PLANNING COMMISSION RESOLUTION 1288
A RESOLUTION GRANTING CONDITIONAL USE PERMIT 85-7 TO EXPAND
THE EXISTING RESTAURANT AT 59 LAS TUNAS DRIVE
WHEREAS, on April 4, 1985, an application was filed by 30th Street
Architects, Inc., on behalf of Grace Restaurant Company, to expand an existing
restaurant, Planning Department Case No. C.U.P. 85-7, on property commonly known
as 59 Las Tunas Drive, more particularly described as follows:
Parcel 4 of Parcel Map No. 3568, in the City of Arcadia, County of Los
Angeles, State of California, as per Map recorded in Book 43, Page 85 of
Parcel Maps of the County Recorder.
WHEREAS, a public hearing was held on April

NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY
RESOLVES AS FOLLOWS:
Section I. That the factual data submitted by the Planning Department in
the attached report is true and correct.
Section 2. This Commission finds:
1. That the granting of such Conditional Use Permit will not be
detrimental to the public health or welfare, or injurious to the property or
improvements in such zone or Vicinity.
2. That the use applied for at the location indicated is properly one
for which a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use, and all yards, spaces, walls, fences, parking, loading,
landscaping and other features required to adjust said use with the land and uses
in the neighborhood.
4. That the site abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the proposed use.
5. That the granti ng of such Condi tiona] Use Pennit will not adversely
affect the ,comprehensive General Plan.
6. That the use applied for will not have a substantial adverse i"mpact
on the environment.

Section 3. That for the foregoing reasons this Commission grants a
Conditional Use Permit for the expansion of an existing restaurant upon the
fo 11 owi ng condi t ions:
1. That fire protection shall be provided to the satisfaction of the Fire
Department.
2. That the hours of operation including the delivery of supplies and
maintenance of the property shall be between the hours of 6:30 a.m. and 11:00
p.m. wi th the exception that the hours on Friday and Saturday evening be extended
to 1:00 a.m.
3. That C.U.P. 85-7 shall not take effect until owner and applicant have
executed a fonn available at the Planning Department indicating awareness and
acceptance of the conditions of approval.
Section 4. The decision, findings and conditions contained in this
Resolution reflect the Commission's action of April 23, 1985 and the following
vote:

On February 27, 1973, the Planning Commission adopted Resolution 805, granting
Conditional Use Permit 73-1 for jojo's Restaurant at 59 West Las Tunas Drive. A
condition of approval was that the hours of operation including delivery of
supplies and maintenance shall be between the hours of 6:30 a.m. and 11:00 p.m.
with the exception that the hours on Friday and Saturday evening be extended to
1:00 a.m.

In 1983 jojo's changed to Coco's restaurant.
PROPOSAL
The applicant is proposing to add a 637 sq. ft. greenhouse dining area to the
existi ng 4,783 sq. ft. restaurant for a total floor area of 5,420 square feet.
The addition will be located at the front of the building adjacent to the Las
Tunas Drive property line and will maintain the same architectural design as the
existing building.
Presently there is seating for 125 persons. The proposed addition will have
seating for 36 persons, providing a total of 161 seats.
Fifty-five (55) parking spaces are located on the site. Based upon the total
square footage of 5,420 sq. ft., 55 parki ng spaces are requi red by code.
MISCELLANEOUS INFORMATION
The Fire Department has reviewed the proposed plans and has noted that domestic
fire sprinklers will be required in the new dining area. A central station alarm
system will be requi red for the entire occupancy.
ANALYSIS
A restaurant is a permitted use in the C-2 zone with an approved conditional use
permit. The proposed expansion will not signficantly increase the seating in the
restaurant and the parki ng compl i es with the code requi rements.
It is staff's opinion that the expansion of this restaurant will be an
appropriate addition to the site and staff would recommend approval of this
conditional use permit.
Pursuant to the provisions of the California Environmental Quality Act, the
Planning Department has prepared an initial study for the proposed project.
Said initial study did not disclose any substantial or potentially substantial
adverse change in any of the physical conditions within the area affected by the
project including land, air, water, minerals, flora, fauna, ambient noise, and
objects of historical or aesthetic significance. Therefore, a Negative
Declaration has been prepared for this project.
RECOMMENDATION
The Planning Department recommends approval of C.U.P. 85-7 subject to the
following conditions:
1. That fire protection shall be provided to the satisfaction of the Fire
Depa rtment.

FINDINGS AND MOTIONS
Approval
If the Planning Commission intends to take action to approve this project, the
Commission should move to approve and file the Negative Declaration and find
that the project will not have a significant effect on the envi roranent and
direct staff to prepare the appropriate resolution incorporating the specific
findings and conditions of approval set forth in the staff report (or as
modified by the Commission).
Denial
If the Planning Commission intends to take action to deny this project, the
Commission should move to deny and direct staff to prepare an appropriate
resolution incorporating the Commission's decision and findings in support of
that decision.

1. The project site is a 1eve1,cammercial property fronting Las TUnas Drive
on its southern boundary. An existing one story building with a paved parking
lot is surrounded by landscaped areas of lawn and low shrubs.
2. The proposed alterations to the project site include removing existing
vegetation adjacent to the south elevation of the restaurant in order to
excavate for footings. Existing landscaping elements will be salvaged and
relocated provided planting is healthy. '
3. The adjacent properties include COII1rercial developments on the east and
west and three residential lots on the northern boundary.
