PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON) Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM SENIOR CITIZEN COMMISSIONERS REPORT FROM CITY COUNCIL MEMBER LIAISON 2. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES January 5, 2023 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Mazone the meeting to order at 4:05pm. PLEDGE OF ALLEGIANCE – Chairperson Mazone ROLL CALL OF COMMISSIONERS PRESENT: Charlene Martinez, Marilyn Mazone, Kathrynn Penny, Nilo Salazar, Donna Salter, and Margaret Swope EXCUSED: Robert Bolster A motion was made by Commissioner Salter seconded by Commissioner Penny and unanimously carried to excuse Commissioner Bolster. ELECTION OF OFFICERS Commissioner Martinez made a motion to nominate Vice-Chairperson Mazone as Chairperson, seconded by Commissioner Penny. Vice-Chairperson Mazone accepted the nomination and the motion carried unanimously. Commissioner Penny made a motion to nominate Commissioner Salazar as Vice-Chairperson seconded by Commissioner Swope. Commissioner Salazar accepted the nomination and the motion carried unanimously. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM SENIOR CITIZENS COMMISSIONERS Vice-Chairperson Salazar reported the Golden Senior Club members celebrated Christmas on December 15 with lunch and a gift exchange between everyone. Vice-Chairperson Salazar reported club members cannot hold meetings at the Assistance League facility located at 100 S. Santa Anita until the Club’s liability insurance is resolved. Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung clarified the Recreation & Community Service Department does not have any jurisdiction over the Assistance League building. The building is owned by the Assistance League, and they are now requiring liability insurance for the use of their building. Commissioner Swope reported the Senior Friendship Club will not be meeting until the Club’s liability insurance is resolved. Commissioner Salter asked if both groups could be combined. ADRCS Cheung said each club must have their own liability insurance. Commissioner Salter reported Las Salas donated over 200 games to Foothill Unity during the holidays. Commissioner Martinez reported the Bargain Box will open on Wednesday, January 11 from 10am to 1pm. The Bargain Box is always looking for donations and accepts donations every Monday, Tuesday, and Saturdays from 9:30am to 1pm. Commissioner Martinez reported their December Day of Services was to donate socks and beanies to the Santa Anita Park backstretch employees thanks to all the donations they received. The Assisteens from the Assistance League participated by providing cookies. Chairperson Mazone reported the Travelers held a board meeting on December 15 and their general meeting on December 16, 2022. On December 16, the Travelers Club had their Christmas lunch at Northwoods Inn for everyone to enjoy. President Joyce Platt gifted everyone a cactus plant. Chairperson Mazone reported on the following trips: On January 13, participants will tour Paramount Studios followed by lunch at the HMS Bounty Restaurant. On January 23, there will be a trip to Long Beach where everyone can enjoy Pretty Woman at the Grand followed by lunch. On February 1, Travelers will be able to enjoy a Tribute to Jackie Robinson and the Dodgers. On February 8, Travelers will tour architectural rich neighborhoods of Sugar Hill, West Adams Heights, and Leimert Park. On February 20, Travelers will be sta ying at the Riverside Hotel in Laughlin, Nevada. Mayor Pro Tem Verlato will be the guest speaker at the Travelers meeting in February. REPORT FROM CITY COUNCIL MEMBER LIAISON - None 2. CONSENT CALENDAR a. Regular meeting minutes of December 1, 2022 Recommended Action: Approve It was moved Commissioner Salter seconded by Vice-Chair Salazar and unanimously carried on roll call vote to approve Consent Calendar Item 2.a. AYES: Cao, Martinez, Penny, Salter, Salazar, and Swope NOES: None ABSENT: Bolster ABSTAIN: None 3. REGULAR ITEMS a. Report of Recreation Supervisor Recreation Coordinator Denisse Bringas (RC) reported on behalf of Recreation Supervisor, Gina Hernandez on the following programs and events. RC Bringas reported the Gift Shop is doing well and sales for December were over $500. Candy Cane Bunco had over 30 participants, and everyone enjoyed a meal and dessert. The Holiday Brunch was held on December 2, with over 100 people in attendance. The next Bingo will be held on Friday, January 20, and Tax appointment phone calls begin Friday, January 6. RC Bringas was promoted in August from Activity Leader II to Recreation Coordinator and oversees many of the senior programs including the gift shop, facility rentals, Bingo, Bunco, and special events. RC Bringas will also be preparing the monthly newsletter, The Connection. b. Report of Recreation and Community Services Director ADRCS Cheung reported the Senior Citizens Commission City Council Liaison is Council Member Sharon Kwan. ADRCS asked everyone to find one person to submit a nomination for Senior of the Year. Each year the City of Arcadia recognizes an individual who has contributed to better the Arcadia Community, who currently resides in Arcadia, and who is 55 years of age or older. Applications are available online, at City Hall, and at the Community Center. The deadline is Friday, March 17, 2023. On April 6, 2023, the Senior Citizens Commission will vote for the 2022 Senior of the Year. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Gift Shop The gift shop provides a venue for senior crafters to sell their creations and allows the community to purchase one-of-a-kind items at a great price. 138 Visitors Monthly Revenue $548 Information & Referral Intakes This program assists seniors and their families with issues that affect their quality of life by providing information and referral that address their daily living concerns. 12 Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. 584 Blood Pressure Check Free blood pressure check is available for our senior patrons every month on Tuesdays, from 10-11am in the Community Center Billiard Room. 10 Senior Nutrition Program A nutritious meal is provided Monday-Friday for senior citizens. For many seniors, this is the only hot meal they have daily. 1,203 Average/Day 63 Classes Exercise plays a vital role in health and wellness. Classes include line dance, cardio plus, and Zumba. These courses contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. 1,485 Table Tennis Table Tennis is available Monday-Friday, from 8:30am-3:30pm. Seniors could drop in and play to gain exercise and socialization. 97 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors with free vision care. Prospective clients are screened by senior services staff that make the necessary arrangements for the service. 5 Mahjong Mahjong is a game of Chinese origin usually played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets every Friday at 1pm. 41 Monday Dance Monday Dance is held the first, third, and fifth Monday of every month. This program provides a good element for senior participants and has a good ratio of male and female dancers. 104 Dial A Ride Monthly Bus Pass Dial A Ride bus passes are sold at the Community Center and can also be mailed to seniors. Bus passes are $5 per month. 51 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight 4 Notary Services Notary services are limited to three signatures or thirty minutes per appointment every second and fourth Tuesday of each month. 2 Weekly Movie New movie releases or classic movies are shown on a theater size screen every Wednesday for free. 38 Groovy Bingo On January 20, 86 participants attended the popular Bingo program. Participants enjoyed the fun and festive, decorations, theme, and food. The highlight of this months’ Bunco was the groovy Bingo theme. 86 Free Senior Seminars Each month free seminars on various topics are presented to the Seniors, for the month of January the following topics were presented: AARP Smart Driver Tek, Grief & Loss, Keeping Your Gut Healthy and Dementia. Seminars take place on Tuesdays either during or just after the senior lunch program. 102 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the club’s correspondence. A monthly club meeting is held at the Community Center to discuss future trips and provide a social gathering.
