HomeMy WebLinkAbout1042 ~ RESOLUTION NO. 1042 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING APPROVAL OF T.A. 78-4 AMENDING THE ARCADIA MUNICIPAL CODE SECTIONS REGULATING THE SIZE OF WALL , SIGNS AND PROJECTING SIGNS IN COMMERCIAL ZONES. WHEREAS, a public hearing was held on March 14, 1978 before the Planning Commission to consider amending the C-l sign regulations relating to the size of wall signs and projecting signs. WHEREAS, all interested persons were given full opportunity to be heard and to present NOW, THEREFORE, evidence; : ' I THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDS TO THE CITY COUNCIL: ~ SECTION 1. That Section 9262.4.4.D be amended to read as follows: "9262.4.4.D. WALL SIGNS. Size - Area. Front Wall. The combined total area of all front wall signs for a business shall not exceed two square feet per linear foot of the building front occupied by the business which the sign advertises. Side and Rear Walls. Each business may have signs on side and rear walls. The total combined area of all rear and side wall signs for each business shall not exceed the lesser of (a) area allowed for a front wall sign, or (b) two square feet per linear foot of wall on which the sign is mounted, multiplied by the front linear feet of the business, divided by the front linear feet of ~ the building." -1- 1042 ~ ~ ~ SECTION 2. That Section 9262.4.5.D be amended to read: "9262.4.5.D. PROJECTING SIGNS. Size - Area. The total area of all projecting signs for a business shall not exceed two square feet per face per linear foot of building frontage occupied by the business which the sign advertises or fifty square feet per face, whichever is less." SECTION 3. The Planning Commission finds that the pro- posed text amendment would provide a more equitable means of determining signing for a business and that the public necessity, convenience, general welfare and good zoning practice justify said text amendment. SECTION 4. The Secretary shall certify to the adoption of this resolution. BUTLER ASSISTANT PLANNER PREPARED BY: REQUEST: City of Arcadia To amend the following Code sections: '1. 9262.4.4.D -- regulating the size of wall signs. 2. 9262.4.5.D regulating the size of projecting signs APPL I CANT: ~ GENERAL INFORMATION Section 9262.4.4.D relating to size of wall signs reads: "Size - Area: The total area of all wall signs on the front of a building shall not exceed two (2) square feet per linear foot of building frontage. Each side and the rear of a building may have signs with the same area as on the front not exceeding two (2) square feet per linear foot of wall on which the sign is mounted." Section 9262.4.5.D relating to projecting signs reads: ~ "Size - Area: The total area of all projecting signs on a build- ing shall not exceed 100 square feet and no one face of a proJect- lng sign shall exceed 50 square feet, not exceeding two square feet per face per linear foot of building frontage occupied by the business which the sign advertises." It is staff's opinion the existing code is frequently subject to misinterpretation. Presently wall signs andprojecting signs T.A. 78-4 2 ~ have allowable square footages based on building frontage. However, there are many buildings throughout the City which contain more than.one business, and the allowable sign area is often construed by these uses tp be based on business frontage rather than building frontage. Also, enforcement of the existing Code can often result in one business having ~o projecting sign because another business in the same building has a sign which meets the maximum 100 square feet allowed by Code. Staff believes that the sign area for wall signs and projecting signs should be based on the business frontage. This would provide a more equitable means of determining signing for a business, than the present Code. The Planning Department recommends that Sections 9262.4.4.D and 9262.4.5.D be amended to read: "9262.4.4.D. WALL SIGNS. Size - Area. "9262.4.5.D. PROJECTING SIGNS. Size - Area. The total area of all projecting signs for a business shall not exceed two square feet per face per linear foot of building frontage occupied by the business which the sign advertises or fifty square feet per face, whichever is less." Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declaration has been pre- pared for this project. . Before the Planning Commission and City Council take action on this project, the Commission and Council should "move to approve T .A. 78-4 3 ~ and file the Negative Declaration and find that the project .will not have a significant effect on the environment." RECOMMENDAT ION The Planning Department recommends approval of T.A. 78-4 as noted above. DLB/at Attachment ~ .
