HomeMy WebLinkAbout1044 : ~ RESOLUTION NO. 1044 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE PERMIT TO EXPAND AN AUTO SALES AND SERVICE FACILITY AT 55 WEST HUNTINGTON DRIVE. WHEREAS, on March 3, 1978, an application was filed by C. L. Hoke, on behalf of Huntington Motors, Inc., for expansion of an auto sales and service facility, Planning Department Case No. C.U.P. 78-5, on the property commonly known as 55 West Huntington Drive, more particularly described as follows: Part of Lots 6, 7 and 8 of Tract 13768 in the City of Arcadia, County of Los Angeles, as recorded in Map Book 273, page 37, the office of the Recorder of said County. WHEREAS, a public hearing was held on March 28, 1978, ~ at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached report is true and correct. SECTION 2. This Commission finds that: 1. The granting of conditional use permit as hereinafter provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size ~ and shape to accommodate said use including all yards, parking, loading, landscaping and other features required to adjust said -1- 1044 ~ ~ . use with the land and uses in the neighborhood. 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the General Plan. 6. The use applied for will not have a substantial adverse impact on the environment. SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit to expand an auto sales and service facility upon the following conditions: 1. The property shall be improved and maintained in accordance with the plans which are on file in the subject Case No. C.U.P. 78-5 and applicable regulations of the Arcadia Municipal Code. 2. A 15 ft. radius corner cut-off shall be dedicated at the northwest corner of Morlan Place and Huntington Drive. 3. That fire protection be provided to the satisfaction of the Arcadia Fire Department. 4. That the applicant provide screening or paint the roof-mounted equipment and provide a trash area subject to the review and approval of the Planning Department. 5. The following modifications are granted by the Planning Commission: A. Modification to permit a freestanding sign for a business that has a projecting sign. -2- 1044 ~ ~ . '.'~"'" B. Modification to permit a freestanding sign 80 feet from residentially zoned property. C. Modification to permit an additional freestanding sign for the subject property. D. Modification to permit more than 350 square feet of total area for two freestanding signs. 6. The freestanding sign shall be placed between the curb cuts on Santa Clara Street. SECTION 4. The Secretary shall certify to the adoption of this resolution. WITTE ASSOCIATE PLANNER ~ GENERAL INFORMATION APPLICANT: Huntington Motors, Inc. REQUEST: FRONTAGE: LAND USE AND ZONING: SURROUNDING LAND USE AND ZONING: Construction of 180 square feet of additional office area, addition of a roof between two existing buildings in the parts and service area, and a freestanding sign with approximately ISO square feet of area on both sides. Approximately 400 feet on Huntington Drive Approximately 524 feet on Morlan Place Approximately 900 feet on Santa Clara Street The subject site is zoned C-2 & D and developed with an auto sales facility. The property to the south is developed with the County Park and is zoned S-2. The property to the east is developed with commercial buildings and is zoned C-l & D. The property to the west and north is developed with residential uses and a restaurant and has R-l and C-2 zoning. GENERAL PLAN: .- BACKGROUND Huntington Motors received a conditional use permit for an auto sales and service facility (C.U.P. 66-9) in 1966 and a Commercial </ ~ C.U.P. 78-5 2 second conditional use permit to expand in 1969 (C.U.P. 69-9). The Modification Committee approved a 29-foot high freestanding sign in lieu of a 25-foot high sign (maximum height permitted by Code) in 1969. In addition to the aforementioned applications, Huntington Motors also received permission from the Planning Commission on November 9, 1976 to relocate an existing fence along Santa Clara Street, thus convertlng an existing storage area into a sales lot. The City Council on April 19, 1977, approved a request by Huntington Motors to locate a trailer on their truck sales lot adjacent to Santa Clara Street for one year. ANALYSIS . The applicant proposed to add ISO square feet of office space to the existing sales offices, install a 40-foot by 40-foot roof between the body shop and the parts department and place a freestanding sign with a total area of 150 square feet in the truck sales lot adjacent to Santa Clara Street. The proposed addition of 180 square feet of office space would be consistent with the elevations for the existing sales offices. The proposed roof between the parts department and body shop would be visible from Morlan Place and could provide some protection from the weather for this area. At the present time, the area which the applicant proposes to roof over is partially screened from view by block walls. If the two buildings are connected together with a roof, the Fire Department plans to require an increase in the fire flow requirement to 2000-2500 G.P.M. The addition of a freestanding sign with approximately 150 square feet on both sid$ and 22 feet in height to identify the truck sales area would require the following modifications: A. 9262.4.6.B.2. Modification to permit a freestanding sign for a business that has a projecting sign. .~ B. 9262.4.6.B.3. Modification to permit a freestanding sign 80 feet from residentially zoned property. C. 9262.4.6.C. Modification to permit an additional free- standing sign for the subject property. D. 9262.4.6.D. Modification to permit more than 350 square feet of total area for two freestanding signs. Staff feels the additional office space and roof structure between the two existing buildings would be an appropriate improvement for the property. The addition of a 22-foot high freestanding sign adjacent to Santa Clara within 80 feet of ~ C.U.P. 78-5 3 residentially zoned property could be a problem inasmuch as the sign would be internally illuminated and would be visible from the adjacent residential property. The Planning Department feels that a low monument sign (less than 7 feet) would property identify the truck lot and would not be visible from the rear yards of the adjacent residential properties. In addition to the work proposed by the applicant, staff feels that the existing roof-mounted equipment should be screened from view or painted to match the building and the trash area should be brought into compliance with Code. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declaration has been pre- pared for this project. ~ Before the Planning Commission, takes action on this proj ect, the Commission should "move to approve and file the Negative Declaration and find that the project will not have a significant effect on the environment." RECOMMENDATION The Planning Department recommends approval of C.U.P. 78-5 subject to the following conditions: 1. Conditions outlined in the attached memo from the Department of Public Works shall be complied with to the satisfaction of the Director of Public Works. 2. That fire protection be provided to the satisfaction of the Arcadia Fire Department with a fire flow of 2000-2500 G.P.M. . 3. That the applicant provide screening or paint the roof- mounted equipment and provide a trash area subject to the review and approval of the Planning Department. 4. That the applicant be restricted to the use of a monument sign for the truck lot adjacent to Santa Clara Street. 5. The following modifications are granted by the Planning Commission: A. Modification to permit a freestanding sign for a business that has a projecting sign. . C.U.P. 78-5 4 B. Modification to permit a freestanding sign 80 feet from residentially zoned property. C. Modification to permit an additional freestanding sign for the subject property. D. Modification to permit more than 350 square feet of total area for two freestanding signs.
