curbside in effect. 2022: S.C. and gate count numbers inaccurate due to RFID equipment installation. 1 ARCADIA PUBLIC LIBRARY MONTHLY REPORT – NOVEMBER / DECEMBER 2022 Highlights: The Library hosted the Los Angeles County Registrar-Recorder’s office for 10 days starting in late October, with over 1,150 people voting on November 8. This was the first time the Library used aides as part of the staff coverage on a closed Sunday; this provided extra hours for tagging and encoding for the RFID project. The Friends of the Library hosted a Pop-Up Chinese Language Book Sale on November 18 and 19. The sale benefitted from the extra foot traffic generated by the annual Festival of Bands. The Mary Hansen Library Garden dedication took place in early November and was hosted by the City Manager’s office and presided over by Mayor Beck. The RFID project continued in November with all the adult materials collection being fully tagged and encoded, followed by the children’s materials beginning mid-month. The RFID equipment shipped and arrived on November 23, for a planned installation on December 6. Staffing issues on the part of FE Technologies delayed the installation until December 13. The old self-checkout machines were decommissioned on November 30. Staff finished tagging and encoding all the circulating collections the week of December 12. On December 13, the new security gates and the new self-check machines were installed. Public Works staff provided much needed assistance with the electrical requirements for the security gates and the construction for the new book chute (the “Smart Chute”) outside the main entrance. On December 14, equipment was set up, including the Smart Chute. On December 15, staff were trained on the new self-check machines. The Library’s new RFID security system went live on December 19 with the public loving the ease of use of the self- check machines. The Library is still waiting for the self-check payment systems, the children’s self-check kiosk, and graphics for the Smart Chute. An outside sign for the Smart Chute still needs to be created and ordered. Non-circulating collections will be tagged and encoded on or before March 1, 2023. On December 21, Administration staff provided a pizza party and cake for the aides and all staff to celebrate the completion of the RFID project. November Activity Visitors: 24,183 Holds Processed: 1,730 Physical Items Checked Out: 34,914 eMedia Downloaded: 3,864 Programs/Attendance: 42/1,196 Passports Issued: 154 December Activity Visitors: 9,771* Holds Processed: 1.543 Physical Items Checked Out: 35,043 eMedia Downloaded: 3,813 Programs/Attendance: 15/705 Passports Issued: 135 *Since 12/15/2022 2 Adult Programs, Classes, Technology Literacy, and Events: A Community Gratitude Tree was created to promote a focus on appreciation and community for the month of November. The community was encouraged to visit the library and fill out a leaf with appreciative thoughts: 153 leaves were submitted! Smart Squad continues to support the library’s digital literacy goals by providing computer help. The Community Memory Lab had seven appointments in November and December. The Movies You Missed featured the French film Alice in November and the Chinese film Kaili Blues in December. The Library partnered with the California Department of Financial Protection and Innovation in November to offer a financial literacy class on avoiding scams during the holidays. The Library supported community authors by partnering with the local NaNoWriMo (National Novel Writing Month) chapter throughout the month of November and by hosting an open-mic event in December. These meetings provided support for participants’ goal of writing a 50,000-word novel. Local authors, aspiring authors, and those who love to write found support and encouragement in these weekly meetings which featured writing prompts and writing sprints. A library-wide, all-ages Winter Break Reading Challenge program kicked off in December. Library patrons were encouraged to read and log their hours. For every five hours participants read, staff built another piece of the snowman. Within one week, the community read over 50 hours and the snowman was finished. As participants continue to read, the snowman’s friends will be added. Teen Programing: TAG (Teen Advisory Group) hosted a mini-Thanksgiving event, handing out tree leaves to students after school and in Teen Zone, and mounting them to the Community Gratitude Tree. A timelapse video of the installation of the trees was created and posted on social media. De-stress Fest made its school-year debut in December. Students were invited to unwind before finals with hot cocoa, crafts, and therapy dogs at the library. Three therapy dogs (Ranger, Viking, and Ray) were the stars of the show. Teens had fun going from station to station, enjoying coloring, origami, a photo booth, hot chocolate, hanging out with friends, and de-stressing with the therapy dogs. The event was a hit with 215 participants. There were seven Teen Zone sessions with 226 participants. TAG met twice to plan the event. The Teen Librarian attended the High School PTA meeting. Adult and Teen Services applied for a Teen Graphic Design Club grant. 3 Children’s Programming and Services: The In-N-Out Cover to Cover Club Reading Program concluded in November with 1,177 registrants who read and logged 15,480 books; 2,442 gift cards redeemable for free burgers were distributed throughout the six-week program. This year’s total participation numbers surpassed the 902 children who registered for last year’s program. A team of three Middle School Advisory Group members met with the Children’s Services librarian to brainstorm ideas for a holiday middle school program. The team opted to host a movie screening and holiday cookie decorating event. Staff then hosted a gingerbread cookie decorating program for 12 middle school students in December. Children’s Services hosted a three little pigs themed “Story Steam” program in which 34 children and their families listened to an informational book about building homes, reenacted the Three Little Pigs story, then visited various STEAM inspired stations to craft and build. A parent, whose son participated in last month’s Conquer the Cube program, sent a kind email to staff sharing, “Daniel enjoyed and learned from the class so much. We appreciate the teacher of the class and the library for giving us so many opportunities to have fun.” In December, Children’s Services staff prepared 500 and distributed 485 Winter Activity Kits. The kits were designed for children in kindergarten to eighth grades and included a recommended reading list, winter- themed craft, and activity sheet. There were six early literacy programs offered throughout December with 132 children and their families in attendance. Beginning January 2023 weekly story time programs will no longer require registration. Customer Services: Passport Services executed 154 passports, took 40 photos, responded to 134 telephone calls and 36 walk-in inquiries in November and 135 passes, 133 telephone calls and 42 walk-in inquiries in December. The Information Systems Services (ISS) team of three Computer Aides and ISS Supervisor answered more than 277 computer/technical questions from patrons; assisted the public with 917 public computer sessions, 633 print jobs, public copiers, and the public Wi-Fi network in November, and in December, answered more than 218 computer/technical questions from patrons; assisted the public with 763 public computer sessions, 653 print jobs, public copiers, and the public Wi-Fi network in December. ISS staff helped print six 3D models in November and three in December. Collections: With the RFID tagging project virtually complete, all items will be tagged and encoded in Cataloging and Acquisitions before they are made available to the public. This includes all new materials, items returning from the bindery, and items needing new packaging/cases. Cataloging and Acquisitions staff cataloged and processed 14 additional State Parks Passes. They also continued working on a project to catalog bound magazines as part of the RFID process. The Authority Database projects continue. This is part of the routine work to keep the Library’s databases/catalog up-to-date, consistent, and error-free. MARC records from Kanopy, CreativeBug, Press Reader, and LinkedIn were added to and discarded from our Library Catalog totaled 43,717 records in November and 42,535 in December. 4 Facilities and Technology: The equipment from CTC (formally known as CENIC), which will expand the public internet connection from 1gbps to 10gbps, arrived and ISS staff is waiting for the City’s IT department to install it. This was funded by a grant from the California State Library and the City of Arcadia. The Library applied for and received a Building Forward matching grant to design and install a new single unit family restroom in the Children’s Room. Administration staff met with Public Works staff to determine how to proceed. The Library also applied for another grant to replace the Library’s 61-year-old sewer pipes. Grants provide funding for the City and Library to pursue projects that benefit the community by reducing the entire cost of infrastructure or equipment by half. Staffing/Training: After more than 48 years of service to the Library and the community, Principal Librarian Kathy Meacham retired in early December. She will be truly missed as she was a pioneer in cataloging children’s materials. She also assisted with the library converting from card catalogs to electronic catalogs back in the mid-1980’s. A conditional offer was made to a potential full-time Technician for Account Services. Aide recruitment also opened, as an ongoing recruitment. Because of the push to finish the RFID project, the recruitment was temporarily paused and will resume after the beginning of the new year. Recruitment and interviews for the Principal Librarian for Cataloging and Acquisitions opened and closed this month. With the retirement of the former Principal Librarian for this section, cataloging of materials has been temporarily reduced to five hours per week until this position can be filled. The acting Account Services Supervisor departs in early January for a job much closer to home. An external recruitment for this position will open at the end of December and will be a continuous recruitment until the position is filled. The substitute librarian recruitment interviews were completed, and staff reached out to confirm interest before proceeding with the conditional offers, livescans, and physicals. One of the Passport clerks left in December and a recruitment will be opened up later in the year. Community Outreach/Collaboration/Volunteers: In November, the Children’s Services librarian visited Dana Middle School and presented to three sixth grade English classes. In her presentation the librarian shared about Overdrive and Sora, an online application that lets Arcadia Unified School District students use their identification cards to access eBooks purchased by the District and the Library’s Overdrive consortium titles. Many of the students said that they were not aware of or had not actively used either resource. Children’s Services hosted 124 Holly Avenue Elementary School students and 48 kindergartners. Staff visited three Longley Way kindergarten classes and provided a bird- themed storytime in which students identified different kinds of bird puppets, listened to a reading of Owl Babies by Martin Waddell, and did a bat activity. In December, Holly Avenue Elementary fifth grade students, Sydney Kopshinsky and Aimee Nguyen, hosted two Great Game Day Elementary programs: 28 attendees met with other elementary students and played various board and card games, including Life, Hedbanz, Uno, and Connect Four. The event is part of a larger “Kid Created” program series which offers programming for tweens that is planned, prepared, and hosted by their peers. Adult Services staff attended a Community Memory Lab outreach meeting, and the Teen Librarian attended the High School PTA meeting. Administration staff attended meetings in November and December of the Woman’s Club and the Arcadia Coordinating Council, as 5 well as the Mary Hansen Garden dedication. Transition Partnership Program (TPP) and Workability volunteers worked 20 hours in Account Services in November and 43 hours in December. Administration staff attended a variety of community events including the Fire Chief’s pinning ceremony, the City’s annual Christmas Tree lighting, the community Menorah lighting, the City Council Reorganization reception, the Police Chief’s annual holiday breakfast, the city employee holiday dinner, the Library and Museum Holiday breakfast, and the Snow Fest. In addition, Administration staff met with two library school students to provide insight and guidance on entering the profession. Administration, Adult, and Children’s Services staff attended and staffed a booth at the Downtown Arcadia Holiday Fair where they distributed informational handouts to attendees, gave away bookmarks promoting library programming, and facilitated a game wheel in which families could win various prizes. Marketing and Publicity: The Children’s Room featured “Welcome to the Jerry Broadwell Children’s Room” on the main display wall, “Holly Avenue Elementary School Dolphins Are Thankful For…” on the early literacy computer wall, “Find Your Next Great Read” on the Information bulletin board and displays on “Fall into a Good Book.” The book displays still feature “great adventures,” and the display cases offer the “Wish Upon a Star Community Project,” as well as Lego and origami projects done by local children. In addition to the Gratitude Project display, Adult Services offered book displays featuring vegan cookbooks, National Novel Writing Month, career development, and YA fandom and fanfiction in November and Christmas romance, DIY Holiday Gifts, an Adult librarian’s picks (a great hit with patrons!), quick reads, and cookie bake-off fun. The main display featured the Winter Reading Challenge. This policy is in keeping with Article 6 of the Library Bill of Rights which the Library Board has adopted: Libraries which make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use. Events in the Imagination Theater must be open and free to the public. The Imagination Theater is available at no cost to the following organizations:  City of Arcadia  Friends of the Library  Arcadia Unified School District (for District activities of community interest not normally held at a school site)  Student groups from AUSD with a supporting letter on official School or District letterhead from a group advisor or teacher. A responsible supervising adult 18 years or older must be in the room. The Imagination Theater is available for a fee to non-profit organizations with proof of 501c3 status (proof of non-profit status must accompany the application). The Imagination Theater is not available to or for the following:  Commercial organizations, including paid tutoring services whether provided by an individual or a commercial enterprise  Private parties, weddings, receptions, birthday parties, memorial services, or play groups  Use by organizations on a regular basis (daily, weekly, monthly or annually)  Use that would conflict with regularly scheduled Library programs or events.  Purposes for furthering a campaign for public office (City Charter, section 905)  Use that would damage the facility. Application for the use of the Imagination Theater shall be made with the Children’s Services staff no more than three (3) months in advance and at least seven (7) business days prior to the date of use. Priority will be given to Library-sponsored activities. The Imagination Theater is available only during the hours the Library is open to the public, up to 30 minutes prior to close. The Library may, at its sole discretion, reject an application. Any scheduled group may be asked to reschedule a particular meeting or event in order to make the room available for a special purpose. The Imagination Theater may only be rented by an organization or group one time per quarter per calendar year. The applicant and a responsible adult 18 years of age or older must be present. The applicant and adult may be the same person. Fees for the use of all rentals at the Library are payable preferably at the time of the application, but not later than two weeks prior to the scheduled date or the reservation will be cancelled. If the reservation is made within two weeks of the event, payment and proof of non-profit status is due at the same time.    Rental fee of $50 per hour for the Imagination Theater. The total fee is derived by multiplying the hourly fee by the number of hours (including any portion of an hour which shall be rounded up to a full hour) of the proposed and approved use.  Food and beverages are not permitted in the Imagination Theater.  AV equipment is not provided. Renters are welcome to bring their own laptops or tablets and to use the Library’s free Wi-Fi.  A $150 security deposit is required. This deposit may be refunded if/when Library staff has determined that no Library property is damaged or missing, and the group leaves on time as scheduled. Additional charges may be necessary if the deposit amount does not cover costs of damaged or missing property.  Fees will be refunded only if applicant notifies the Library of intent to cancel at least two full weeks prior to the scheduled event, including the security fee. The Imagination Theater will be available at no charge for setup thirty (30) minutes prior to the scheduled start time of the event. Cleanup must be completed by the end of the scheduled time. The Library reserves the right to bill a user after the event if the time used exceeds the schedule, including any overtime costs associated with staff staying after the close of the Library. Permission to use the Imagination Theater is not transferable. Alcoholic beverages are not permitted under any circumstances. The fact that a group is given permission to meet in the Library in no way constitutes endorsement by the Library or the Board of Trustees of the policies or beliefs of that group. Neither the name nor the address of the Arcadia Public Library may be used as the official address or headquarters of an organization or group. Any printed publicity must include the following statement: “This program is not sponsored by the Arcadia Public Library,” unless the Library has agreed to co- sponsor the event. The applicant agrees to hold the City harmless and indemnifies the City with regard to any liability arising out of use of the premises. The applicant must execute an agreement in a form and substance approved by the City Attorney reflecting the foregoing, among other terms and conditions. The City of Arcadia requires the individual or entity securing the use of the facility to produce a valid Certificate of Liability Insurance in the amount of one million ($1,000,000) dollars to cover the event(s) for which they have applied, naming the City of Arcadia as additional insured. The user agrees that neither the City of Arcadia nor any of its officers, agents, or employees shall be responsible or liable for loss or damage to property and equipment of User or that its agents, employees, or invitees with regard to their use of the property of the City of Arcadia. User shall defend, indemnify, and hold harmless the City of Arcadia, its officers, agents, or employees with regard to any suits, losses, claims, and liability that may arise out of User’s use of the Arcadia Public Library facilities. The Director of Library and Museum Services shall have authority regarding facility usage and interpretations of policy decisions. Take part in the project by writing a wish for Arcadia on paper, then folding it into a paper star and donating it to the Library for display in glass jars. LIBRARY BOARD OF TRUSTEES REGULAR MEETING MINUTES THURSDAY, NOVEMBER 17, 2022 CALL TO ORDER – Chair Miriam Carter called the meeting to order at 4:31 p.m., in the Conference Room of the Library. PLEDGE OF ALLEGIANCE – Library Services Manager Pat Smith ROLL CALL: Chair Miriam Carter; Trustees Connie Liao, Elizabeth Renfrew, Carlton Seaver, Alice Wang; Director of Library & Museum Services Darlene Bradley (Secretary); Library Services Managers Pat Smith and Samantha Alba ABSENT – None PUBLIC COMMENTS – New Adult and Teen Services Librarians Melissa Maldonado and Claudia Arroyo were introduced to the Board. Melissa is the new Adult Services librarian. She attended UC San Diego and received her MLIS from UCLA. Claudia is the new Teen Services Librarian; she was an English major and received her MLIS in 2020. REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Trustee Renfrew previewed the upcoming pop-up Chinese book sale, which Trustee Liao and Councilmember Sho Tay have helped publicize. The Friends are accepting donations, but they do have a backlog of books. Friends’ membership numbers are doing well: they’ve had good responses to their membership drive. At the last City Council meeting, the Friends gave the Library a $30,000 check. A discussion followed about the Friends’ efforts to increase membership and sales. Trustee Liao offered to reach out to the Arcadia High School Chinese clubs for people to help sort Chinese-language books. Chair Carter asked for progress reports in February and March. Trustees Liao and Wang shared the 40th anniversary Arcadia Chinese Association yearbook and noted that it featured an article on the Library’s Memory Lab. REPORTS FROM THE DIRECTOR Announcements / Statements / Future Agenda Items Director’s Update: Director Bradley thanked the Friends for their generous donation, which was presented at a recent City Council meeting. Board members will receive an invitation to the December 6 City Council reorganization. The Library will find out who the coming year’s liaison will be at the December 20 meeting. She reviewed upcoming city-wide events for December. Monthly Statistical Report: October 2022: The Gate count and Circulation numbers continue to increase. Monthly Report Narrative: October 2022: The Director discussed the successful Arcadia Eats program, focusing on the first ever Boba Crawl, a collaboration with local businesses that was a hit with the public. Arcadia Eats also featured a special talk by local artist John Martin about his ink and watercolor portraits of historical Arcadia restaurants, cooking videos demonstrating recipes drawn from cookbooks in the History collection, and an exbibit of photographs. She also discussed issues with the HVAC system: supply-chain issues are delaying repairs. The new security cameras are in place and there are now cameras indoors and outdoors. A policy is being developed. If a member of the public wishes to see the tapes, a public information request must be submitted. Financial Report: October 2022: This report covers July 1, 2022, through October 2022. At this point, about 33% of the budget should have been spent. Sometimes, the percentages will seem higher (for contract services, for example). Staff need to make sure they are not overspending. Financial Report: FY 21-22 Final: Trustee Seaver asked which are the most important items and noted that he finds this format uninformative. A discussion about how to read the budget reports followed. RFID Update: Library Services Manager Alba reported that staff expects to meet the deadline for tagging and encoding. The Adult and Teen collections are done, and tagging and encoding is continuing in the Children’s room. The new security gates and book chute should be installed the week of December 6. She explained how RFID functions and discussed how it will improve customer service, allowing staff to be deployed more efficiently. Some staff intervention will be needed, but far less. Training will be needed and will follow installation. New items will be tagged and encoded as they arrive. Account Services staff have done an amazing job! Staff Update: Kathy Meacham is retiring on December 2, after almost 49 years with Arcadia Public Library, an internal recruitment to replace her will follow. Margaret Lindstrom will be the acting Principal Librarian and Librarian II, Michele Krueper, from Children’s Services, will be filling in five hours weekly. Substitute funds are available, but as there is only 50 percent remaining, staff must be careful with how they schedule substitute staff. Samantha Alba is the new Library Services Manager but will continue to work in Account Services due to staffing issues and to head up the RFID project. Her duties will be different from Roger Hiles: the position will be more managerial, with first priorities being the budget and stabilizing Account Services. Peter Mercado, the head of Information Services, will have different duties as well. Jamie Belcher will be the acting Account Services Supervisor. An offer was made to fill the full-time Technician position, but Human Resources rescinded the offer. An ongoing recruitment is in place to fill the seven Library Aide positions; there have been 71 applicants so far. Policy Manual Updates: Imagination Theater Rental Policy: Trustee Seaver moved to postpone discussing the new policy to the January 2023 meeting to give the Board time to review the proposed policy. Gilb Museum of Arcadia Heritage: Rebecca Anderson has accepted the position of substitute Museum Education Coordinator. Museum staff is preparing for the City’s annual Snow Festival event on December 3. Staff and volunteers will be offering a snow-globe craft. The History Talks program will start in January with a discussion of Arcadia’s role in the Rose Parade. John Martin’s art exhibit will continue into January as well. Calendar of Activities for Children’s Services: December 2022: Director Bradley highlighted the Wish upon a Star program and the Winter Activity Kits. Chair Carter praised their creativity and cost-effectiveness. Calendar of activities for Adult and Teen Services: November 2022: The Director invited the Board to the Avoiding Holiday Scams event and promoted the Smart Squad. The calendar for Bookish is going to be published quarterly. Flyers/Articles/Posters/Attachments: The Board reviewed and discussed the attached flyers, including Avoiding Holiday Scams, Bookish, and Freegal, a new e-resource which provides access to a wide range of downloadable music. Holiday Cookies: The Board discussed its annual gift of cookies to the Library staff. It was agreed that the Trustees would bring four dozen cookies to Administration during the week of December 21 between 9:30 a.m. and 12 noon. Trustee Renfrew would bring cookies on December 21 and Chair Carter would bring them on December 23. The Director invited the Board to the annual Library staff holiday party on December 8, starting at 8:30 a.m. CONSENT CALENDAR a.
