RESOLUTION NO. 1030
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA DETERMINING THAT A BULK
CORN DISTRIBUTING PLANT IS AN APPROPRIATE
USE IN ZONE CLASSIFICATION M-2
WHEREAS, there is an interest in establishing a bulk
corn distributing plant within the City of Arcadia, and
WHEREAS, there is some ambiguity as to whether the pro-
posed facility is appropriate in zone classification M-l or M-2,
and
WHEREAS, on January 10, 1978, at the Planning Commission's
regular meeting, all the pertinent faets relative to the proposed
facility were ascertained;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES, FINDS AND DETERMINES AS FOLLOWS:

SECTION 1. That predominant use of the faeility would
be as a distributing plant for the distribution of bulk corn,
the storage of which would be incidental to said distribution;
and
SECTION 2. That a bulk eorn distributing plant and draying,
freighting or trueking aetivities incidental thereto may be obnoxi-
ous or offensive by reason of emission of odor dust smoke .gas
, , , ,
vibration or noise; and
SECTION 3. The Planning Commission finds that the proposed
use would not be consistent with the objectives and principles for
M-l Industrial Areas as set forth in the City's General Plan; and
SECTION 4. For the foregoing reasons, that a bulk corn
distributing plant is an allowed use in Zone Classification M-2.
SECTION 5. The Secretary shall certify to the adoption of
this resolution and shall cause a copy to be for~arded to the
City Couneil of the City of Arcadia.

SUBJECT: DETERMINATION OF THE APPROPRIATE
ZONE FOR BULK CORN STORAGE
Representatives of Valley Grain Products, Inc., have approached
the Planning Department and Redevelopment staff regarding the
acquisition of the A.T.& S.F. Railroad property northwest
of the intersection of Huntington Drive and Second Avenue for
the purposes of providing a site for the receipt, storage and
distribution of processed corn.
Site improvements would consist of a 20-foot wide, 70-foot long
and 3S-foot high painted metal storage bin, weigh scale and
small office.
The proposed improvements are estimated to be over $200,000.
Corn would be delivered to the site by rail and transferred to
the bin by means of an elevator. The corn would subsequently
be transferred to trucks for delivery to various corn product
manufacturers within the Southern California area.
According to a letter from the applicant, the delivery trucks
would be tractor-trailer units with a loading time (in and out
time per unit) of 20 to 45 minutes each. The number of units
(frequency) would be approximately four to six units per day
(based on current sales level). Inbound routing of trucks would
be the 210 Freeway to the Huntington Drive off ramp, west on
Huntington to Second Avenue. Outgoing routing of trucks could
be the reverse of the inbound routing. Huntington Drive and
Santa Anita Avenue are both designated as truck routes and could
be used as possible routes for the delivery trucks.
The zoning of the subject site is M-l, in which storage is a per-
mitted use. The proposed use would be in compliance with the
M-l Zone Performance Standards, according to the developers.
However, in the Arcadia Municipal Code, distribution plants and

truck terminals are listed as uses permitted in an M-2 Zone.
The Planning Department believes that there may be a certain
degree of ambiguity within the Code with respect to this
particular proposed development.
The use of the subject site could be considered a short-term
storage facility (two weeks) but could also be considered a
distribution plant due to the size and frequency of the delivery
trucks at the site and the fact that the bulk corn is picked
up at the site and distributed throughout the Southern California
area.
The following are the Objectives and Principles contained in
the General Plan for industrial areas, which should also be
considered by the Commission in reaching its decision.
INDUSTRIAL AREAS

In order to achieve the community goals related
to industrial areas, the following objective and princi-
ples are established:
Objective
To maintain and improve the industrial areas of the
City in ~ manner that will encourage their compatibility
with adj~cent areas.
Principles
Encourage the use of the industrial park concept for
the development of the land.
Promote the general visual improvement of industrial
are~s by encouraging professional architectural and
landscape architectural design and the careful signing
of industries so that these areas contribute to the
betterment of the total community.
Prevent the intrusion of incompatible uses which would
reduce the efficiency of the industries and impair
opportunities for growth and expansion.

Ensure properly designed and adequately improved
streets, off-street loading, service and parking
area.

Protect residential areas from nonresidential intru-
sion by requiring industries to provide proper
screening, landscaping space, buffer strips and
similar services in the areas immediately adjacent
to more restrictive uses.
The Planning Commission should determine whether the proposed use
is appropriate in Zone M-l or M-2, and adopt a resolution setting
forth the Commission's findings.
The Commission's resolution will subsequently be forwarded to
the City Council and, if approved by the Council, such interpre-
tation would govern.

Gentlemen:

Valley Grain Products, Inc. is interested in acquiring
the property owned by Santa Fe Railroad in Arcadia, California
located on Second & Wheeler streets (refer to Map enclosed) .
Valley Grain Products is a California corporation with its main
office in Madera, California. Since 1959, Valley Grain Products
has been, and still is, doing business in the Los Angeles area
under the name California Corn Distributors. Valley Grain Products
(dba California Corn Distributors) is a primary supplier to the
Snack and Mexican Food Trade in the Los Angeles County area.
California Corn Distributors is the distribution system and
marketing arm for Valley Grain Products and is headquartered in
Monrovia, California at 820 South Magnolia. The Monrovia loca-
tion would remain the distribution office and truck terminal for
our distribution.
Valley Grain Products is in need of storage facilities for
bulk recleaned and graded corn for human consumption. We need
approximately two weeks supply of corn on hand in order to better
serve our Los Angeles area customers.
This proposed Arcadia location would receive railcar shipments
of corn (previouslv recleaned and graded) and this corn would then
be unloaded and placed into the storage bins. As required, the
corn would be loaded into a truck and delivered to the customer.
The type of trucks would be tractor-trailer units. The load-
ing time (in and out time per unit) would be 20 to 45 minutes each.

per day ( this is based on our current sales level). Inbound
routing of trucks would be Freeway 210 to the Huntington off-
ramp, down Huntington to Second Street. This would be a direct,
effective route with minimurnArcadia traffic. Outbound routing
of trucks could be just the opposite of the ir~ound traffic
pattern, for example, out Second to Huntington Drive, east on
Huntington to Freeway 210.
The proposed storage facilities are to be built contigious
to the rail spur to the rear of the property to be acquired.
The facilities would blend well into the elevated rail bed and
provide an aesthetic value to the area.
Our proposed storage facilities will meet all the criteria
of an Ml zoning. We anticipate your favorable consideration
and are open to any suggestions you may have in regards to this
