RESOLUTION NO. J020
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARCADIA RECOMMENDING APPROVAL
OF A ZONE CHANGE FOR THE AREA BOUNDED BY
THE FOOTHILL FREEWAY, LA PORTE STREET AND
SANTA ANITA AVENUE.
WHEREAS, the Planning Commission held a public hearing
on November 8, 1977, for the purpose of considering changing the
zone from M-l (Planned Industrial Zone) to R-3, C-2 and R-l, on
the following properties: 400-618 N. Santa Anita Ave.; 15-33
and 6-54 Newman Ave.; 3-109 and 12-140 Colorado Blvd.; 417-511 and
418-500 N. First Ave.; Lots 11, 12, 13, 14, 26, 27, 28, 34, 35
arid 36 of the Haven Tract; and Lot 34, Block 82, Arcadia Tract,
more particularly described as follows:
Beginning at the easterly right-of-way line of Santa Anita
Avenue, 55 feet north of Lot 16 of Haven Tract as filed in
. Book 13, page 22, of Maps, in the office of the Recorder of
Los Angeles County; thence northeasterly 49.26 feet; thence
southeasterly through its various courses and distances
along the southern right-of-way line of the Foothill Freeway
(210) to the northeast corner of Lot 27 of Santa Anita
Tract, Book 15, page 89 in the office of said Recorder;
thence southerly along the eastern lot line of said Lot 27
to the southeast corner of said Lot; thence westerly along
the northerly right-of-way line of the alley to the south-
west corner of Lot 34 of said Santa Anita Tract; thence con-
tinuing westerly along the northerly right-of-way line of
said alley to the southwest corner of Lot 31 of said Santa
Anita Tract; thence southerly in a straight line to the
northwest corner of Lot 4 of said Tract; thence continuing
southerly along the westerly lot line of said Lot 4 to the
southwest corner of said Lot; thence westerly along the
northern right-of-way line of La Porte Street to the south-
west corner of Lot 1 of said Santa Anita Tract; thence
northerly along the easterly right-of-way line of Santa Anita
Avenue to the point of beginning.
WHEREAS, all interested persons were given full

NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Plan-
ning Department in the attached staff report is true and correct.
SECTION 2. The Planning Commission recommends to the
City Council that the zoning on the following properties be changed
as follows:
(see attached Exhibit A)
1. From M-I to C-2:
a) 400-420 N. Santa Anita Ave.
b) 3 Colorado Blvd. (northeast corner of Santa Anita
Ave. and Colorado Blvd.)
c) Lot 34, Block 82, Arcadia Tract (southeast corner
of Colorado and Santa Anita)
d) 61-71 Colorado Blvd., 511 N. First Ave.
e) Lots 34, 35 and 36, Haven Tract
f) 418-424 N. First Ave., and 104 Colorado Blvd.
g) 109 Colorado Blvd. and 500 N. First Ave.
2. From M-I to R-3:
a) SlO-618 N. Santa Anita Ave.
b) 6-14 Newman Ave.
c) Lots 11, 12, 13 and 14, Haven Tract
d) 15-55 and 12-54 Colorado Blvd.
e) 417-433N. First Ave. (southeast corner First and
Colorado)
f) 116-140 Colorado Blvd.
3. From M-I to R~l:
a) 15-33 and 24-54 Newman Ave.
b) Portions of Lots 26, 27 and 28, Haven Tract
SECTION 3. That the Planning Commission finds that the
proposed zone change would be consistent with the General Plan
and that the public convenience, necessity and general welfare
justify the above zone change.
SECTION 4. The Secretary shall certify to the adoption
of this resolution and shall cause a copy to be forwarded to the
City council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing resolution was

adopted at a regular meeting of the Planning Commission of the

The existing land use of the area is predominantly older,
single-family residential units mixed with some multiple-family
units, commercial and light industrial uses as well as a few
vacant lots. (See the attached Land Use and Zoning Map.)
The commercial consists of three service stations, a cleaners
and a real estate office, a liquor store and a dog groomer.
These businesses are generally located along Santa Anita
Avenue and First Avenue. There is one industrial use, an
automotive garage located on First Avenue. The apartments
are located on Santa Anita north of the service station and
along the north and south side of Colorado Blvd. east and west
of First Avenue.

The existing zoning is M-l Planned Industrial District.

multiple-family dwellings and the Forest
Service property; zoned C-2, R-3 and R-l,
respectively. (See attached Land Use and
Zoning Map.)
The subject site contains approximately 537,150
square feet (12.33 acres).
The Planning Commission on July 12, 1977 adopted
Resolution 993 (attached). On November 1, 1977,
the ~ity Council adopted Resolution 4658 approving
G.P. 77-2 as noted on the attached map.
Circulation, noise, public safety and housing
factors are the same as set forth in G.P. 77-2.
In order to preovide consistency between the General Plan and
the zoning ordinance, the Planning Department recommends the
following changes: .
1. From M-l to C-2:
a) 400-420 North Santa Anita Ave.
b) 3 Colorado Blvd. (northeast corner of Santa Anita Ave.
and Colorado Blvd.)
c) Lot 34, Block 82, Arcadia Tract (southeast corner of
Colorado and Santa Anita)

e) Lots 34, 35 and 36, Haven Tract
f) 418-424 N. First Ave., and 104 Colorado Blvd.

In those areas where the General Plan has a Mixed Use designation,
the Planning Department recommended the zoning which was most
consistent with the uses in the area.
Pursuant to the provisions of the California Environmental
Quality Act, the Planning Department has prepared an initial
study for the proposed project. Said initial study did not dis-
close any substantial or potentially substantial adverse change
in any of the physical conditions within the area affected by
the project including land, air, water, minerals, flora, fauna,
ambient noise, and objects of historical or aesthetic signifi-
cance. Therefore, a Negative Declaration has been prepared for
this project.
Before the City Council takes action on this project, the
Council should "move to approve and file the Negative Declaration
and find that the project will not have a significant effect
on the environment."

RECOMMENDATION
The Planning Department recommends approval of Zone Change Z-77-9.
