AUGUST 13, 1985 . 4t TO: FROM: ARCADIA CITY PLANNING COMMISSION PLANNING DEPARTMENT WILFRED E.WONG, ASSISTANT PLANNER CONDITIONAL USE PERMIT 85-14 CASE NO.: GENERAL INFORMATION APPLICANT: Jordan Architets, Inc. LOCATION: REQUEST: 5630 Peck Road Conditional use pennit for a resident manager's dwelling unit within a self-storage facility. 169,586 square feet (3.89 acres) Approximately 450 feet along Peck Road LOT AREA: FRONTAGE: EXISTING LAND USE & ZONING: Vacant; zoned M-1 & D SURROUNDING LAND USE & ZONING: North:. West: East: Sout h : Vacant; City of Irwindale Light Industrial Buildings; zoned M-1&D Horse Stables; zoned M-1&D Light Indutrial Building and Horse Stables; zoned M-l&D GENERAL PLAN DESIGNATION: Commercial/Industrial BACKGROUND The Planning Commission at its April 23, 1985 meeting voted 5 to 0 with two members absent to approve M-85-28, a request to modify the industrial parking standards for the proposed self-storage facility at 5630 Peck Road. There will be eleven buildings totaling 153,775 square feet. Buildings at the perimeter will be single-story, 12'-0" in height, while the interior buildings will be two- stories, 19'-6" in height. Surrounding the site will be a 6'-0" high block wall with a 10'-0" wide landscape buffer along Peck Road. Three trash enclosures will be situated within the project. An emergency entrance wi 11 be provided at the north end of the site for the Fire Department. Driveways will be 22 '-0" to 30'-0" in width, which exceeds the minimum requirement of 20'-0" for two-way traffic. C. U.P. 85-14 8113/85 Page 1 ~ ANALYSIS The only change to the project that was previously approved (M-85-28) by the Commission would be the addition of a resident manager's dwelling unit. The two-bedroom, two-bathroom dwelling will contain approximately 1,075 square feet and an attached two-car garage. There will also be an attached 310 square foot office/public counter area. Residential uses in cOnjunction with a commercial or industrial development are permitted with an approved conditional use permit, It is staff's opinion that the proposal would be appropriate for the development. Pursuant to the provisions of the California Env1ronmental Qua11ty Act, the Plann1ng Department has prepared an initial study for the proposed project. Said init1al study d1d not disclose any substantial or potent1ally substantial adverse change in any of the phys1cal condit10ns wi thi n the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthet1c s1gnificance. Therefore, a Negative Declaration has been prepared for th1s project. RECOMMENDATION The Planning Department recommends approval of C.U.P, 85-14 subject to the follow1ng cond1tions: 1. The memorandum dated July 26, 1985 from the Department of Public Works shall be complied w1th to the satisfaction of the D1rector of Public Works, . , 2. That the development shall comply with the cond1tions of approval requi red by M-85-28. ' The dwelling unit on the subject site shall only be occup1ed by the managor who is omployed to manage the self-storage faCility, and his/hor family. Tho res1dent manager's dwelling unit and self-storage fac1lity shall be maintained as per tho plans on f11e in the Plann1ng Dopartment. That C,U,P. 86-11 shall not tako effoet until ownllr and dpplicdnt hdve executed a form ava11dblll at tnll Pldnning Dopartmont indicating awaroneuu dnd accoptanclI of the conditionB of approval, Noncompliance with the proviuions and conditions of this Conditional Use ?lIrmit shall conBtitute grounds for the immlld1ate uuspension or rllyocation of uid ?llrmlt. 3, 4. 6. 6. C,U,P, 85-14 8/13/85 Page 2 ~ FINDINGS AND MOTIONS Approva I If the Planning Commission intends to take action to approve this project, the Commission should move to approve and file the Negative Declaration and find that the project will not have a significant effect on the environment and direct staff to prepare the appropriate resolution incorporating the specific findings and conditions of approval set forth in the staff report (or as modified by the Commission). . ~ Deni al If the Planning Commission intends to take action to deny this project, the Commission should move to deny and direct staff to prepare an appropriate resolution incorporating the Commission's decision and findings in support of that deci s ion.
