PLANNING COMMISSION RESOLUTION NO. 1267
A RESOLUTION GRANTING CONDITIONAL USE PERMIT 84-17 FOR THE
EXPANSION OF AN EXISTING HEALTH CLUB AT 9956 LAS TUNAS
DRIVE.
WHEREAS, on July 23, 1984, an application was filed by Daniel Amero on
behalf of the Arcadia Nautilus Health Club for the expansion of the existing
Health Club, Planning Department Case No. C.U.P. 84-17, on property commonly
known as 9956 Las Tunas Drive, more particularly described as follows:
Portion of Lot 1, Block W, Santa Anita Land Company Tract,
in the City of Arcadia, County of Los Angeles, State of
California as recorded in Map Book 6, Page 137 in the County
Recorder's Office.
WHEREAS, a public hearing was held on August 14, 1984, at which time all
interested persons were given full opportunity to be heard and to present
evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY
RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning Department in
the attached report is true and correct.
. Section 2. This Commission finds:
1. That the granting of such Conditional Use Permit will not be
detrimental to the public health or welfare, or injurious to the property or
improvements in such zone or vicinity.
2. That the use applied for at the location indicated is properly one
for which a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use, and all yards, spaces, walls, fences, parking, loading,
landscaping and other features required to adjust said use with the land and uses
in the neighborhood.
4. That the site abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the proposed use.
5. That the granting of such Conditional Use Permit will not adversely
affect the comprehensive General Plan.
6. That the use applied for will not have a substantial adverse impact
on the environment.
Section 3. That for the foregoing reasons this Commission grants a

Conditional Use Permit for the expansion of the Health Club upon the following
conditions:
1. That the site shall be improved and maintained in substantial
compliance with the plans on file in the subject case.
2. That Fire safety shall be provided to the satisfaction of the Fire
Chi ef.
3. That a modification be granted for 157 parking spaces in lieu of 162
spaces required.
4. That C.U.P. 84-17 shall not take effect until owner and applicant have
executed a form available at the Planning Department indicating awareness and
acceptance of the conditions of approval.
Section 4. The decision, findings and conditions contained in this
Resolution reflect the Commission's action of August 14, 1984 and the following
vote:
AYES: Commissioners Dixon, Fee, Jahnke, Szany, Wells, Harbicht
NOES: None
ABSENT: Commissioner Hedlund
Section 5. The Secretary shall certify to the adoption of this Resolution
and shall cause a copy to be forwarded to the City Council of the City of
Arcadia.

SPECIAL INFORMATION
The existing 19,200 sq. ft. building was constructed in 1950 and was occupied
by a market until 1977. In 1981 the building was renovated; Aaron Brothers
occupies approximately 9,600 sq. ft. of area; Monterey Park Savings and Loan
occupies approximately 3,600 sq. ft. of area and presently the Arcadia
Nautilus Health Club occupies 6,000 sq. ft. of area.
In 1981, C.U.P. 81-8 was granted for the existing health club.
PROPOSAL
The applicant proposes to convert the existing mezzanine area into exercise
rooms, office area, restrooms and storage area which will occupy approximately
1,788 sq. ft. There will be approximately 922 sq. ft. of fl oor area remaining
which will be converted into office space at a later date (the total area of
the mezzanine including the stairway landing is approximately 2,726 sq. ft.).
The total floor area for the health club will be approximately 8,726 sq. ft.
The maximum occupancy of the mezzanine area including the umimproved office
area will be 49 persons based upon the Fire Department's review.
157 parking spaces are provided within the parking area which includes the
Wendy's drive-thru eating establishment. Based on current code requirements,
162 parking spaces are required for the entire site:

ANALYSIS
A health club is a permitted use in the C-2 zone with an approved conditional
use permit. It is staff's opinion that this expansion will increase the types
of activities and equipment available to the health club members but that it
will not cause a significant increase in the demand for parking.
Pursuant to the. provisions of the California Environmental Quality Act, the
Planning Department has prepared an initial study for the proposed project.
Said initial study did not disclose any substantial or potentially substantial
adverse change in any of the physical conditions within the area affected by
the project including land, air, water, minerals, flora, fauna, ambient noise,
and objects of historical or aesthetic significance. Therefore, a Negative
Declaration has been prepared for this document.
RECOMMENDATION
The Planning Department recommends approval of C.U.P. 84-17 SUbject to the
following conditions:

FINDINGS AND MOTIONS

If the Planning Commission intends to take action to approve this project, the
Commission should move to approve and file the Negative Declaration and find
that the project will not have a significant effect on the environment and
direct staff to prepare the appropriate resolution incorporating the specific
findings and conditions of approval set forth in the staff report (or as
modified by the Commission).
Denial
If the Planning Commission intends to take action to deny this project, the
Commission should move to deny and direct staff to prepare an appropriate
resolution incorporating the Commission's decision and findings in support of
that decision.
