HomeMy WebLinkAbout1038 F " . RESOLUTION NO 1038 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARCADIA RECOMMENDING A ZONE CHANGE FROM R-3 TO C-O FOR THE LOT AT 250 WEST COLORADO BOULEVARD. WHEREAS, a public hearing was held on February 14, 1978 for the purpose of considering changing the zone from R-3 (Multiple Family) to C-O (Commercial Office) for the lot at 250 West Colorado Boulevard, more particulary described as follows: See attached Exhibit "A" ~ WHEREAS, all interested persons were given full oppor- tunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY ~ OF ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached staff report is true and correct. SECTION 2. That the Planning Commission recommends to City Council that the zoning on the above decribed property be changed from R-3 (Multiple Family) to C-O (Commercial Office). SECTION 3. That the Planning Commission finds that the proposed change would provide consistancy with the General Plan and that the public convenience, necessity and general welfare justify the above zone change. SECTION 4. Church .Race Track (See land use and zoning map) BACKGROUND INFORMATION In January 1978, the City Council up held the Planning Commission's denial of a requested general plan change from commercial to multi- family. At that time the City Council directed staff to initiate the consideration of this zone change to C-O, in order to provide consistency between the general plan and zoning. . . . TRAFFIC CIRCULATION Colorado Place is designated on the General Plan as a major arterial and Colorado Blvd. is designated a secondary arterial. Traffic counts on these streets are as follows: Colorado Place, Eastbound Westbound -- south of "wye" 2,485 2,450 (6-1-77)* Colorado Blvd., Eastbound Westbound -- (5-25-77) * east of 1,950 2,010 IIwyell *Neither count was taken during the racing season. SPECIAL SETBACKS: 35' on Colorado Place and Colorado Blvd. ANALYSIS Staff believes that the proposed C-O zone would allow uses which would be compatible with surrounding developments and with the General Plan. The assistant to city manager for economic coordination, Lew Pollard/reports that based on inquiries to his office, there is a need for more office space in Arcadia. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects ot historical or aesthetic significance. Therefore, a Negative Declaration has been prepared for this project. Before the Planning Commission and before the City Council takes action on this project, the Commission and the Council should "move to approve and file the Negative Declaration and find that the project will not have a significant effect on the environment."
