T. .- PLANNING COMMISSION RESOLUTION NO. 1236 A RESOLUTION GRANTING CONDITIONAL USE PERMIT 83-8 TO OPERATE A CHURCH AT 1900 SOUTH SANTA ANITA AVENUE WHEREAS, an application was filed on April 4, 1983 by the Sunrise Community Church requesting a Conditional Use Permit to allow the utilization of an existing school for church services on Sunday and Bible study and choir practic on Tuesday and Thursday, Planning Department Case No. C.U.P. -8, on property commonly known as 1900 South Santa Anita Avenue, ore particularly described as follows: Part of Lot 38, Ar ~a Acreage Tract, Map Book 10, Page 18 of Maps in the Off e of the County Recorder. That for the foregoing reasons, this Commission grants a conditional use permit to operate a church upon the following conditions: 1. That a seating plan is to be submitted to the Fire Department for its review and approval prior to occupancy. An occupancy sign shall be posted as per the Fire Department's requirements. 2. That C.U.P. 83-8 shall not take effect until the owner and applicant have executed a form available at the Planning Department indicating awareness and acceptance of the conditions of approval. 3. Construct sidewalk ramps for the handicapped at service road entrance in accordance with City Standards. Section 4. The Secretary shall certify to the adoption of this Resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. BUTLER ASSOCIATE PLANNER Sunrise Community Church 1900 South Santa Anita Avenue (Arcadia Christian School) Conditional Use permit to operate a church and church related activities. Approximately 7 acres. 313 feet on Santa Anita Avenue 462.5 feet on First Avenue The property is developed with the Arcadia Christian School; zoned R-1 Properties to the north, south, east and west are developed with single family dwellings; zoned R-1 Single family residential, 0-6 du/ac The applicant is proposing to utilize the school auditorium, the kin- dergarten classroom and one additional classroom building for the .following: ' Auditorium: Kindergarten Classroom: Classroom: will be used for church service (present attendance is approximately 130 persons) will be used for pre-school activities (on Sundays) will be utilized for Sunday School and adult education classes. Page 1 " . . , There is one church service on Sundays from 9:30 a.m. to 11:30 a.m. Other activities (i.e. pre-school and Sunday school classes) will be conducted during these hours. Bible study and small group meetings (approximately 80 persons) will be held on 'Tuesday evenings between the hours of 7:30 p.m. and 9:00 p.m. On Thursday evenings choir practice (25 persons) will be conducted between 7:30 p.m. and 9:00 p.m. PARKING There is access to the parking area via a 29' wide service road (on school property) located adjacent to the northerly property line. There are 34 marked parking spaces located along this drive and there are 19 marked on-site parking spaces adjacent to the auditorium. The basketb~ll courts located east of the auditorium may be used for parking. This ,area is separated from the service road with a 4' high chain link fence; however, there is a gate which would allow for vehi- cular access to this area. Adjacent properties to the north are separated from the school by a 6 - 8 foot high fence and hedge which runs the full length of the servi,ce road. ANALYSIS A church is a permitted use in an R-1 zone with an approved conditional use permi. t . ' It is staff's opinion that the subject site is adequately buffered from the adjoining properties and the operation of a church would not have an adverse impact on the neighborhood. There is adequate on-site parking (including the basketball court area) to accommodate the needs of the church members. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substan- tial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance, Therefore, a Negative Declara- tion has been prepared for this project. Before the Planning Commission takes action on this project, the Commission should "move to approve and file the Negative Declaration and find that the project will not have a significant effect on the environmerit".
