PLANNING COMMISSION RESOLUTION NO. 1325
A RESOLUTION GRANTING CONOITIONAL USE PERMIT B6-15 TO
CONDUCT BRIDGE CLASSES DURING THE EVENING AND SATURDAYS
AT 333 NORTH SANTA ANITA AVENUE.
WHEREAS, on October 17, 19B6 an application was filed by Art Gulbrandsen
to conduct bridge classes during the evening and Saturdays, Planning Oepartment
Case No. C.U.P. B6-15, on property commonly known as 333 North Santa Anita
Avenue, more particulary described as follows:
Part of Lot 2 of Tract 949, in the City of
Arcadia, County of Los Angeles, State of
California., as per Map recorded in Book 17,
Page 13 of Maps in the Office of said County
Recorder of said County.
WHEREAS, a public hearing was held on November 12, 19B6, at which time all
interested persons were given full opportunity to be heard and to present
. evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY
RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning Department in
the attached report is true and correct.
Section 2. This Commission finds:
1. That the granting of such Conditional Use Permit will not be
detrimental to the public health or welfare, or injurious to the property or
improvements in such zone or vicinity.
2. That the use applied for at the location indicated is properly one
for which a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use, and all yards, spaces, walls, fences, parking, loading,
landscaping and other features required to adjust said use with the land and uses
in the neighborhood.
4. That the site abuts
pavement type to carry the kind
streets and highways
of traffic generated
adequate in width and
by the proposed use.

5. That the granting of such Conditional Use Permit will not adversely
affect the comprehensive General Plan.
6. That the use applied for will not have a substantial adverse impact
on the environment.
Section 3. That for the foregoing reasons this Commission grants a
Conditional Use Permit to conduct bridge classes during the evening and Saturdays
upon the following conditions:
1. That classes may only be conducted during the evening hours and on
Saturday mornings and shall not be conducted during normal business hours (8:00
a.m. to 5:00 p.m. Monday through Friday).
2. Class size shall not exceed 40 students at anyone time.
3. That C.U.P. B6-15 shall not take effect until the owner and
applicant have executed a form available at the Planning Department indicating
awareness and acceptance of the conditions of approval.
7. Noncompliance with the provisions and conditions of this
Conditional Use Permit shall constitute grounds for the immediate suspension or
revocation of said Permit.
Section 4. The decision, findings and conditions contained in this
Resolution reflect the Commission's action of November 12, 1986 and the following
vote:

Section 5. The Secretary shall certify to the adoption of this Resolution

The applicant Is proposing to conduct bridge classes In the existing Bridge
Center. The subject site contelns 15,512 sQ. ft. of building; the Bridge
Center occupies 2,000 sQ. ft.
The appllcllnt has Indicated that he anticipates a maxImum of 40 students
per class. Classes will be conducted two eYenlngs a week and occasIonally
on Saturday morning.
There are forty-flye on site perking spaces.

The use of the site to conduct classes is a permitted use with en epproyed
conditional use permIt. Classes will be held during the hours when the other
businesses ere closed, therefore, ellmlnetlng any possIble parkIng conflicts
with the existing businesses on the site.

pursuent to the provisions of the California EnYlronmental Quality Act, the
Planning Depertment hes prepered an initlel study for the proposed project.
Seid Initial study did not disclose eny substentiel or potentielly substantlel
adverse change in eny of the physical conditIons within the erea affected by
the project including land, air, water, minerels, flora, fauna, ambient noise
end objects of hlstorfcel or aesthetlc slgnlflcence. Therefore, a NegetlYe
Declllratlon has been prepered for this project.

The Plennfng Depertment recommends approyal of C.U.P. 66-15 subject to
the followIng conditions:
1. Thet clesses may only be conducted during the eyenlng hours and on
