,A RESOLUTION GRANTING CONDITIONAL USE PERMIT 84-1
FOR THE OPERATION OF A CHURCH AT 501 NORTH SANTA
ANITA AVENUE
WHEREAS, on January 3, 1984 an application was filed by Mandarin
Baptist Church of Pasadena to operate a' church, Planning Department Case
No. C.U.P. 84-1, on property commonly known as 501 North Santa Anita
Avenue, more particularly described as follows:
Lot 26 and a portion of Lot 15, Tract 17329, and those
portions.of Windsor Road and Cornell Drive vacated by Arcadia
City Ordinance No. 873, in the City of Arcadia, County of Los
Angeles, State of California, as per Map recorded in Book
446, Pages 26 and 27 of Maps, in the Office of said County
Recorder.
WHEREAS, a public hearing was held on January 24, 1984 at which
time all interested persons were given full opportunity to be heard and
present evidence,
I NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY
RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning Department
in the attached report is true and correct.
Section 2. This Commission finds that:
1. That the granting of such Conditional Use Permit will not be
detrimental to the public health ,or welfare or injurious to the property or
improvements in such zone or vicinity.
2. That the use applied for at the location indicated is properly one
for which a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape
to accommodate said use, and all yards, spaces, walls, fences, parking,
loading, landscaping and other features required to adjust said use with the
land and uses in the neighborhood.
4. That the site abuts streets and highways adequate in width and
pav~ment type to carry the kind of traffic generated by the proposed use.

5. That the granting of such Conditional Use Permit will not
adversely affect the comprehensive general plan.
6. The use applied for will not have a substantial adverse
impact on the environment.
Section 3. ' That for the foregoing reasons this Commission grants a
conditional use permit for the operation of a church upon the following
conditions:
1. The fol1owing shall be reviewed and approved by the Fi re
Department pri or to occupancy and any addit i ona 1 requi rements needed to
comply with the Fire Code:
a. Exits and lights to be in operable condition.
b. Fire extinguishers bought and mounted in appropriate
1 ocat ions.
c. A seating plan shall be submitted., Pews shall be
attached to the floor.
2. A parking plan shall be submitted to the Planning Department
for review and approval. Striping shall be completed prior to occupancy.
. 3. The 6'-0" high chain link fence shall be removed from parking
area #1 to accommodate parking spaces.
4. No outdoor physical activities shall take place except within
the courtyard. Outdoor phYSical activities shall not be permitted in
parking areas #lor #2, or within the northerly 15'-0" side yard.
5. That the site shall be maintained as per the plans on file in
the Planning Department. A revised plot plan shall be required to
reflect the proposal as approved by the City.
6. All conditions of approval shall be complied with prior to
C.U.P. 84-1 becoming effective.
7. This approval does not include the proposed 1,215 square foot
addition.
8. That C.U.P. 84-1 shall not take effect until owner and
applicant have executed a form available at the Planning Department
indicating awareness and acceptance of the conditions of approval.
Section 4. The decision, findings and conditions contained in this
Resolution reflect the Commission's action of January 24, 1984, and the
. following vote:

HISTORY

The Christian Missionary Society constructed a church building on this
site in 1954. In 1960 the existing church building was expanded by the
Arcadia Christian Church. Conditional Use Permit 70-8 was approved by
the Planning Commission on July 7, 1970 and permitted a private four-year
high school (Maranatha) to open in the vacant church at 501 North Santa
Anita Avenue. This conditional use permit limited the school to a student
body of 125, physical education activities were not permitted on the
site, the driveway on Colorado was to be used as an entrance only, all
traffic was required to exit via Windsor Road and Newman Avenue, and
C.U.P. 70-8 was approved for a one-year period.
The Planning Commission approved a second application in 1971 (C.U.P.
71-6) permitting Maranatha to operate for a five-year period with an,
enrollment not to exceed 200 students. This conditional use permit,did
not allow any outdoor physical education activities, required driveways
on Colorado and Santa Anita to be marked as entrances only, and all
traffic was to exit via Cornell Drive. Windsor Road and Newman Avenue.
In 1974 the Planning Commission granted approval for Maranatha to
increase the existing library by 380 square feet (C.U.P. 74-10). The
1974 approval of the conditional use pennit for an expansion of the
existing library did not have any impact on the requirements of the
previous conditional use permit, C.U.P. 71-6. The conditional use permit
approved in 1971 expired on July 13, 1976.
In 1978 the City Council granted Maranatha a conditional use permit
(C.U.P. 78-13) for a private high school with a maximum number of
students attending classes on the site not to exceed 275. Once again
outdoor physical education activities were not permitted. Also, ingress
to the site was not permitted from Cornell Drive, Windsor Road or Newman
Avenue - only egress was permitted from these streets. Finally,
Maranatha students were not allowed to park on or adjacent to the
property at any time between 6:00 a.m. and 2:50 p.m. on any day school
was in session.
PARKING

The plot plan submitted is inaccurate in its description of existing
parking spaces. There are 26 spaces in parking area #2 and 5 spaces in
parking area #1 for a total of 31 striped parking spaces.

If the chain link fence is removed from parking area #1 (not shown on
plot plan, but is located within area proposed for expansion), an
additional 15 spaces could be accommodated for a total of 46 on-site
parki ng spaces.
ANALYSIS
A church is a permitted use in the R-3 zone with an approved conditional
use permit.
The church is proposing to expand the sanctuary in two phases. First,
interior alterations will add 837 ,square feet, then an 1,215 square foot
addition is planned. With this addition, 15 new parking spaces will be
striped in the front yard and 10 spaces will be eliminated due to the
addition (see plot plan) for a total of 51 parking spaces.

The Planning Department would not be opposed to interior alterations
within the existing building, but the proposed 1,215 square foot addition
is unacceptable. First, the Public Works Department recommends that the
church retain the existing traffic and parking plan as established by
Maranatha High School. Also, if the Commission determines that the
church should maintain the existing 90'-0" front yard setback (25'-D"
minimum), the R-3 zone does not permit vehicular accessways to occupy
more than 25% of the front yard and at least 50% of the front yard must
be landscaped.
Finally, using as a guideline a text amendment approved by the Planning
Commission in 1973, but not adopted by the City Council, inadequate
parking would be provided for a 3,668 square foot sanctuary. Said text
amendment would have required 1 parking space for every 4 fixed seats or
for every 35 square feet of floor area in the seating area when
nonpermanent seating is used. Thus, based on a maximum fixed seating of
250 or 3,668 square feet of unfixed seating area, 63 to 105 parking
spaces would be needed.
It is staff's opinion that many of the conditions of approval used for
the high school would not be required for a church; like the ingress and
egress restrictions and the limitation on parking along adjacent streets.
The high school ,conflicted with the peak traffic hours along Santa Anita
Avenue and Colorado Boulevard and interfered with parking along adjacent
streets when it was most needed.
The most intense times for the church would be after 7:30 p.m. and on
Sundays. Traffic studies have found the peak hours along Santa Anita and
Colorado to be 8:00-9:00 a.m. and 3:00-6:00 p.m. On race track days
Santa Anita Avenue traffic counts rise significantly all afternoon until
6:00 P.M. (from 25% to 100%). Traffic counts were not, available for
Sundays, but even on a race track day staff does not believe the church
would make a significant impact upon traffic since most businesses are
. closed and churchgoers would be leaving the City not entering.

Due to the close proximity of multiple-family residential units, the
condition restricting outdoor activities should be continued. The
condition should state that no outdoor physical activities shall take
place except within the courtyard. Outdoor physical activities shall not
be permitted in parking areas n or #2, or within the northerly 15'-D"
side yard.
Depending on the extent of work to be done, an Agency Design Review may
be' required by the City Council. Site plan, floor plan and colored
rende ri ngs wi 11 be requi red.
It is staff's opinion that the subject site is adequately buffered from
the adjoining properties and the operation of a church would not have an
adverse impact on the neighborhood.
Pursuant to the provisions of the California Environmental Quality Act, the
Planning Department has prepared an initial study for the proposed project.
Said initial study did not disclose any substantial or potentially substantial
adverse change in any of ,the physical conditions within the area affected by
the project including land, air, water, minerals, flora, fauna, ambient noise,
and objects of historical or aesthetic significance. Therefore, a Negative
Declaration has been prepared for this project.
RECOMMENDATION
The Planning Department recommends approval of Conditional Use Permit
84-1 subject to the following conditions:

incorporating the specific findings and conditions of approval set forth
in the staff report (or as modified by the Commission).

If the Planning Commission intends to take action to deny this project,
the Commission should move to deny and direct staff to prepare an
appropriate resolution incorporating the Commission's decision and
findings in support of that decision.

13. TRANSPORTATION/CIRCULATION
Items 13a, b, and f were cbecked "maybe" based on the number
of persons attending the church and the size and location of
the property. Staff feels that a church would be . less
intensive use or the property than the previous high school.
The high use periods for the church would not conflict with
the peak traffic hours along Santa Anita and Colorado. Also,
if needed, the conditional use permit could be conditioned
to control expansion, parking off-site and vehicular movement.
