RESOLUTION NO. 1028
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA GRANTING A CONDITIONAL
USE PERMIT FOR A CONVALESCENT FACILITY AT
400-418 WEST HUNTINGTON DRIVE.
WHEREAS, on October 31, 1977, an application was filed
by Mark IV Properties, Incorporated to construct a 48-bed addition
to an existing 60-bed convalescent facility, Planning Department
Case No. C.U.P. 77-32, on property commonly known as 400-418 West
Huntington Drive, more particularly described as follows:
Lots 29 and 30 of Tract 2828, except the southerly 30.06'
of the easterly portion of Lot 30, as per map Book 33,
page 63, as recorded in the office of the Recorder of Los
Angeles County.
WHEREAS, on November 22, 1977, a public hearing was held
~\ on said matter at which time all interested persons were given full
opportunity to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Planning
Department in the attached staff report is true and correct.
SECTION 2. This Commission finds that:
l. The granting of a conditional use permit as hereinafter
provided will not be detrimental to the public health or welfare or
injurious to the property or improvements in such zone or vicinity.
2. The use applied for at the location indicated is
properly one for which a conditional use permit is authorized.
3. The site for the proposed use is adequate in size
~ and shape to accommodate said use, including all yards, parking,
loading, landscaping and other features required to adjust said use

with the land and uses in the neighborhood.
4. The site abuts streets and highways adequate in width
and pavement type to carry the kind of traffic generated by the
proposed use.
5. The granting of such conditional use permit will not
adversely affect the General Plan.
6. The use applied for will not have a substantial adverse
impact on the environment.
SECTION 3. That for the foregoing reasons, subject to
approval of the City Council, this Commission grants a conditional
use permit to construct a 48-bed addition to an existing 60-bed
convalescent facility upon the following conditions:
1. That the property shall be improved and maintained in
accordance with the plans on file in C.U.P. 77-32.
2. That a modification be granted for 108 beds in lieu of
88 beds allowed.
3. That a modification be granted to allowed 10 tree
and shrub wells in lieu of a 5-foot wide continuous planter in the
existing parking lot.
4. That a modification be granted for a 35-foot setback
from the Huntington Drive property line in lieu of 50 feet
required. Screen walls shall be allowed to encroach 6 feet
into this setback.
5. That a modification be granted for a 27-foot setback
from the Holly Avenue property line in lieu of 40 feet required.
Screen walls shall be allowed to encroach 3 feet into this setback.

6. That a modification be granted for 51 parking spaces
in lieu of 54 required.
7. That all parking stalls comply with Section 9269.7.A,
9269.8.A and 9269.9.A.
8. That a landscape and irrigation plan be submitted to
the Planning Department for its review and approval prior to issuance
of building permits.
9. A. lot consolidation shall be filed and recorded with
the County Record€r's office prior to issuance of any building permits.
10. Fire protection shall be provided to the satisfaction
of the Fire Chief.
11.. A 25-ft. corner cut-off shall be dedicated at the
southwest corner of Huntington Drive and Holly Avenue and 5 feet
along Holly Avenue.
12. Existing driveway aprons not to be used shall be
closed; awheelchair ramp shall be constructed at the southwest
corner of Huntington Drive and Holly Avenue.
NOTE: The work required under this condition may be done concurrent
with construction of the development.
13. Grading and drainage plan shall be submitted for
approval of the Director of Public Works.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City Council of the City of Arcadia.

The applicant is proposing a total of 60 rooms for the facility.
There would be 14 private rooms; 45 semi-private rooms (2 per-
sons per room); and one ward room (4 persons). There would be
a total of 108 beds.
The building will be single story.
The existing building is setback 50 feet from the Huntington
Drive property line. The applicant is requesting a 35-foot
setback for the proposed addition. ^ 5-foot high scrccn wall
will extend 6 feet into this 35-foot setback.
The applicant is also requesting a 27-foot setback from
Holly Avenue property line in lieu of 40 feet required.

There is a IS-foot setback along the westerly property line.
PARKING AND CIRCULATION
54 parking spaces are required by Code; 55 parking spaces are
shown. 34 of these spaces are existing and do not comply with
Code. 19 of these spaces are 8'3" by 19'; 15 of these spaces
are 8' by 19'. The aisle width in this area varies from
29 feet to 25 feet. If this area were restriped to meet the
requirements for commercial parking (9' by 20'), 4 spaces
wou\d be eliminated for a total of 51 on-site spaces.
The remaining 21 spaces comply with commercial code requirements.

Access to 10 spaces is from Huntington Drive. The remaining
45 spaces have access from Holly Avenue.
LANDSCAPING AND WALLS
Code requires not less than a 5-foot wide planting strip shall
be installed around 3 sides of the parking area, and that there
shall be one tree for every 5 spaces. The plans show as-foot
landscape strip along the southerly property line in the new
parking area.
The applicant is requesting a modification for 5 tree and
shrub wells in lieu of a 5-foot wide continuous planter along
the remainder of the southerly property line in the existing
parking lot. The southerly parking arca will havc a 25-foot
landscape buffer between the parking area and Holly Avenue.
There is a 6-foot high block wall located along the westcrly
property line and a portion of the southerly property line.
The applicant proposes to construct a 6-foot high wall which
reduces to 3 feet in he~ght along the remaining southerly
property line.

MISCELLfu~EOUS INFORMATION
Approximately 62% of the lot is covered (39% is buildings and
23% is parking).
There will be approximately 10-11 employees per shift as indi-
cated by the architect.
The density of the project would be 1 bed per 657 sq. ft. of lot
area (1 room per 1,182 sq. ft. of lot area). This density .
is 23% over that allowed by Code. The applicant is proposing
this addition in order to accommodate the patients that are
presently living at the 48-bed Huntington Health Care facility
at 452 W. Huntington Drive. This facility will bc demolished
and the site developed with condominiums (Tract 33833).
ANALYSIS
A convalescent facility is a permitted use in an R-3 zone with
an approved conditional use permit.
Attached is a letter with data from other cities relative to
land density and parking.

According to this survey, other than Baldwin Park, the City of
Arcadia has the most restrictive ordinance of all cities surveyed.

Before the Planning Commission takes action on this project,
the Commission should "move to approve and file the Negative
Declaration and find that the project will not have a signifi-
cant effect on the environment."
RE COMMENDATION
The Planning Department recommends approval of C.U.P. 77-32
subject to the following conditions:
1. Conditions as outlined in the attached report from the
Department of Public Works shall be complied with to the
satisfaction of the Director of Public Works.
2. That a modification be granted for 108 beds in lieu of 88
beds allowed.
