HomeMy WebLinkAbout1041 ~ RESOLUTION NO. 1041 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA GRANTING A CONDITIONAL USE P~RMIT TO CONSTRUCT A SAVING AND LOAN OFFICE BUILDING WITH A DRIVE-UP WINDOW AT 200 EAST DUARTE ROAD. WHEREAS, on February 6, 1978, the O.K. Earl Corporation filed an application for a Lincoln Savings and Loan with a drive-up window, Planning Department Case No. C.U.P. 78-4, on the property commonly know as 200 East Duarte Road, more particularly described as follows: Lot 13, Tract 808 in the City of Arcadia, County of Los Angeles as recorded in Map Book 16, page 82, in the office of the Recorder of said County. WHEREAS, a public hearing was held on February 21, 1978, at which time all interested persons were given full opportunity ~ to be heard and to present evidence, NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Plan- ning Department in the attached report is true and correct. SECTION 2. This Commission finds that: 1. The granting of conditional use permit as hereinafter provided will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity. 2. The use applied for at the location indicated is properly one for which a conditional use permit is authorized. 3. The site for the proposed use is adequate in size and shape to accommodate said use including all yards, parkinq, r4lt loading, landscaping and other features required to adjust said use with the land and uses in the neighborhood. -1- 1041 , ~- 4. The site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. The granting of such conditional use permit will not adversely affect the General Plan. 6. The use applied for will not have a substantial adverse impact on the environment. 7. The proposed use complies with all requirements set forth for the issuance of a conditional use permit. 8. The proposed use will not substantially inc~ease vehicular traffic on any street in a residentially zoned district. 9. The proposed use will not lessen the suitability of any nearby commercially zoned property for commercial use by ~ interfering with pedestrian traffic. 10. The proposed use will not create increased traffic . hazards to pedestrians when located.'near a school, church, auditor- ium, theater or other place of assembly. SECTION 3. That for the foregoing reasons, subject to approval of the City Council, this Commission grants a conditional use permit for a saving and loan office building with a drive-up window upon the following conditions: ., 1. The property shall be improved and maintained in accordance with the plans which are on file in the subject Case No. C.U.P. 78-4 and applicable requlations of the Arcadia Municipal Code. 2. Final building plans shall substantially comply with the building plans on file in this conditional use permit. Colors, materials and elevations are subject to the review and approval of the Planning Director. 6. Landscaping and irrigation plans be submitted to the . Planning Department for its review and approval. 7. Property shall be maintained in a manner that will comply with the property maintenance sections of the Arcadia Municipal Code. 8. Sign shall be installed to limit all exiting traffic on Duarte Road to right turn only. Said signing is subject to the review and approval of the Planning Department. SECTION 4. C.U.P. 78-4 2 Exterior Elevations The exterior of the permanent building will be brick and glass with either a treated wood roof or a Cal-shake roof. . Parking and Drive-up Window Area The proposed building requires 19 parking spaces; 20 are proposed. Parking plans submitted by the applicant comply with Code with the exception of the one-way driveway \that is used exclu- si ve ly for the drive -up window. One -way driveways are requi red by Code to be 12 feet 6 inches wide in lieu of 9 feet proposed by the applicant. However, because of the special purpose intended for the driveway and the need to move the cars as close to the drive-up window as possible, staff feels that a 9-foot wide driveway is adequate for this use. Signs The applicant's elevations indicate two wall signs, one free- standing sign and two directional signs. The freestanding sign utilizes the maximum area of 75 square feet per face allotted for this property and the proposed wall signs comply with Code. The directional signs are subject to the review and approval of the Planning and Public Works Departments. ANALYSIS To grant a conditional use permit for a drive-in business, the Planning Commission must make the following findings: 1. The proposed use complies with all requirements set forth for the issuance of a conditional use permit. 2. The proposed use will not substantially increase vehicular traffic on any street in a residentially zoned district. 3. The proposed use will not lessen the suitability of any nearby commercially zoned property for commercial use by interfering with pedestrian traffic. 4. The proposed use will not create increased traffic hazards to pedestrians when located near a school, church, auditorium, theater or other place of assembly. . Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Dedicate a 15 ft. radius corner cut-off at the southeast corner of Duarte Road and Second Avenue. 2. Close existing driveway aprons not to be used; driveways to remain shall be modified and sidewalk repaired where necessary to comply with City standards. Construct a handicap ramp at the southeast corner of Duarte Road and Second Avenue. Parkway tree wells and trees shall be required in accordance with plans to be approved by the Director of Public Works. 3.
