RESOLUTION NO. l026
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT TO CONSTRUCT A BANK WITH A DRIVE-
UP WINDOW AT 1107 SOUTH BALDWIN AVENUE.
WHEREAS, on October 27, 1977, Wells Fargo Bank filed
an application for a bank with a drive-up window, Planning Depart-
ment Case No. C.U.P. 77-29, on the property commonly known as 1107 S.
Baldwin Avenue, more particularly described as follows:
Portion of Lot 122 of Tract 2731 in the City of Arcadia,
County of Los Angeles, as recorded in the office of the
Recorder of said County.
WHEREAS, a public hearing was held on November 22, 1977,
at which time all interested persons were given full opportunity

to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Plan-
ning Department in the attached report is true and correct.
SECTION 2. This Commission finds that:
1, The granting of conditional use permit as hereinafter
provided will not be detrimental to the pUblic health or welfare or
injurious to the property or. improvements in such zone or vipinity.
2. The use applied for at the location indicated is
properly one for which a conditional use pe~it is authorized.
3. The site for the proposed use is adequate in size
and shape to accommodate said use including all yards, parking,
. loading, landscaping and other features required to adjust said
use with the land and uses in the neighborhood.

2. A IS-foot radius corner cut-off shall be dedicated
at the southwest corner of Baldwin Avenue and Arcadia Avenue;
dedicate right-of-way to provide for 50 feet from center line of

3. Existing driveway aprons not to be used shall be
closed; driveways to remain shall be modified and sidewalk repaired
where necessary to comply with City standards. A handicap ramp
at the southwest corner of Baldwin Avenue and Arcadia Avenue shall
be constructed. A P.C.C. gutter shall be constructed on Arcadia
Avenue. Parkway tree wells and trees shall be required in accordance
with plans to be approved by the Director of Public Works.
4. A grading and drainage plan shall be submitted for
approval of the Director of Public Works.
5. A covenant approved by the City Attorney as to form
and content shall be recorded in the office of the County Recorder
guaranteeing that the parking located at ll07 South Baldwin Avenue
shall be maintained as long as said building or land use is maintained
at llll South Baldwin Avenue.
6. That a lot consolidation be filed for the subject site.
7. That final building plans shall substantially comply
with the building plans on file in this conditional use permit.
Colors, materials and elevations are subject to the review and
approval of the Planning Director.
8. That landscaping and irrigation plans be submitted
to the Planning Department for its review and approval.
9. That a revised parking lot plan with not less than 21
parking spaces be submitted to the Planning Department for
review and approval. If any modifications of the Arcadia Municipal
Code are required, the proposed parking lot plan shall be reviewed
and approved by the Planning Commission.

10. That all traffic exiting onto Baldwin Avenue from
the subject site be restricted to "right-hand turn only."
SECTION 4. The Secretary shall certify to the adoption
of this resolution.

EXTERIOR ELEVATIONS:
Glass and fiber-cement panels with a metal roof. Portions of
the building are pre-assembled units constructed on a slab
foundation. The applicant's architect has informed staff the
proposed building is permanent and does not consist of a group
of trailer units linked together.
PARKING AND DRIVE-UP WINDOW AREA:

The proposed building requires 21 parking spaces; 27 are pro-
posed. The parking lot plans submitted by the applicant could
be improved by either providing for more landscaping (see
alternative "A") or redesigning the proposed parking lot to
provide for a better traffic flow into and out of the parking
lot in addition to an improved approach to the drive-up window
area (see alternative "B"). The applicant's original parking
lot plan does not comply with Code in several areas. However,
the applicant's plans could be revised to comply with Code
and then be resubmitted for Planning Department approval.
The proposed drive-up facility has three lanes and can handle
a maximum of 100 vehicles per hour under ideal conditions,
according to the information furnished by the applicant's traffic
engineer, Robert Crommelin and Associates. Crommellin and
Associates concluded the proposed Wells Fargo Bank at the
corner of Baldwin Avenue and Arcadia Avenue would have a
negligible impact upon adjacent street traffic. In the opinion
of the traffic consultant, the drive-up banking facility is
adequately designed .to handle significantly higher volumes of
traffic than those projected by the applicant.
The existing block wall along the westerly property line is
adequate to meet the requirements in the Arcadia Municipal Code
for drive-in businesses.
To grant a conditional use permit for a drive-in business, the
Planning Commission must make the following findings:
1. The proposed use complies with all requirements set forth
for the issuance of a conditional use permit.
2. The proposed use will not substantially increase vehicular
traffic on any street in a residentially zoned district.
3. The proposed use will not lessen the suitability of any
nearby commercially zoned property for commercial use by
interfering with pedestrian traffic.

4. The proposed use will not create increased traffic hazards
to pedestrians when located near a school, church, auditorium,
theater or other place of assembly.

A covenant approved by the City Attorney should be recorded in
the County Recorder's office guaranteeing that the parking
located on the northern lot at 1107 Baldwin Avenue be maintained
for the use of the bank. A lot consolidation would be superior
to a covenant. However, the time required for processing a
lot consolidation (parcel map) could delay the proposed
construction several months.
The applicant has not proposed any special signs or lighting
for the subject site and all signing and lighting of the parking
lot areas are subject to the standard requirements found in
the Arcadia Municipal Code.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not dis-
close any substantial or potentially substantial adverse change
in any of the physical conditions within the area affected by
the project including land, air, water, minerals, flora, fauna,
ambient noise, and objects of historical or aesthetic signifi-
cance. Therefore, a Negative Declaration has been prepared for
this project.
Before the Planning Commission takes action on this project, the
Commission should "move to approve and file the Negative
Declaration and find that the project will not have a signifi-
cant effect on the environment."
RECOMMENDATION
The Planning Department recommends approval of C.U.P. 77-29
subject to the following conditions:
1. Conditions outlined in the attached report from the Depart-
ment of Public Works shall be complied with to the satis-
faction of the Director of Public Works.
2. A covenant approved by the City Attorney as to form and
content shall be recorded in the office of the County
Recorder guaranteeing that the parking located at 1107 S.
Baldwin Avenue shall be maintained as long as said build-
ing or land use is maintained at 1111 South Baldwin Avenue.
3. That a lot consolidation be filed for the subject site.
4. That final building plans shall substantially comply with
the building plans on file in this conditional use permit.

Plans for the proposed development show that two parcels of property are to be
used. If a lot consolidation is required, this department may recommend conditions
in addition to those listed below.
The following conditions of approval are recommended for this conditional use permit:
1. Dedicate a 15 ft. radius corner cut-off at the southwest corner of Baldwin
Avenue and Arcadia Avenue; dedicate right-of-way to provide for 50 ft.
from center line of Baldwin Avenue.
2.
Close existing driveway aprons not to be used; driveways to remain shall be
modified and sidewalk repaired where necessary to comply with City standards.
