PLANNING COMMISSION RESOLUTION 1259
A RESOLUTION GRANTING CONDITIONAL USE PERMIT 84-7 TO EXPAND THE
EXISTING CAR WASH FACILITY AND THE OFFICE BUILDING AT 425 NORTH
SANTA ANITA AVENUE.
WHEREAS, on April 13, 1984 an application was filed by George Fasching to
expand an existing car wash facility and the office building, Planning Department
Case No. C,U.P, 84-7, on property commonly known as 425 North Santa Anita Avenue,
more particularly described as follows:
That portion of Lot 6, Tract No. 948 in the City of Arcadia,
County of Los Angeles, State of California as per Map
recorded in 800k 17, Page 21 of Maps in the Office of the
County Recorder of said County.
WHEREAS, a public hearing was held on May 8, 1984 at which time all
... interested persons were given full opportunity to be heard and to present
evidence.
NOW THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY
RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning Department in
the attached report is true and correct.
Section 2. This Commission finds that:
1. That the granting of such Conditional Use Permit will not be
detrimental to the public health or welfare, or injurious to the property or
improvements in such zone or vicinity.
2. That the use applied for at the location indicated is properly one
for which a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use, and all yards, spaces, walls, fences, parking, loading,
1andscapin9 and other features required to adjust said use with the land and uses
in the neighborhood.
4, That the site abuts streets and highways adequate in width and
. pavement type to carry the <ind of traffic generated by the proposed use.

5. That the granting of such Conditional Use Permit will not adversely
affect the comprehensive general plan.
6. The use applied for wi1 not have a substantial adverse impact on the
environment.
7. The proposed use will not substantially increase vehicular traffic
on any street in a residentially zoned district.
8. The proposed use will not lessen the suitability of any nearby
cOOlmercially zoned property for COOlmercial use by interfering with pedestrian
traffi c.
9. The proposed use will not
pedestrians when located near a school,
of assembly.
Section 3. For the foregoing
Use Permit to eKpand the eKisting car
the following conditions:
1. That all on-site parking areas shall be restriped as per Code
requirements prior to the final building inspection of the proposed additions.
2. That the site shall be maintained as per the plans on file in the
Planning Department. A revised plot plan shall be required to reflect the
proposal as approved by the City.
3. That the proposed expansion/alteration of the existing office
building shall not create openings, i.e. windows or doors, which will front on
Colorado Boulevard.
4, That C.U.P. 84-7 shall not take effect until owner and applicant
have executed a form available at the Planning Department indicating awareness and
acceptance of the conditions of approval.
Section 4. The decision, findings and conditions contained in this
Resolution reflect the Commission's action of May 8, 1984, and the following vote:

GENERAL PLAN
DES I GNAT ION:
Commercial
HISTORY
On September 8, 1970, the Planning Commission granted Conditional Use
Permit 70-11 for the construction of the original car wash facility,
The existing office bui Iding, which is adjacent to Colorado Boulevard,
was constructed on the site in 1979, as per the approval of Conditional
Use Permit 79-4. Said bui Iding is presently util ized for the app\ icant's
business office and a Budget Rent-A-Car service.
PROPOSAL AND ANALYSIS
The appl icant's proposal basically consists of 1) expanding the car wash
facility by approximately 348 square feet in order to enlarge the
existing sales/waiting area and to al iO provide an additional office, and
2) enlarging the existing office builling by an addition of approximately
1650 square feet for the purpose of o'fice and/or retai I activity.
Relative to each addition, the exterior building materials would be
compatible with the existing building.
The existing office building maintains a 7'-0"+ setback from the
northerly property I ine, and as indicated by the submitted plans, the
addition to the office building wil I be adjacent to said property line,
which would necessitate the removal of a portion of the landscaping that
exists between the office building and Colorado Boulevard.
It is staff's opinion that the proposed addition to the office bui Iding
should be required to conform to the same northerly building setback as
the "xisting building presently maintains in order that the landscaping
may f"emain.
The Department of Economic Development has reviewed this proposal and
concurs with staff's opinion regarding the setback of the addition to the
of f i ce bu i I ding.
The submitted site plan indicates that there wi I I be a total of 41 on-
site parking spaces, 17 of which would be uti I ized by the car wash
employees and 7 spaces would be reserved for the Rent-A-Car vehicles.
The remaining 17 parking spaces would be used for the existing and
proposed office/retail businesses, The new retai I/office areas total
approximately 1998 square feet and would only require 10 parking spaces
to comply with the retail parking standards.

Pursuant to the provIsions of the California Environmental Quality Act, the
Planning Department has prepared an initial study for the proposed project.
Said initial study did not disclose any substantial or potentially substantial
adverse change in any of the physical conditions within the area affected by
the project including land, air, water, minerals, flora, fauna, ambient noise,
and objects of historical or aesthetic significance. Therefore, a Negative
Declaration has been prepared for this project.
R ECOMME NDA T I ON:
The Planning Department recommends approval of C.U.P. 84-7 subject to the
fol lowing conditions:
That all on-s ite park i ng areas shall be restr iped as per Code
requirements prior to the final building inspection of the proposed
additions.
2. That the site shal I be maintained as per the plans on fi Ie in the
Planning Department. A revised plot plan shal I be required to
reflect the proposal as approved by the City.
3. That the proposed addition to the existing office building shall
conform to the northerly setback of said office bui Iding.
4.
That C.U.P. 84-7 shal I not take effect until owner and appl icant

FINDINGS AND MOTIONS
Approva I
If the Planning Commission intends to take action to approve this
project, the Commission should move to approve and fi Ie the Negative
Dec aration and find that the project wi II not have a significant effect
on --he environment and direct staff to prepare the appropriate resolution
incorporating the specific findings and conditions of approval set forth
in the staff report (or as modified by the Commission).
Denial
If the Planning Commission intends to take action to deny this project,
the Commission should move to deny and direct staff to prepare an
appropriate resolution incorporating the Commission's decision and
findings in support of that decision.
