ARCADIA BEAUTIFUL COMMISSION
REGULAR MEETING MINUTES
THURSDAY, OCTOBER 13, 2022, at 6:00 p.m.
ARCADIA BEAUTIFUL COMMISSION REGULAR MEETING
CALL TO ORDER — Chairperson Brink called the meeting to order at 6:06 p.m. in the Council
Chambers Conference Room.
ROLL CALL OF COMMISSIONERS
PRESENT: Burton Brink, Gary Brewer, Sheryl Hunter, Ethel Laczko, Robert Miller,
City Council Liaison, Mayor Pro Tern Paul P. Cheng
ABSENT: Barbara Lyle, Lee Shimmin
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
Staff liaison Brutus advised there was no supplemental information share.
1. PUBLIC COMMENTS — None
2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of July 14, 2022
It was moved by Commissioner Brewer, seconded by Commissioner Hunter, and carried on roll
call vote to approve the minutes.
AYES: Brink, Brewer, Hunter, Laczko, and Miller
NOES: None
ABSENT: Lyle, Shimmin
b. Approve the Special Meeting Minutes of September 13, 2022
It was moved by Commissioner Brewer, seconded by Commissioner Hunter, and carried on roll
call vote to approve the minutes.
AYES: Brink, Brewer, Hunter, Laczko, and Miller
NOES: None
ABSENT: Lyle, Shimmin
3. DISCUSSION OF 2022 CLEANUP DAY ON SATURDAY, NOVEMBER 5, 2022
Staff liaison Jennifer Brutus said that the event flyer had been posted on the website and includes
a hyperlink for people to register on Eventbrite. Staff liaison Brutus also said that the cleanup day
would take place at Orange Grove Park with duties including the cleanup of irrigation and dripline
areas; and that drinks, snacks, and new garden gloves would be provided to participants. Staff
liaison said that the Mary Hansen dedication ceremony would be held at the Library garden on
Tuesday, November 15, 2022 from 11:00 a.m. —1:00 p.m. Commissioner Laczko asked that flyer
to be forwarded to schools in Arcadia.
4. DISCUSSION OF 2022 HOLIDAY DECORATION AWARDS
a. Discussion of the 2022 Holiday Decoration Awards
b. Selection of judging dates, scoring due dates, and Santa Squad deliveries
Staff liaison Brutus said that she would email the area maps and rating sheets to the
commissioners. It was decided that due date for scoring sheets will be due on December 8, final
judging will take place December 13, and Santa Squad visits will take place on December 15.
Commissioner Miller reminded everyone that businesses, churches, and condos should be
included in consideration for nomination. Commissioner Laczko said that schools should be
contacted to see if they can decorate and be considered for a holiday award. (Due to the two-day
turn around for judging and Santa Squad visit dates, it was later determined that the group judging
should be scheduled for an earlier date).
It was moved by Commissioner Laczko, seconded by Commissioner Brewer, and carried on roll
call vote to approve Commissioner Laczko to reach out to schools to discuss the possibility of
their participation in the 2023 Holiday Decoration Awards.

5. SELECTION OF NEW ARCADIA BEAUTIFUL COMMISSION CHAIRPERSON
a. Discussion and voting to elect or re-elect a new Chairperson for 2023.
It was moved by Commissioner Brewer to re-elect Commissioner Brink as Chairperson, seconded
by Commissioner Hunter, and carried on roll call to re-elect Burton Brink as Chairperson.
AYES: Brink, Brewer, Laczko, Lyle, and Miller.
NOES: None
ABSENT: Lyle, Shimmin
6. REPORT FROM CITY COUNCIL LIAISON
City Council liaison Paul Cheng apologized to commissioners for not getting the Tree Commission
question answered yet, but that he would speak with the City Manager to obtain more information.
City Council liaison Cheng also discussed the upcoming election and mentioned the sports betting
ballot measure, the new sound wall being built next year, and reminded commissioners of the
Coffee with the Mayor event on October 18, and the City Council Reorganization meeting on
December 6, 2022. City Council liaison Cheng also spoke about there being no more parking
requirements when multi -family developments are built near the Gold Line station. Commissioner
Miller asked about CalPers funds, and City Council liaison Cheng provided an update.
