PLANNING COMMISSION RESOLUTION NO. 1239 A RESOLUTION GRANTING A REVISION TO CONDITIONAL USE PERMIT 81-10 TO ADD 13 ADDITIONAL SUITES TO THE HOTEL AT 211-215 EAST HUNTINGTON DRIVE. WnEREAS, on April 12, 1983, Hometels Development Corporation submitted a letter requesting revisions to C.D.P. 81-10 to add 13 additional suitffiand stairway revisions to the proposed hotel at 211-215 East Huntington Drive, more particularly described in attached Exhibit "A", WHEREAS, a public hearing was held on May 10, 1983, at . which time all interested persons were given full opportunity to be heard and to present evidence, NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF'ARCADIA HEREBY RESOLVES AS FOLLOWS: Section 1. That the factual data submitted by the Planning Department in the attached report is true and correct. Section 2. The Commission finds that: 1. The granting of this revision to C.D.P. 81-10 will not result in an increase in the square footage of the hotel with the exception of the stairway modifications; 2. The revision will not be detrimental to the public health or welfare or injurious to the property or improvements in such zone or vicinity; 3. The revision will not adversely affect the comprehensive General Plan; and 4. The revision will not have a substantial adverse impact on the environment. Section 3. That for the foregoing reasons, this Commission grants a revision to Conditional Dse Permit 81-10 to add 13 additional suites and revise the stairway configuration upon the following conditions: 1, That the plans shall be in substantial compliance with the revised plans on file in the subject case. -1- r7 ~" . . . ~ v . 2. The Secretary shall certify to adoption of this Resolution and shall cause a copy to to the City Council of the City of Arcadia. ANALYSIS The Plannino Commission at its September 11. 1981 meeting adopted Resolution No. 1180 granting a Conditional Use Permlt to"construct a 187 room hotel with bancuet facilities at 211-223 East nuntlngton Drive. The City Council at its October 6, 1981 meeting ratified the action of the Planning Commission, As the plans and project have progressed, the applicant has found that through the minor reLocation of two stairways an additional 13 suites couLd be provided, The Planning Commission's original notice of public hearing and subsequent resolution addressed a 187 room hotel. Therefore this consideration of the revision to the original approved Conditional Use Permi~ is required in order to add ~he 13 additional suites, With the exception of the stairway modifications, the square footage of the proposed hotel is the same as the original plan. The modifications increase the building pad (35,466 square feee first floor) by 201 square feet, There would be some minor alterations to the building's elevations as a result of the relocation of the stairways, Pursuant to the provisions of the California Environmental Quality Act, the Planning Deparement has prepared an initial study for the proposed project. Said initial study did not disclose any substan- tial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air. water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declara- tion has been prepared for this project, RECOMMENDATION The Planning Department recommends approval of this plan revision to Conditional Use Permit 81-10 subject cO adherence to the conditions as set forth in Planning Commission Resolution No. 1180 approving the projece, APPROVAL If the Planning commission desires to take action to approve this proj- ect, the Commission should move to approve and file the Negative Dec- laration and find that the project will not have a significant effect on the environment and direct staff to prepare the appropriate resolution incorporaeiflg the specific findings and conditions of approval, C.U.P, 81-10 (Revision) Page 2 . . . We request that the emergency exit stairways presently within the building footprint be relocated to a position on the exterior wall, and that a.o (2) new stairways also be added to the building ex- terior for a total of four (4) provided exits. We feel that the positive results of this proposal ~d be (a) The exterior stair plac:ement adds a d:iIrension or relief to the structure, making it aesthetically rrore pleasing; (b) The additional two (2) stairs provide rrore exit opportunities to the exterior for guests and errergency personnel; (e) It provides better interior space utili- zation, i.nasnuch as thirteen (13) additional suites can be located in the old stair enclosures, providin; a rrore favorable financial base for both the City of Arcadia and Granada Royale Hanete1s.
