HomeMy WebLinkAbout1308 ... 1 - PLANNING COMMISSION RESOLUTION 1308 A RESOLUTION GRANTING COND!TIONAL USE PERMIT 86-1 TO ADD A 14,636 SQUARE FOOT BUILDING TO THE EXISTING SANT A ANITA CHURCH AND BARNHART SCHOOL AT 226 WEST COLORADO BOULEV ARD WHEREAS, on january 16, 1986, an application was filed by the Santa Anita Church to expand add a 14,636 square foot building to the existing church, Planning Department Case No. C.U.P. 86-1, on property located at 226 West Colorado Boulevard, more particularly described as follows: Portion of Lot I, Tract No. 949 in the City of Arcadia, Countv of Los Angeles, . , State of California. as per Map recorded in Book 17, Page 13 of Maps, in the Office of said County Recorder. WHEREAS, a public hearing was held on February II, 1986. at which time all interested pesons were given full opportunitv to be heard and to present evidence: i NOW, THEREFORE. THE PLANNING COMMISSION OF THE CIn OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted bv the Planning Department in the attached report is true and correct. SECTION 2. This Commission finds: 1. That the granting of such Conditional Use Permit will not be detrimental to the pUblic health or welfare, or injuriOUS to the property or improvements in such zone or vicinity. 2, That the use applied for at the location indicated is properly one for which a Conditional Use Permit is authorized. 3. That the site for the proposed use is adequate in size and shape to accommodate said use. and all yards, spaces. walls, fences, parking. loading, . . . - " J landscaping and other features required to adjust said use with the land and uses uses in the neighborhood. 4. That the site abuts streets and highways adequate in width and pavement type to carry thetind of traffic generated by the proposed use. 5. That the granting of such Conditional Use Permit will not adversely affect the comprehensive General Plan. 6. That the use applied for will not have a substantial adverse impact on the environment. SECTION 3 That for the foregoing reasons this Commission grants a Conditional Use Permit to add a 14,636 square foot building to the existing church upon the following conditions: 1. Conditions as outlined below from the Department of Public Works shall be complied with to the satisfaction of the Director of Public Worts. a. Driveways on Colorado Place shall be located so as not to conflict with mature parkway trees. b. Construct p,c.c. driveway apron according to Arcadia Standard Drawing No. S-Il. c. Obtain an Encroachment Permit for construction in State Highway (Colorado Plllce). d. No structure shall be erected on the existing sewer easement. 2. That a modification is granted for a 15 '-0" side yard setback from the Colorado Place property line in lieu of 35'-0" required (S5' from the centerline of Colorado Place in lieu of 70' required) 3. That there shall be a minimum 5'-0" landscape buffer between the parking area and the property line along Colorado Place. , I 2 1308 .. -, . 4. That a landscape and irrigation plan shall be sub mitted to the Planning Department for its review and approval prior to issuance of a building permit. 5. That the City's geologist shall approve the geologic study submitted by the applicant and the location of the proposed building prior to issuance of a building permit. 6. The proposed building shall comply with the fire safety regulations to the satisfaction of the Fire Chief. 7. That there shall be a minimum of 184 marked parking spaces on the site. 8. That C.U.P. 86-1 shall not take effect until the owner and applicant have executed a form available at the Planning Department indicating awareness and acceptance of the conditions of approval. 9. Noncompliance with the provisions and conditions of this Conditional Use permit shall constitute grounds for the immediate suspension or revocation of . said Permit. 10. That the school classes shall be limited to kindergarten through eighth grade. SEcrION 4. Since that time five conditional use permits have been approved for the following: C.U.P.68-44 C.U.P. 77 -13 C.U.P. 79-13 To add a two-story classroom For two temporary modular classrooms To add two new classrooms to replace the temporary modular classrooms To add four new classrooms To add a resource building/bookstore C.U.P, 81-11 C.U.P, 83-4 PROPOSAL Buildinll Information The Santa Anita Church is proposing to construct a two-story 14,636 square foot building which will contain classrooms, an assembly room (in the entry- foyer) and counseling offices. The building will be 23'-6" in height. The building will contain 13 classrooms which will accommodate a total of 76 students. The entry-foyer will serve as an assembly room and will have a maIimum occupancy of 100 seated persons. The counseling offices will be located in the two story section of the entry-foyer. The eIterior of the building will be white cement plaster with ceramic tile, tinted glass and bronze stripping. ' There is a special setback along Colorado Place of 75' from the center line of Colorado Place OS' from the property line). Portions of the proposed building will be'set back 1 S' from the Colorado Place property line. The building will be set back 10'-0" from the southeasterly property line. The eIisting buildings contain 49.491 square feet of floor area. This includes 11,265 square feet of bungalows, C.U.P. 86-1 February II, 1986 Page Z . - - ~ '} The total area of all buildings after construction of this new building will be 59,867. Parkinll There are a total of 184 parking spaces on the site. The new building will eliminate 133 parking spaces. However, the church is proposing to remove 4,260 square feet of the bungalows located along Colorado Place. The site will be restriped and new parking added which will provide a total of 184 parking spaces. There will be no loss or Rain in the oar kin\!. The applicant has indicated in their application that most of the new classrooms will be used for existing classes already on the site which are in overcrowded conditions. The applicant does not anticipate that the proposed addition will create an additional need for parking on the site, Section 9269,I3A requires a 5'-3" landscape buffer between parking areas and property lines which are located adjacent to a public street. A landscape area should be provided adjacent to the three northwesterly parking stalls (adjacent to Colorado Place), , Attached is a parking survey which was conducted on the site during the peak hours of usage (Sunday services). SPECIAL INFORMATION The church and school are located within the Alquist Priolo Special Studies Zone. A geOlogic study has been prepared for the site and based upon said study, the possibility of fault rupture occurring beneath the building during the life of the structure is considered to be very low. However, said study has not been reviewed by the City's geologist. Prior to issuing a building permit the City's geologist should confirm that tlte building may be constructed as per the plans on file. The subject site is located within the City's redevelopment area, These plans have been reviewed by the agency staff and their comments are attached. Prior to issuance of a building permit the plans will have to be submitted for Agency Design Review, c.U.P. 86-1 February II, 1986 Page 3 . I . ~ ,} ANALYSIS The church and school are permitted uses in the R- 3 zone with an approved conditional use permit According to the church representatives there are only a few times during the year when the church utilizes the entire parking lot. The parking survey submitted by the applicant notes there have been a maximum of 220 cars on the site. When necessary. the unpaved play area (noted as landscaped area on the site plan) is u~ed for additional parking. The schoOl activities are conducted primarily during the week when the church is not in use. Based on the uses to be located in this building (primarily classrooms and counseling offices), staff does not believe the construction of this building will generate additional traffic to the site during the peak Sunday services. Prior to issuance of the building permit. the geOlogic study should be reviewed and approved by the CitY's geologist The applicant is requesting a modification to the special setback along Colorado Place from 35' to 15'. The office building to the northwest obtained .a modification for a 10' side yard setback for the subterranean parking area. a 20' side yard setback for the first floor and a 14' side yard setback for the second floor along Colorado Place. The Public Works' Department has no objections to the encroachment into the special setback. Pursuant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the pro}ec\ including land, air, water, minerals, flora, fauna, ambient noise and objects of historical or aesthetic significance. Therefore. a Negative Declaration has been prepared for this project. RECOMMENDA nON The Planning Department recommends approval of C.U.P, 86-1 subject to the following conditions: C.U.P.86-1 February 11. 1986 Page 4 1. Ten copies of the site map, landscaping plan and elevations will be required which clearly identify distances, materials to be used and colors employed. Additionally, one accurately colored rendering or elevation page will be needed for display purposes. Without extensive analysis, Agency staff has the following concerns about the plans submitted: 1. That the new building is constructed such that it is compatible with the surrounding building and general character of the area. - 2. That parking is adequate. Staff notes that there is no net increase in parking while total available building area is in- creased by over 10,000 square feet. 3. The applicants are currently conducting a geologic study, Based on this study, staff will determine if there is a problem with the proposed building location, Several studies done on this site in the past have now shown any fault traces on this site, 6a. Increases in existing noise levels. The additional building on the subject site may increase the noise level due to increased traffic. However, according to the applicant, the construction of this building will not increase the number of people coming to the site, but better facilitate their existing needs, 7. Light and Glare. The proposal may result in new light and glare as a result of the building. However, this should not impact any adjoining properties because the adjoining properties to the south are developed with the Motel 6 and property to the north is developed with an office buil di ng, 12. It is mostly black topped, but does have generous amount of trees along the street, and other landscape. The nevI school \.Ii 11 cut off that vie\" of the blacktop, and 1,Ii 11 enhance the landscapping beyond the tree I ine. The drive\"ay into the site, both at the school area and to the small building cluster, on the North of the property, are not very visable and do not conform to City entery standards. This will be re-developed to clear that situation and create a better on site traffic flow. It should also alleviate the back up problem that can occur onto Colorado Place as persons enter the site. There is no view of this project from the North or the Eas~. It will be visable from the motel to the South, but wi II not create any offensive view to that motel.
