A RESOLUTION GRANTING CONDITIONAL USE PEnHT 85-23 AND
RELATED MODIFICATIONS TO CONSTRUCT AND OPERATE A PUBLIC
STORAGE FACILITY WITH A SECURITY MANAGER'S UNIT ON THE
SOUTH SIDE OF LOWER AlUSA ROAD, EAST OF ROSEGLEN

WHEREAS, on December 23, 1985, an application was filed by Public Storage,
Inc. to construct and operate a public storage facility with a security manager's unit,
Planning Department Case No. C.U.P. 85-23, on property located on the south side of
Lower Azusa Road, east of Roseglen, more particularly described in attached Exhibit
"A".
WHEREAS, a publiC hearing was held on, January 14, 1986, at which time all
interested pesons were given full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RESOLVES AS FOLLOWS:
. Section I. That the factual data submitted by the Planning Department in the
attached report is true and correct.
Section 2. This Commission finds:
1. That the granting of such Conditional Use Permit will not be detrimental to
the public health or welfare, or injurious to the property or improvements in such
zone or vicinity. It was the consensus of the Commission that the proposed use was
a low-traffic generator and is a less intense use than the typical industrial
development for which the property is zoned.
2. That the use applied for at the location indicated is properly one for which
a Conditional Use Permit is authorized.

3. That the site for the pmposed use is adequate in size and shape to
. accommodate said use, and all yards, spaces, walls, fences, parkin;;, loadinr;,
landscaping and other features requited to adjust said use with tile land and uses
uses in the neighborhood, The operation of a self-storage facility does !lot need the
amount of parking that other permitted uses in the industrial zone require.
Typically businesses in an industri:'ll zone are engaged in processing, assembling,
manufacturing and warehousing of products which requires parking for employees,
The parking needs for a self -storage facility are limited to persons paying their
monthly bills and persons making inquiries. All loading and unloading of material is
done at the storage unit.
4. Lower Azusa Road is designated as a major arterial on the General Plan and
is adequate in width and pavement type to carry the limited amount of traffic
generated by this use.
5. That the granting of such Condiiional Use Permit will ~ot adversely affect
". the comprehensive General Plan since the General Plan designaiion for this site is
industrial.
6. That the use applied for will not have a substantial adverse impact on the
environment.
Section 3. That for the foregoing reasons this Commission grants a Conditional
Use Permit to construct and operate a public storage facility with a security
manager's unit upon the following conditions:
1. That the use may be serviced by a septic tank which shall be designed
and installed to the satisfaction of the Director of Public Works.
2. That Fire safety shall be provided to the satisfaction of the Fire Chief.

3, That the site for the proposed use is adequate in size alid shape to

manager's unit.
7. That outdoor storage of any kind shaH be prohibited unless a conditional

8. That the security manager's unit shall be occupied only by the manager
who is employed to manage the self -storage facility and his/her family.
9. That the security manager's unit and self -storage facility shall be
maintained as per the plans on file in the Planning Department.
10. That a modification shall be granted for 11 parking spaces in lieu of 126
parking spaces required.
11. That a maximum 6'-0" high wall shall be located along the perimeter of
the property in lieu of a 6'-8" high wall with barbed wire on top as requested by
the applicants.
12. That the landscaped areas adjacent to the buildings shall be bermed.

13. That a landscape fond irrigation plan shall be submitted to the Planning
.. Department for its revie'l:! and approval prior to issuance of any building permits.
14. That the buildinus shall be earth tone in color and said final color scheme
shall be approved by the Planning Department.
15. That C.U.P. g )-23 shat! not take effect until the owner and applicant have
executed a form available at the Planning Department indicating awareness and
acceptance of the conditions of approval.
17. Noncompliance with the provisions and conditions of this Condit
ional Use permit shall constitute grounds for the immediate suspension or
revocation of said Per mil.
Section 4. The decision, findings and conditions contained in this Resolution
reflect the Commission's action of January 14, '1986 and the fOllowing vote:

This project is proposed to be constructed on Parcel I of Tentative Parcel
Map 85-16.
Buildin2 Information
The applicant is proposing to construct a 62,800 square foot self -storage
facility consisting of five one-story storage buildings and a one-story storage
building with a security manager's unit, office and public restrooms. Each of
the single-story buildings will be a maximum of 13'-0" in height.
The buildings will be tilt up concrete panels painted a Lamswool color. The
Lower Azusa Road elevation will be textured concrete tilt-up panels with a
clear seal alternating with smooth concrete tilt-up panels painted a
Lamswool color.
The security manager's unit will have two bedrooms and contain
approximately 1-,-300 square feet. The attached office will contain 200
square feet. The pUblic restrooms will be located adjacent to the security
manager's unit. Two enclosed parking spaces for the security manager's unit
will be located at the west end of Building "C",
The buildings will have a minimum setback of 10'-0" from the front
property line on Lower Azusa Road.
ParkinS!. LandscaoinS! and Walls
Entrance to the site will be from a 30' wide driveway located along Lower
Azusa Road at the southwest portion of the site. There will also be two 20'
wide emergency entrances from Lower Azusa Road along the northwest
portion of the site.
The driveway aisle widths vary from 20' (between Buildings C and D) to a
maximum width of 30' (between buildings C, D and E and C, D and A).
The City's Zoning Ordinance does not address parking requirements for self-
storage buildings. Industrial uses require two parking spaces per 1,000 sq.
ft. of gross floor area. Based upon the industrial parking requirements, 126
parking spaces would be required for the proposed use. The applicant is

. requesting a modification for II parking spaces in lieu of 126 spaces
required. These eleven parking spaces will be located outside the security
gate, adjacent to the main entry,
The subject site is proposed to be secured by a 6'-0" block wall with three
strands of barb wire on top, for a total height of 6'-8".
Landscaping will be provided along Lower Aiusa Road and areas adjacent to
the southeasterly and northwesterly property lines.
SPECI AL INFORMA nON
In April, 1985, the Planning Commission granted a modification (M-85-28)
for five parking spaces in lieu of 308 spaces required for a 153,775 square
feet self -storage facility on the east side of Peck Road.
At that time staff contacted nine municipalities which have self -storage
facilities. These cities had facilities ranging from 70,000 to 180,000 SQ. ft.
with a maximum-of 5 to II parking spaces. It was the opinion of each of
these Cities that the parking was more than adequate for the facilities
located within their cities.

Sewer service to the site must be provided by the City of El Monte. The E1
Monte staff has advised us that they will not extend the sewer service to this
property.
CheSler Howard, Director of Public Works has advised us that for a self-
storage complex with low sewage flow, a septic tank would be acceptable.
However, said tank should be installed to allow for future hook-up to a
sewer system at a later date.
The property is serviced by the San Gabriel Valley Water Company. They
have noted that "water mains can be extended to serve the property upon
completion of appropriate arrangements for water service by the developer."
ANALYSIS
The M-2 zone requires that all uses and buildings must be approved by the
Planning Commission through the conditional use permit procedure. This

. allows the City to review and control development and land uses within the
M-2 zone.

It is staff's opinion that this is an appropriate use for the subject site and
less intense than the typical industrial development.
Staff feels that the requested parking modification is appropriate for the
type of use. .
The operation of a self-storage facility does not need the amount of parking
that other permitted uses in the industrial zone require. Typically,
businesses in an industrial zone are engaged in processing, assembling,
manufacturing and warehousing of products which requires parking for
employees. The parking needs for a self -storage facility are limited to
persons paying their monthly bills and persons making inquiries. Allloading
and unloading of material is done at the storage unit.
Staff is concerned with the appearance of 6'-8" high wall with barbed wire
fencing. It is staff's opinion that a higher wall would be more desirable and
appropriate than a wall with barbed wire and, therefore, would recommend
that a wall not to exceed 10'-0" in height be allowed.
If the Commission approves the 6'-8" high wall with barbed wire, staff
would recommend that dense landscaping be provided in the areas adjacent
to the wall to mitigate the appearance of the wall and barbed wire fencing.
Said landscaping should be at a height which would screen the barbed wire
on the wall.
Also, in order to enhance the appearance of the site. staff would further
recommend that the landscaped area along Lower Azusa Road adjacent to
the buildings be bermed. .
Pursuant to the provisions of the California Environmental Quality Act, the
Planning Department has prepared an initial study for the proposed project.
Said initial study did not disclose any substantial or potentially substantial
adverse change in any of the physical conditions within the area affected by
the project including land, air, water, minerals, flora, fauna, ambient noise
and objects of historical or aesthetic significance. Therefore, a Negative
Declaration has been prepared for this project.

. RECOMMENDA nON
The Planning Department recommends approval of c.U,P. 85-23 subject to
the following conditions:
I. Conditions as outlined in the attached report from the Department of
Public Works shall be complied with to the satisfaction of the
Director of Public Works. '
2. That the septic tank shall be designed and installed to the
satisfaction of the Director of Public Works.
3. That Fire safety shall be provided to the satisfaction of the Fire Chief.
4. Water service shall be provided to the satisfaction of the San Gabriel
Valley Water Company.
S. That this Conditional Use Permit shall not take effect until Tentative
Parcel Map 85-16 (Parcel Map No. 17535) is recorded in the County
Recorder's office.

6. That a restrictive covenant, or other appropriate agreement as
deemed necessary by the City Attorney, be provided to insure that
the proposed buildings shall remain self-storage as per the plans on
file and that it shall not be subdivided for individual industrial users
or used as an industrial warehouse or have any office or retail

Arcadia Municipal Code.

Gentlemen:
This is in response to your letter dated December 24, 1985
concerning furnishing water service to the storage facility proposed for
development at the subject location.
Water mains can be extended to serve the property upon
completion of appropriate arrangements for water service by the
developer. Preliminary estimates of the cost of installing water
facilities can be furnished after the fire department has determined the
fire flow requirements associated with the proposed development and has
established the locations and type of fire hydrants to be installed.

The City of E1 Monte is the agency the applicant must contact in regard
to sewer service. In the past, El Monte has refused to extend sewer
service to this property.
For a self storage complex, with low sewage flow, a septic tank is a
possibil ity.
Concerning water, the City of Arcadia Water Deparment does not supply
service at the above-mentioned location. The applicant must contact
San Gabriel Valley Water Company located in El Monte.

Changes in absorption rates, drainage patterns, or the rate and amount'
of surface water runoff. The subject site is a vacant parcel. The
construction of a storage facility on the site will alter the absorption
rates, drainage and surface water runoff. However, a grading and
drainage plan must meet specific code requirements and be approved
by the City's Public Works Department.

Will the proposal result in increases in eIisting noise levels, During
the construction phase of this project it is anticipated that the noise
levels will increase due to construction of the project. However,
because of the type of use, it is anticipated that there will not be a
significant long-term increase in noise levels.
7.
Light and Glare. The proposed project will produce new light in the
area since.1he subject site is currently vacant. However, there should
be a minimum impact on adjacent properties. The property to the
north is a depleted gravel pit, property to the east is the San Gabriel
River and property to the south is vacant property zoned M-Z. The
impact of light and glare on these properties will be insignificant.
8. The proposed project is a substaotial alteration from the present
vacant land use, However, the site is zoned M-2 which permits
industrial uses with an approved conditional use permit and said use
is consistent with the general plan designation of industrial.
13a. Transportaton and Circulation. Because the site is vacant any
development of this property will result in a substantial increase in
the traffic to the site. However, a pUblic storage facility is a less
intensive use than a normal industrial development and generates
much less traffic.
16d. The City of El Monte is the agency to provide sewer service to this site.
However, El Monte has refused to eItend sewer service to this
property, therefore, this property will be serviced by a septic tank.
