A RESOLUTION GRANTING CONDITIONAL USE PERMIT 85-20 TO
EXPAND THE EXISTING AUTOMOBILE DEALERSHIP AT 333-421 EAST
HUNTINGTON DRIVE BY CONSTRUCTING A NEW SHOWROOM
WHEREAS, on November 15, 1985, an application was filed by Arcadia Suzuki,
Inc. to expand the existing automobile dealership by constructing a new showroom,
Planning Department Case No. C.U.P. 85-20, on property commonly known as 333 421
East Huntington Drive, more particularly described in attached Exhibit "AU.
WHEREAS, a pUblic hearing was held on December 10, 1985 at which time all
interested persons were given full opportunity to be heard and to present evidence:
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HREEBY RESOL VES AS FOLLOWS:
Section L -That the factual data submitted by the Planning Department in the
attached report is true and correct.
Sgction 2. This Commission finds:
1. That the granting of such Conditional Use Permit will not be
detrimental to the public health or welfare, or injurious to the property or
improvements in such zone or vicinity.
2. That the use applied for at the location indicated is properly one for
which a Conditional Use Permit is authorized.
3. That tho site for tho proposod uso is adoquate in SWl and shapo to
accommodate said use, and all yards, spaces, walls, fences, parking, loading,
landscaping and other features required to adjust said use with the land and uses
uses in the neighborhood.
4. That the site abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the proposed use.

~. That the granting of such Conditional Use Permit will not adversely
affect the comprehensive General Plan.
6. That the use applied for will not have a substantial adverse impact on
the environment.
Section 3. That for the foregoing reasons this Commission grants a
Conditional Use Permit to allow the expansion of the existing automobile
dealership upon the following conditions:.
I. That the following conditions of approval shall be required if the applicant
does not proceed with CU.P. 8~-4 and P,P.R. 8~-1.
2. Provide all necessary easements and install all utilities underground.
3. That the applicant provide a Y-O" wide landscape buffer extending from the
westerly end of the existing planters easterly to the Los Angeles County FlOOd Control
right-of-way. Said landscape buffer may be located either on the applicant's property
or on the pUblic right-of-way immediately adjacent to the applicant's property. if such
location and installation is approved by Cal Trans. If the landscape buffer is to be
located in the public right-of-way. all of the existing asphalt sidewalk areas located
between the landscape buffer and the curb shall be replaced with cement sidewalks,
to the satisfaction of the Director of Public Works. Also, if the landscape buffer is
located in the public right-Qf -way. the applicant: (I) shall have no vested right to the
use of said right-of-way; (2) shaH providl! insurance to the satisfaction of the City
Attorney; (3) shall maintain such landscape buffer to the satisfaction of the Director of
Planning; (4) that such landscape buffer improvements shall not be considered as
adding to the value of the adjacent private property in the event of acquisition by the
City of Arcadia or Arcadia Redevelopment Agency, and there shall be no compensation
paid for such improvements.
4. That the Planning Commission recommends that the Oty Council grant a
modification for the interior landscaping to be less than the 10\ required by code.

S. That an irrigation and landscape plan indicating the plant species, quantities,
location. sizes, etc. shall be submitted to the Planning Department for its review and
approval prior to issuance of the building permit Said plan shall include: (I) the
seven (7) potted plants to be located in the existing canopy area, (2) the :5'_0"
landscape buffer along the easterly portion of the property adjacent to Huntington
Drive and (3) the planter area around the pole sign as required in M-84-76.
6. That these landscape areas shali be completed prior to occupancy of the
showroom and shall be maintained as long as the dealership is in operation.
7. That all new signs shall comply with code.
8. That the planter wall adjacent to Huntington Drive shall be repaired.
9. That C.U.P. 8~-20 and P.P.R 8~-2 shall not take effect until the owner and
applicant have executed a form available at the Planning Department indicating
awareness and acceptance of the conditions of approval.
10. Noncompliance with the prOVisions and conditions of this Conditional Use
permit shall constitute grounds for the immediate suspension or revocation of said
Permit
Section 4. The decision, findings and conditions contained in this
Resolution reflect the Commission's action of December 10, 1985 and the
following vote:
AYES: Commissioners Fee, Harbicht, [ovacic, Szany and Dixon
NOES: None
ABSENT: Commissioners Hedlund and Galinski
Section 5. The Secretary shall certify to the adoption of this Resolution
and shall cause a copy to be forwarded to the City Council of the City of Arcadia.

HISTORY
on May 8, 1985. the City Council approved Conditional Use permit 85-4 and Precise
Plan Review 85-1 to add a new AMC/Jeep/Renault showroom to the existing
automobile dealership. This proposed showroom is to be constructed of block with
tinted glass windows and will have a spanish tile room. An open wood tre~s will be
located along the front of the building. .
PROPOSAL
~
The applicant is proposing to construct a 636 square foot showroom for its Suzuki
dealership which will incorporate part of an existing building containing 1.550 square
feet. The building will be remodeled to incorporate the new showroom and patio.
The elterior of the building will be stucco with tinted glass windOWS and will have a
spanish tile roof. An open wood trellis will be located along the front and a patio
structure will be located on the westerly side of the building. The building will be
approximately 18'-0" in height and the patio structure will be approximately 10'-0" in
height. ' .
The CPD-l zone requires a mlnlmum of 10' of the site to be landscaped with a
minimum of 3' of the required landscaping to be located in the parking area. The
code also requires that there shall be a street side setback of 10' and that the
"required street side setback(s) shall be landscaped except those areas utiliZed for
driveways and walkways". The City Council may. by majority vote grant modifications
to the CPD-I requirements.
The City COunell in its consideration of the previous conditional use Permit (C.U.P. 85-
4) and precise plan review (P.P.R. 85-1) set forth the following conditions in Resolution
1284:
1. Provide all necessary easements and install all utilities underground to the
satisfaction of the Director of PublicWorks.
2. That the applicant provide a 5'-0" wide landscape buffer eltending from the
westerly end oC the existing planters easterly to the Los Angeles County Flood
Control right-of-way. Said landscape buffer may be located either on the
applicant's property or on the public right-of-way immediately adjacent to
the applicant's property. if such location and installation is approved by Cat
Trans. If the landscape buffer is to be located in the public right-of-way, all
of the existing asphalt sidewalk areas located between the landscape buffer
and the curb shall be replaced with cement sidewalks. to the satisfaction of

showroom. If, however, the applicant does not proceed with the construction of said
showroom, it is staff's opinion that proposed Conditional Use Permit 85-20 and the
Precise Plan Review 85-2 should be subject to the same conditions of approval.
This property is within the redevelopment area and design review by the
Rdevelopment Agency will be necessary.

As per the CPD-l Ordinance, this zone is "intended to promote appropriate commercial
land uses and encourage the highest possible quality of design and environment, to
coordinate developments on adjacent parcels of property, in order to achieve a
functionally and visually integrated development."t

. The desiRn of this building is consistent with the design of the proposed
AMC/jeeplRenault shOwroom. It is also consistent with the design or the Embassy
Suites hOtel whiCh has a Spanish Mediterranean treatment.
Staff has reviewed the plans and elevations and believes that the proposed project
complies with the architectural Considerations set forth in the precise plan review
procedure.
The findings of the Planning Commissien will be forwarded to the City Council. The
Council is required to hold a noticed hearing and will consider the Commission's
findings and any public testimony before acting on the Precise Plan.
The proposed plans have been reviewed by the Redevelopment Agency staff and their
comments are attaChed.
Pursuant to the provisions of the California Environmental Quality Act, the PlAnning
Department has prepared an initial study for 'the proposed project. Said initial study
did not disclose any substantial or potentially substantial adverse change in any of the
physical conditions within the area affected by the project including land, air. water,
minerals, flora, fauna, ambient noise and objects of historical or aesthetic significance.
Therefore, a Negative Declaration has been prepared for this project.

RBCOMMENDA nON
The Planning Department recommends approval of C.U.P. 85-20 and P,P.R. 85-2. The

It is Redevelopemnt staff's uhderstanding that the City Council
will consider the C.U.P. at its January 21, 1986 meeting. This
item will also be considered by the Agency as part of its formal
Design Review at the same meeting. For this, the Applicant will
be required to submit 10 copies of the proposed plan as well as
a colored rendering or colored elevation by Tuesday, January 7r
1986. Any comments by the Planning Commission and/or Planning
staff regarding Design Review will be needed by January l5, 1986.
Agency staff is concerned with the. Applicant's lack of compliance
with the conditions of approval of previous Planning Commission,
City Council and Agency actions, Specifically, the landscaping
requirement contained in M-84-76 has not been met to date. Ap-
plicant should anticipate that the M-84-76 landscaping requirement
will be included again as a condition of approval of the January
21, 1986 Design Review. Additionally, the landscaping requirements
contained in C.U.P. 85-4 and PPR85-1 will be recommended as a
condition of approval in C.U,P. 85-2 and PPR85-2. (We are assuming
that all of the above required work is being consolidated into
one construction contract to be completed when all conditions
are known,)
M-84-76 currently allows the Applicant 632 square feet of sign
area for two free-standing signs in lieu of the 350 square foot
maximum.
We are aware that the Applicant is obtaining a Suzuki dealorship
and we expect that he will soon apply for a sign permit for Suzuki.
Given his current excess signage, Redevelopemnt staff would not
recommend the erection or installation of a new sign for Suzuki
without an equal reduction in sign face area on the existing signs.
