST CORNER OF LOVELL AND NAOMI AVENUE, INCLUDING 1307 AND 1315 LOVELL. WHEREAS, the Planning Commission of the City of Arcadia held a public hearing on April 25, 1978, for the purpose of con- sidering changing the zone from R-l, R-2, PR-l to c-o (professional' office) on the north side of Naomi; 671 to the northwest corner of Lovell and Naomi Avenue, including 1315 and 1307 Lovell Avenue, more particularly described as follows: Lot 5 through 14, inclusive, and Lot l6.of Tract No. 4611 as per map recorded in Book 51, page 82, of maps, records of Los Angeles County excepting therefrom the southerly 12 feet of Lots 11 through 14, inclusive. WHEREAS, all interest~d persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY DETERMINES AS FOLLOWS: SECTION 1. That the factual data submitted by the Plan- ning Department in the attached staff report is true and correct. SECTION.2. The Planning Commission recommends to the City Council that the zoning on the subject area be rezoned to c-o. SECTION 3. That the Planning Commission finds that the proposed zone change would be consistent with the general plan; would provide for consistent development on the north side of Naomi; and that the public convenience, necessity and welfare justify the proposed zone change. -1- 1049 . ~ . Zone change from R-l. R-2 and PR-l to CoO (Professional Office) Approximately 201,258 square feet (4.62 acres) 853.56 feet on Naomi Avenue 238.74 feet on Lovell Avenue The subject site is developed with 8 single- family dwellings and two parking lots. North: Mixed commercial uses and parking; zoned C-2 Hand R-l P South: Single-family dwellings and a 26-unit condominium; zoned R-l and R-3 East: Single-family dwellings; zoned,R-l West: General commercial; zoned C-2 H GENERAL PLAN: Area is designated for commercial uses. Z-7S-4 2 . HISTORY A brief history of the subject site indicates that the property has undergone several changes from R-l and R-2 to commercial designations and back to residential. On July 5, 1977, an application was filed by George Shen for a zone change (Z-77-8) from R-l to R-3. This zone change was denied by the Planning Commission. The Planning Commission believed R-3 zoning was inappropriate for this site and a commercial designation would provide consistency with properties to the north. The City Council at its public hearing on Z-77-S held on November 1, 1977, directed staff to initiate a study of this area. . On January 24, 1978, the Planning Department presented G.P. 7S-l to the Planning Commission recommending a mixed Residential and Commercial designation. On February 14, 1978, the Planning Commission voted 5 to 0 to adopt Resolution 1033 recommending a General Plan change from Multiple Family Residential to a Commercial designation. After public hearings before the City Council, the Council voted 5 to 0 to adopt Resolution 4732 amending the General Plan map land use designations at 1307 and 1315 Lovell Avenue and 625-671 Naomi Avenue from Residential to Commercial. On April 12, 1975, zone change application Z-77-S was withdrawn by the applicant. ANALYSIS The proposed zone change to CoO (Professional Office) would pro- vide for consistency with the General Plan. COO is the City's least intensive commercial zone and would allow financial institutions, business and professional offices and parking. It is staff's opinion that a CoO zoning designation would have the least impact on the residential properties to the south and east. . Should this zone change be approved, staff recommends that Naomi Avenue be widened to accommodate additional traffic which may result from the more intensive development of the subject area. . . . . . , Z-78-4 3 Pursuant to the provlslons of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declaration has been prepared for this project. Before the Planning Commission and City Council take action on this project, the Commission and Council should "move to approve and file the Negative Declaration and find that the project will not have a significant effect on the environment." RECOMMENDATION The Planning Department recommends approval of zone change Z-78-4 from R-l, R-2 and PR-l to COO (Professional Office).
