PLANNING COMMISSION RESOLUTION NO. 1296
A RESOLUTION GRANTING CONDITIONAL USE PERMIT 85-14 FOR A
RESIDENT MANAGER'S UNIT WITHIN A SELF-STORAGE FACILITY AT
5630 PECK ROAD.
WHEREAS, on July 22, 1985, an appl ication was filed by Jordan Architects,
Inc. to permit a resident manager's dwelling unit within a self-storage facility,
Planning Department Case No. C.U.P. 85-14, on property commonly known as 5630
Peck Road, more particularly described as follows:
Parcell:
Lots 371 through 394, inclusive and 613 through 630, inclusive of the
Chicago Park Tract, in the City of Arcadia, in the County of Los
Angeles, State of California, as per Map recorded in Book 30 Page 100
of Miscellaneous Records, in the Office of the County Recorder of said
Coun ty .
A portion of the above-described land; s shown as Parcel 3 on the
Record of Survey fil ed in Book 84 Pages 33 and 34 of Record of Surveys
and is also shown as Parcel 4 on the Record of Survey filed in Book
82, Pages 10 and 11 of Record of Surveys, both in the Office of the
County Recorder of said County.
Parcel 2:
That portion of the northeasterly one-half of Dearborn Street, 50 feet
wide, lying between a line parallel with and distant 50 feet
southeasterly of the center line of Peck Road and the southwesterly
prolongation of the southeasterly line of Lot 630 of said Tract, as
vacated by Resolution of the City of Arcadia recorded February 21,
1975 as Instrument No. 3572.
Parcel 3:
Lots 856, 857, 858, 859,860,861 and 862, of Chicago Park Tract, in
the City of Arcadia, in the County of Los Angeles, State of
California, as per Map recorded in Book 30 Pagels) 100 of
Miscellaneous Records of said County.
Except that portion of Lot 856 described as follows:
Beginning at the northwesterly cornor of said lot; thence south
68021'east 35 feet; thence south 66 39'owest 21.21 feet; thence south
21 39' west 118.4 feet; thence north 6821' west 20 feet to tho
southeasterly line of Peck Road, 60 feet wide; thence north 21 39'
east 133.4 feet, more or less, along last mentioned line to the point
of begi nni ng.

WHEREAS, a public hearing was held on August 13, 1985 at which time all
interested persons were given full opportunity to be heard and to present
.
evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY
RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning Department in
the attached report is true and correct.
Section 2. This Commission finds:
1. That the granting of such Conditional Use Pennit will not be
detrimental to the public health or welfare, or injurious to the property or
improvements in such zone or vicinity.
2. That the use applied for at the location indicated is properly one
for which a Conditional Use Pennit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use, and all yards, spaces, walls, fences, parking, loading,
landscaping and other features required to adjust said use with the land and uses
in the neighborhood.
4. That the site abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the proposed use.
5. That the grant i ng of such Condit ional Use Pennit wi 11 not adversely
affect the comprehensive General Plan.
6. That the use applied for will not have a substantial adverse impact
on the environment.

Section 3. That for the foregoing reasons this Commission grants a
conditional use permit for a resident manager's dwelling unit upon the following
conditions:
1. The memo randum da ted Ju 1y 26, 1985 from the Depa rtment of Pub 1 i c
Works shall be complied with to the satisfaction of the Director of Public Works.
2. That the development shall comply with the conditions of approval
required by M-85-28.
3. The dwelling unit on the subject site shall only be occupied by the
manager who is employed to manage the self-storage facility, and his/her family.
4. The resident manager's dwelling unit and self-storage facility shall
be maintained as per the plans on file in the Planning Department.

5. That C.U.P. 85-14 shall not take effect until owner and applicant
... have executed a form available at the Planning Department indicating awareness
and acceptance of the conditions of approval.
6. Noncompliance with the provisions and conditions of this Conditional
Use Permit shall constitute grounds for the immediate suspension or revocation of
said Permit.
Section 4. The decision, findings and conditions contained in this
Resolution reflect the C~mission's action of August 13, 1985 and the following
vote:

GENERAL PLAN

BACKGROUND
The Planning Commission at its April 23, 1985 meeting voted 5 to 0 with two
members absent to approve M-85-28, a request to modify the industrial parking
standards for the proposed self-storage facility at 5630 Peck Road. There will
be eleven buildings totaling 153,775 square feet. Buildings at the perimeter
will be single-story, 12'-0" in height, while the interior buildings will be two-
stories, 19'-6" in height.
Surrounding the site will be a 6'-0" high block wall with a 10'-0" wide landscape
buffer along Peck Road. Three trash enclosures will be situated within the
project. An emergency entrance wi 11 be provided at the north end of the site for
the Fire Department. Driveways will be 22 '-0" to 30'-0" in width, which exceeds
the minimum requirement of 20'-0" for two-way traffic.

~ ANALYSIS
The only change to the project that was previously approved (M-85-28) by the
Commission would be the addition of a resident manager's dwelling unit. The
two-bedroom, two-bathroom dwelling will contain approximately 1,075 square feet
and an attached two-car garage. There will also be an attached 310 square foot
office/public counter area.
Residential uses in cOnjunction with a commercial or industrial development are
permitted with an approved conditional use permit, It is staff's opinion that
the proposal would be appropriate for the development.
Pursuant to the provisions of the California Env1ronmental Qua11ty Act, the
Plann1ng Department has prepared an initial study for the proposed project.
Said init1al study d1d not disclose any substantial or potent1ally substantial
adverse change in any of the phys1cal condit10ns wi thi n the area affected by the
project including land, air, water, minerals, flora, fauna, ambient noise, and
objects of historical or aesthet1c s1gnificance. Therefore, a Negative
Declaration has been prepared for th1s project.
RECOMMENDATION
The Planning Department recommends approval of C.U.P, 85-14 subject to the
follow1ng cond1tions:
1. The memorandum dated July 26, 1985 from the Department of Public Works
shall be complied w1th to the satisfaction of the D1rector of Public
Works,

Commission should move to approve and file the Negative Declaration and find
that the project will not have a significant effect on the environment and
direct staff to prepare the appropriate resolution incorporating the specific
findings and conditions of approval set forth in the staff report (or as
modified by the Commission).

Th i s department has rev iewed the subject CUP and recommends the fo l10wing
conditions of approval:
1. Close existing driveways not to be used. Construct P.C.C. driveway aprons
according to City of Arcadia Standard Drawing No. S-ll, and full parkway
width sidewalk.
2. Submit a grading and drainage plan signed by a registered civil engineer
for approval of the Director of Public Works.
3. Remova I of buil dings, structures, and fences from the property sha 11 be
arranged to the satisfaction of the Director of Public Works.
4. Provide all necessary easements and install all utilities underground.
5. Plant parkway trees at locations determined by the Director of Pub I ic
Works.
6. The parkway width is eight (8) feet at this location.
7. Arrange with Edison Company to install three (3) street lights with
underground circuits. Location of lights shall be subject to the approval
of the City Engineer.

1. ENVIRONMENTAL SETTING
The lot is currently vacant wIth several bushes scattered
throughout. Apparantly, dumping of various materials has occured
over the years.
2. PROPOSED ALTERATIONS
The new proposed construction is a 153,775 Sq. Ft. facility
