A RESOLUTION OF THE PLl\NNING COHMISSION OF THE CITY OF ARCADIA RECOMMENDING TO THE ARCADIA CITY COUNCIL A ZONE CHANGE FROM R-O 30,000 TO R-O 30,000 & D FOR THE ANOAKIA AREA. WHEREAS, the Planning Commission of the City of Arcadia held a public hearing on January 24, 1978 for the purpose of . consideLing changing the zone from R-030,OOO to R-O 30,000 & D . for the Anoakia area, more particularly described as follows: Beginning at the northwest corner of Tract No. 13429, as shown on map filed in Book 273, page 25 of maps, records of Los Angeles County, said point also being in the southerly right-of-way line of Hampton Road 60 feet wide as shown on said map; thence easterly along the northerly boundary of said tract to the northeast corner of Lot 7 of said tract; thence southerly along the easterly line of said Lot 7 and its prolongation, said line and pro- longation also being the westerly right-of-way line of Baldwin Avenue 80 feet wide, to the northerly right- of-way line of Foothill Boulevard 80 feet wide as shown on Tract No. 11204 as shown on map filed in Dook 197, [>ilges 18, 19, and 20 of Maps, records of said County; thence westerly along said northerly line to the southeast corner of Lot 36 of last mentioned tract; thence north- erly along the easterly boundary of said tract to the southerly line of Hampton Road 60 feet wide as shown on map of said tract; thence easterly along said southerly line to the point of beginning. WHEREAS, all interested persons were given full opportunity to be heard and to present evidence; WHEREAS, the Planning Commission has investigated the nature, location and extent of the properties and improvements with- in the area to be classified R-O & D 30,000 pursuant to Arcadia Municipal Code Section 9272.2; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ~. ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS: -1- 1035 ., . . SECTION l~ Pursuant to the provisions of the California Environmental Quality Act 'and State guidelines, an initial study . ... ..:.,' ." . \f' has been prepared for the proposed project. We hereby find that the facts contained in the initial study are true and correct and that they do not disclose any substantial or potentially substantial adverse effect on the environment. We hereby approve and file the Negative Declaration and find the proposal will not have a significant effect on the environment. Said documents are on file with the Arcadia City Planning Department. SECTION 2. The Anoakia area consists of 30.60 acres, and is contiguous to and constitutes the lower southeast corner of that area known as the Upper Rancho area of the city which contains developed single family dwellings on lots zoned R-O & 0-30,000. On December 20, 1977, a petition was submitted to the City with the signatures representing 16 of 17 property owners within the Anoakia area. This petition requested a zone change that would include the Anoakia area in the "0" overlay zone and place the Anoakia properties in the Rancho Santa Anita Property Owners' Association. The addition of the "0" overlay will permit a review of all proposed building plans by the Architectural Review Board of . the Rancho Santa Anita Property Owners' Association, subject to the regulations and criteria determined and established by the City Council. The Planning Commission has considered the items specified in Arcadia Municipal Code Sections 9272.1.2 throught 9272.1.11 and finds that the establishment of a "0" .overlay zone is necessary to insure that the development of all 30.60 acres within the Anoakia -2- 1035 . area is harmonious with the adjacent areas to the north and east which are in the same zone or vicinity. SECTION 3. The Planning Commission recommends to the City Council that the zoning on the aforesaid properties be changed from R-O 30,000 to R-O 30,000 & D, subject to regulations and criteria as contained in City Council Resolution 4219. SECTION 4. That the Planning Commission finds that the proposed change would provide uniform zoning within the area, and that the public convenience, necessity and general welfare justify the above zone change. SECTION 5. The Secretary shall certify to the adoption of this resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. . All surrounding property is developed with residential uses. Low Density Residential (0-2 dwelling units per acre) SPECIAL INFORMATION . The project area was originally County area. The City annexed this area on August 4, 1975. Z-78-l 2 . On September 21, 1971, City Council adopted Resolution 4219 establishing a "D" Architectural Design Zone on all the properties west of Baldwin Avenue and north of Foothill Blvd., however, excluding the subject site which was then still in the County area. On December 20, 1977, a petition was submitted to the City with the signatures representing 16 of 17 property owners within the Anoakia area. This petition requested a zone change that would include the Anoakia area in the "D" overlay zone and make these properties a part of the Rancho Santa Anita Property Owners' Association. ANALYSIS The subject site would retain the existing R-O 30,000 zoning. The proposed zone change would permit the area to be included in the "D" Architectural Design Zone. With the adoption of the "D" overlay zone, such properties would come under the approval of the Architectural Review Board. The Architectural Review Board has the power to review an applicant's plans for setbacks, building materials and elevations in accordance with Resolution No. 4219. . In the opinion of staff, the approval of this zone change would be conducive to the surrounding properties. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not dis- close any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic signif- cance. Therefore, a Negative Declaration has been prepared for this project. Before the City Council takes action on this project, the Council should "move to approve and file the Negative Declaration and find that the project will not have a significant effect on the envi ronmen t. " RECOMMENDATION The Planning Department recommends approval of Zone Change Z-78-1. . The Directors are in unanimous agreement in requesting that the entire Anoakia holding -- twenty acres -- be subject to the "O-OVerlay." The subject property was previously included in the general plan for our area, and a change to the nO-OVerlay" will complete the transition toward uniform development.
