HomeMy WebLinkAboutSC Minutes: 10/01/2020SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES Thursday, October 1, 2020 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER — Recreation Supervisor (RS) Gina Hernandez called the meeting to order at 4:06pm in the Arcadia Recreation Conference Room. PLEDGE OF ALLEGIANCE — Commissioner Salter ROLL CALL OF COMMISSIONERS PRESENT: Charlene Martinez, Ralph Martinez, Marilyn Mazone, Kathrynn Penny, Nilo Salazar, Donna Salter EXCUSED: William Gleason and Dorothy Wadley A motion was made by Commissioner Salter seconded by Commissioner Penny and unanimously carried to excuse Commissioners Gleason and Wadley. ELECTION OF OFFICERS Commissioner Mazone made a motion to nominate Commissioner Salter as Chairperson, seconded by Commissioner Penny. Commissioner Salter accepted the nomination and the motion carried unanimously. Commissioner Mazone made a motion to nominate herself as Vice -Chairperson, seconded by Commissioner Salter. Commissioner Mazone accepted the nomination and the motion carried unanimously. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS - None 1. PUBLIC COMMENTS - None REPORTS FROM SENIOR CITIZENS COMMISSIONERS Commissioner Charlene Martinez introduced herself as the Assistance League representative. Commissioner Martinez reported the Bargain Box will be opening on October 7, 2020 from 10am to 1 pm. The Bargain Box will follow modifications and guidelines. Donations to the Bargain Box will not be accepted until Tuesday, October 13. Commissioner Ralph Martinez introduced himself as Member at Large. Commissioner Martinez reported how one should utilize their daylight savings time during Covid. Write notes to friends, call them instead of texting or emailing, help your nearest and dearest organization by donating your time. Vice -Chairperson Marilyn Mazone, representative of the Travelers Club. Vice -Chairperson Mazone reported the Travelers Club meetings take place once per month through Zoom. Vice - Chairperson Mazone reported that club members are being called and checked on each month. Vice -Chairperson Mazone reported there is a tentative Neil Diamond trip planned for December 19 at the Hilton in Costa Mesa, she will have more details at a later date regarding modifications and guidelines for this trip. Commissioner Kathrynn Penny introduced herself, she has been working for the City of Los Angeles Recreation and Parks for 20 years. Commissioner Penny was previously a music teacher at a catholic school and said she is happy to be part of the Senior Citizens Commission. Commissioner Nilo Salazar, introduced himself as representative of the Golden Age Club. Commissioner Salazar reported there are currently no activities at the moment for his club, he hopes to meet everyone in person soon. Chairperson Donna Salter reported she has lived in Arcadia for 35 years and is also a member of Las Salas, Assistance League. Chairperson Salter is ready to volunteer her time at the Bargain Box once it opens. Commissioner Salter reported the Aquatic Center in Pasadena is now open, enjoys water aerobics, and takes walks at the Rose Bowl. REPORT FROM CITY COUNCIL MEMBER LIAISON Council Member Tom Beck welcomed new Commissioners Salazar and Penny. The next City Council Meeting will take place on Tuesday, October 6, where water and sewer rates will be discussed. Council Member Beck reported Arcadia residents will see an increase in their water bill. He also reported the City is very fortunate to be able to buy water when it goes on sale. Council Member Beck reported a third of Arcadia businesses may fail and encourages everyone to keep using Arcadia businesses. 2. CONSENT CALENDAR a. Regular meeting minutes of March 5, 2020. Recommended Action: Approve It was moved by Vice -Chairperson Mazone, seconded by Chairperson Salter and carried on roll call vote to approve consent calendar item 2.a. AYES: Commissioners R. Martinez, Mazone, Salter NOES: None ABSENT: Commissioners Gleason and Wadley ABSTAIN: Commissioners C. Martinez, Penny, Salazar 3. REGULAR ITEMS a. Report of Recreation Supervisor Recreation Supervisor (RS) Gina Hernandez reported things have been very different and the Recreation and Community Services Department has been closed since March 2020 due to Covid-19. All events have been canceled such as the Hollywood Bowl trip, Senior Cultural Day, Boo Bash, Breakfast with Santa, and the Snow Festival. RS Hernandez reported the Department is looking into having a special day for Veteran's Day Recognition and Thanksgiving. The department is finalizing logistics. More information will be available online. RS Hernandez reported there will be a Senior Drive -In Car Bingo at the Arcadia Community Center Parking Lot on Thursday, December 3 at 10am with one household per vehicle and Family Drive-in Bingo on Saturday, December 5, 2020 at 10am. Registration begins Monday, October 5, 2020. b. Report of Recreation and Community Services Director Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung reported the Department has been receiving donations such as gloves, face masks, and face shields which are distributed to the Arcadia Police and Arcadia Fire Departments. ADRCS Cheung reported the City of Arcadia was the first City in Los Angeles County to offer a Summer Day Camp following COVID-19 modifications with a limit of 60 participants. Each week campers enjoyed arts & crafts, lawn games, archery, performing arts, fitness, brain games, wacky Wednesday and more. ADRCS Cheung reported many of the Recreation staff volunteered at Foothill Unity Distribution Centers in Pasadena and Monrovia, assisting with food distribution to seniors and families. ADRCS Cheung reported Fall Virtual Classes are available and customers may register online. ADRCS Cheung reported the Arcadia Fire Department will continue to monitor the Bobcat Fire progress and future updates will be available on the City's website. ADRCS Cheung reported on Homelessness grants. The City of Arcadia was awarded three different grants for a total of $380,000. The City Council accepted the grant. The first grant is the Homeless Plan Implementation Grant for a total of $186,500. The second grant is the Homeless Prevention and Diversion Program for a total of $43,500. The third grant is for the Homeless Resource Hub for a total of 150,000. ADRCS Cheung informed everyone there will be a free Resource Hub located at Par 3 Gold Course in November. There will be showers, laundry facility, food, on -site case managers, resources for housing, and more. ADRCS Cheung reported the Recreation Department has taken the lead on food donations. The Recreation Department has set up Meal Train where Arcadia residents and business owners can thank the Fire Department for their continued efforts during the Bobcat Fire. Some residents were very generous as to provide lunch to all City employees for their continued effort during Covid-19 and the Bobcat Fire. ADJOURNMENT RS Hernandez adjourned the meeting at 4:47pm to January 7, 2021 at 4:OOpm in the Arcadia Recreation Conference Room located at 375 Campus Drive, Arcadia.
