RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, NOVEMBER 9, 2022 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:01 pm. PLEDGE OF ALLEGIANCE — Director of Recreation and Community Services (DRCS) Sara Somogyi ROLL CALL OF COMMISSIONERS PRESENT: Cheung, Chu, and Vanni EXCUSED: Yu ABSENT: Swinney A motion was made by Commissioner Vanni, seconded by Commissioner Chu, and unanimously carried on roll call vote to excuse Commissioner Yu. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Chairperson Cheung reported she is looking forward to Breakfast with Santa and the Snow Festival on December 3, 2022. Commissioner Vanni reported Mayor Tom Beck's last City Council meeting will be on December 6, 2022. Commissioner Vanni reported the City Council will have a goodbye celebration and honor Mayor Beck for his years of service. Commissioner Vanni reported the Foothill Unity Center will also be present to thank Mayor Beck for his continuous support and present him with a certificate of appreciation. Commissioner Vanni reported there has been another water main break in the Highland Oaks area during the recent rains. Commissioner Vanni inquired about pickleball in Arcadia. DRCS Somogyi informed the Commission, pickleball open play is offered Tuesdays and Fridays at the Camino Grove tennis courts. Commissioner Chu reported he is enjoying watching the community participate in holiday festivities. REPORT FROM CITY COUNCIL MEMBER LIAISON No Report 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of October 12, 2022. It was moved by Commissioner Vanni, seconded by Chairperson Cheung, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report of Public Works Services Department No Report b. Report of Director of Recreation and Community Services Wilderness Park DRCS Somogyi reported the City is currently working with the Office of Emergency Services (OES) and the City's insurance to assess damages and repairs to Wilderness Park from the rainstorms and mudslides in 2021. DRCS Somogyi reported it is still unsafe for the Commissioners to visit the park at this time. II. Monthly Reports DRCS Somogyi reported on the October senior programs and activities. DRCS Somogyi reported USC Arcadia Hospital continues to provide free blood pressure checks on the second Tuesday of the month with 15 seniors participating. DRCS Somogyi reported the senior nutrition program is increasing in attendance with an average of 75 participants per day. DRCS Somogyi reported class participation is strong with 1,812 seniors taking classes. DRCS Somogyi reported the Monday Dance and Friday Mahjong are still popular favorites with strong participation in each. DRCS Somogyi reported Coffee with the Mayor had 39 attendees where participants come to chat with the Mayor about City issues and topics of personal interest. DRCS Somogyi reported the Senior Cultural Day Camp took place on October 13. "Mexico" was the themed event with 36 seniors taking a field trip to Olvera Street in downtown Los Angeles. The seniors had an authentic Mexican meal, guided tour, participated in a craft, and had time to shop. DRCS Somogyi reported on October 31, 65 seniors attended the Annual Boo Bash event. This Halloween themed luncheon included food, games, and a costume contest. DCRS Somogyi reported on several recreational programs beginning with the after school program with 3,300 children attending the six school sites during the month of October. DRCS Somogyi reported the Department partnered with the Arcadia Downtown Improvement Association for the Halloween Haunting event held in downtown Arcadia. This family event had approximately 6,000 people come out and enjoy trick or treating, shopping, and socializing. DRCS Somogyi reported merit badge classes are still being offered virtually with 49 participants. Youth and adult classes had over 3,000 participants for the month. Classes take place at the Community Center, Museum Education Center and various fields and facilities throughout the City. DRCS Somogyi reported Community Center rentals for non-profit organizations are increasing with 10 rentals taking place in October with 1,430 participants. III. Financial Statements DRCS Somogyi reported the financials are right where they should be at approximately 25% in expenditures and 33% in revenues for the fiscal year. DRCS Somogyi reported the Park and Recreation Facilities Fund has little change but will begin to show movement when the Newcastle Park project begins in the next year. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Gift The gift shop provides a venue for senior crafters to sell their 142 Visitors Shop creations and allows the community to purchase one -of -a -kind Monthly Revenue items at a great price. $568 Information & This program assists seniors and their families with issues that Referral Intakes affect their quality of life by providing information and referral that 10 address their daily living concerns. Billiard Room Three pool tables are available Monday through Friday from 512 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available for our senior patrons Check every month on the second Tuesday, from 10-11 am in the 8 Community Center billiard room. Senior Nutrition A nutritious meal is provided Monday -Friday for senior citizens. 1,621 Program For many seniors, this is the only hot meal they have daily. Average/Day 80 Exercise plays a vital role in health and wellness. Classes Classes include line dance, cardio plus, and Zumba. These courses 610 contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. Table Table Tennis is available Monday -Friday, from 8:30am-3:30pm. Tennis Seniors can drop in and play to gain exercise and socialization. 81 The Lions Sight program is offered in conjunction with the Lions Arcadia Lions Club. The program offers low-income seniors with Sight free vision care. Prospective clients are screened by senior 1 services staff and make the necessary arrangements for the service. Mahjong is a game of Chinese origin usually played by four Mahjong people with 144 tiles that are drawn and discarded until a player 46 secures a winning hand. Mahjong meets every Friday at 1 pm. Monday Monday Dance is held the first, third, and fifth Monday of every Dance month. This program provides a good element for participants 104 and has a good ratio of male and female dancers. Dial A Ride Monthly Dial A Ride bus passes are sold at the Community Center and Bus Passes can also be mailed to seniors. Bus passes are $5 per month. 17 Legal The Neighborhood Legal Services of Los Angeles Organization Assistance is available once a month at the Community Center to provide 4 seniors with legal insight. Notary Notary services are limited to three signatures or thirty minutes Services per appointment every second and fourth Tuesday of each 4 month. Coffee with On the third Tuesday of the month, Seniors listen and chat with the Mayor the Mayor about City issues and topics of personal interest. 25 Weekly New releases or classic movies are shown on a theater size Movie screen every Wednesday at 12:45pm. 45 Holiday Brunch On December 2, 112 seniors attended the Holiday Brunch. The 112 event included a meal, entertainment, and goodies for all. Volunteer On Tuesday December 6, senior volunteers were recognized for Holiday their time and dedication to Senior Services with a holiday 48 Breakfast breakfast. One highlight of the morning was the guest magician who had everyone in awe with all the magic tricks! Candy Cane On December 9, 36 participants attended the popular Bunco Bunco program with fun and festive vibes, themed decorations, and 36 food. After Bunco, everyone enjoyed the ice-cream bar. Support services include registering members for trips, signing Meeting: 75 Arcadia up new members, and handling the club's correspondence. A Passes Sold: 55 Travelers Club monthly club meeting is held at the Community Center to discuss Passengers: 120 Total: 250 future trips and provide a social gathering. Cumulative total for senior services 3,676 Connection Total number of monthly newsletters distributed this month. 1,100 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services are listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball There are 26 Adult Basketball teams participating in the spring 607 Sunday league at the Dana Gym. The After School Playground Program is a free drop -in program for BS 656 youth in grades K-5. The program operates Monday through Friday CG 424 After School from school dismissal to 4:30pm through June 2, 2023. Six HA 547 Program elementary school playgrounds provide a variety of activities HO 722 includingboard games, crafts, and outdoor 9 games to keep HR 567 participants safely engaged and entertained. LW 520 520 Total 3,436 Kid's Night Out took place on Friday, December 9, at the Arcadia Kid's Night Out Community Center. Participants took part in a Holiday themed 22 night. Parents enjoyed a night out while their kids ate dinner, did crafts, played games, and watched a movie. On Saturday, December 3, 317 participants attended the Annual Breakfast With Breakfast with Santa at the Community Center. Participants Santa enjoyed a hot breakfast, themed crafts and games, and a picture 317 with Santa. On Saturday, December 3, the annual Snow Festival was held at Snow Festival the Community Center. Over 1,500 patrons stopped by to enjoy a 1,500 day filled of activities such as sled run, glitter tattoos, train rides, and more! Winter camp is a safe, supervised, kid -friendly program held at Winter Cam p Foothill Middle School December 27-30 and January 3-6. Kids Dec 27-30-196 Jan 3-6 - 1 ages 5-12 enjoyed fun activities, including crafts, board games, movies, and a walkingfield trip. Total 384 Merit Badge Merit Badge Classes are offered both virtually and in person to Classes Scouts to earn badges that help them reach the goal of Eagle Scout 128 rank. The Volunteen Program provides teens ages 13-16 with valuable Volunteen volunteer experiences which will help prepare them for college and 39 Volunteens Program future jobs. During the month of December, a total of 381 hours 381 hours were volunteered. Community A wide range of classes are offered for all ages. Some classes Center Classes offered at this location include Zumba, gymnastics, sewing, and 486 chess. MEC Classes Some classes offered at this location include guzheng, karate, and 17 line dancing.
