RESOLUTION NO. 1037
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING TO THE
ARCADIA CITY COUNCIL A ZONE CHANGE FROM
PR-3 TO C-2 ON THE SOUTH 162.4 FEET OF
12-54 EAST FOOTHILL BOULEVARD.
WHEREAS, the Planning Commission of the City of Arcadia
held a public hearing on February 14, 1978 for the purpose of
considering changing the zone from R-3P (parking overlay) to C-2
on the south 162.4 feet of the properties at 12-54 East Foothill
Boulevard, more particularly described as follows:
The southerly 162.4 feet of Lots 2, 3, 4, 5, 6 and 7 of
C.B. Clapp's subdivision located in the City of Arcadia,
County of Los Angeles, State of California as recorded
in miscellaneous records 31, page 30 filed in the office
of the County Recorder of said County.
WHEREAS, all interested persons were given full opportunity
to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the
Planning Department in the attached staff report is true and
correct.
SECTION 2. The Planning Commission recommends to the
City Council that the zoning on the south 162.4 feet of the
properties at 12-54 East Foothill Boulevard be rezoned to C-2.
SECTION 3. That the Planning Commission finds that
the proposed zone change would be consistent with the General Plan;
would eliminate the problems associated with properties which
have two zone designations; would encourage development in the

area; and that the public convenience, necessity and general
welfare justify the above zone change.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwa1ded to the
City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the Planning Commission of the City of
Arcadia held on the 28th day of February 1978, by the following

SPECIAL INFORMATION
In 1949 the subject site was rezoned from R-3 to PR-3 to allow
for parking.
The subject site is located within the Alquist-Priolo Special
Studies Zone. Before any project is constructed within the
Special Stu~ies Zone, a geologic report must be prepared and
submitted to the City's geologist.
ANALYSIS
The proposed zone change to C-2 would be consistent with the
General Plan designation of Commercial and would encourage
development of the area. This zone change would eliminate the
problems associated with properties which have two zone designations,
i.e., the possibility of constructing an R-3 development on
the rear of a property currently developed with commercial uses.
The C-2 zone requires a 20 foot rear yard setback which reduces
the negative impacts of commercial properties which back up to
(adjoin) residential properties.
Pursuant to the provisions of the California Environmental Quality
Act, the Planning Department has prepared an initial study for the
proposed project. Said initial study did not disclose any sub-
stantial or potentially substantial adverse change in any of the
physical conditions within the area affected by the project in-
clUding land, air, water, minerals, flora, fauna, ambient noise,
and objects of historical or aesthetic significance. Therefore,
a Negative Declaration has been prepared for this project.
Before the City Council takes action on this project, the Council
should "move to approve and file the Negative Declaration and
find that the project will not have a significant effect on the
environment."
RECOMMENDATION
The Planning Department recommends approval of Zone Change Z-78-2.
