A RESOLUTION GRANTING CONDITIONAL USE PERMIT 85-19 TO ADD
1.000 SQUARE FEET OF OFFICE SPACE TO THE EXISTING MOTEL AT 130
WEST HUNTINGTON DRIVE
WHEREAS. on September 5. 1985. an application was filed by Charles P. Bluth
to add 1,000 square feet of office space to an existing motel Planning Department
Case No. C.U.P. 85-19, on property located 130 West Huntington Drive, more
particularly described as follows:
Part of Lot 5, Tract No. 949 in the City of Arcadia, County of Los Angeles, State .
of California as per map filed in Map Book 17, Page 13 in the County
Recorder's Office.
WHEREAS, a pUblic hearing was held on September 24,1985, at whiCh time all
interested pesons were given full opportunity to be heard and to present evidence;
e NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA
HEREBY RESOL VES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning Department in the
attached report is true and correct.
Section 2. This Commission finds:
I. That the granting of such Conditional Use Permit will not be detrimental to
the publiC health or welfare, or injurious to the property or improvements in such
zone or vicinity.
2. That the use applied for at the location indicated is properly one for which
a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in siZe and shape to
accommodate said use, and all yards, spaces, walls, fences, park.ing, loading,

. landscaping and other features required to adjust said use with the land and uses
uses in the neighborhood.
4. That the site abuts streets and highways adequate in width and pavement
type to carry the kind of traffic generated by the proposed use.
5. That the granting of such Conditional Use Permit will not adversely affect
the comprehensive General Plan.
6. That the use applied for will not have a substantial adverse impact on the
environment.
Section 3. That for the foregoing reasons this Commission grants a Conditional
Use permit to add 1,000 square feet of office space to the existing motel.
1. That aU driveways not in use with the exception of the emergency access
driveway shall be permanently closed.
2. That the site shall be improved as per the plans on file.
. 3. That C.U.P. 85-19 shall not take effect until the owner and applicant have
. executed a form available at the Planning Department indicating awareness and
acceptance of the conditions of approval.
4. Noncompliance with the provisions and conditions of this Conditional Use
Permit shall constitute grounds for the immediate suspension or revocation of said
Per mit.
Section 4. The decision, findings and conditions contained in this Resolution
reflect the Commission's action of September 24, 1985 and the following vote:

GENERAL PLAN DESIGNATION:

HISTORY
The motel. coffee shop and banquet rooms were constructed in 1956, prior to the
requirement for a conditional use permit.

On August 13, 1974, Conditional Use Permit 74-12 was approved to modernize the
existing coffee shop. In September, 1974 Conditional Use Permit 74-15 was
granted to remodel the existing food service area, including the coffee shop,
banquet room and dining room. No alterations were done to the motel and,
therefore, a conditional use permit was not required for the motel use.
The applicant, Mr. Bluth, has recently purchased the motel and is upgrading the
rooms, building exterior and the grounds.
PROPOSAL

Mr. Bluth is proposing to remodel the lobby area and add a second story office
containing approximately 1,000 sq. f1. of floor area.
The building facade will be redone in material compatible with the new facade of
the motel wings, i.e., brick veneer and brick columns with cream colored stucco
walls.

Miscellaneous Information
The coffee shop is being converted into a banquet/meeting room.
The City Council at its September 3, 1985 meeting approved the Design Review for
the proposed addition.

Access to the site willbefrom one driveway off of Huntington Drive (westbound).
This access is located south of the lobby area. The southeasterly driveway will be
used for emergency purposes only. The two other driveways located along west-
bound Huntington Drive will be permanently closed.
ANALYSIS

A hotel is a permitted use in the C-2 zone.
It is staff's opinion that the addition is minor and will not increase the need for on-
site parking. The proposed alterations to the building and to the site will
significantly enhance the area.
Pursuant to the prOVisions of the California Environmental Quality Act. the Planning
Department has prepared an initial study for the proposed project. Said initial
study did not disclose any substantial or potentially substantial adverse change in
any of the physical conditions within the area affected by the project including
land, air, water, minerals, flora, fauna. ambient noise and objects of historical or
aesthetic significance. Therefore, a Negative Declaration has been prepared for this
project.
RECOMMENDA nON
The Planning Department recommends approval of C.U.P. 8S-19 subject to the
follOWing conditions:

That all driveways not in use with the exception of the emergency
