( ( PLANNING COMMISSION RESOLUTION NO. 1292 A RESOLUTION GRANTING CONDITIONAL USE PERMIT 85-11 TO PERMIT OUTDOOR STORAGE OF TOOLS AND SUPPLIES AT 153 LA PORTE STREET WHEREAS, on June 4, 1985 an application was filed by Arnett Electric, Inc. for _the outdoor storage of tools and supplies, Planning Department Case No. C.U.P. 85-11, on property commonly knows as 153 LaPorte Street, more particular1y described as follows: Lot 14, Block 83, Arcadia Santa Anita Tract, in the City of Arcadia, County of Los Angeles, State of California, as per Map recorded in Book 15, Pages 89 and 90 of Miscellaneous Records in the Office of said County Recorder. WHEREAS, a public hearing was held on June 25, 1985, at which time all interested persons were given full opportuni ty to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: Sect ion 1. That the factual data submitted by the Planning Department in the attached report is true and correct. Section 2. This Commission finds: 1. That the granting of such Conditional Use Pennit will not be detrimental to the public health or welfare, or injurious to the property or improvements in such zone or vicinity. 2. That the use applied for at the location indicated is properly one for which a Conditional Use Permit is authorized. 3. That the site for the proposed use 'is adequate in size and shape to accommodate said use, and all yards, spaces, walls, fences, parking, loading, landscaping and other features required to adjust said use with the land and uses in the neighborhood. ., 4. That the site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. That the granting of such Conditional Use Pennit will not adversely affect the comprehensive General Plan. 6. That the use applied for will not have a substantial adverse impact on the environment. - 1 - 1292 . . . , ( ( Section 3. Conditional Use Permit following conditions: 1. That materials, supplies, tools and equipment shall not be maintained so as to be visible above the 6'-0" high walls which surround the property, except for trailers, trucks and motor vehicles which are used by the business at 149'LaPorte. 2. A landscape and irrigation plan shall be submitted to the Planning Department for approval prior to issuance of any building pennits. 3. That a covenant shall be recorded either holding the lots (149 and 153 LaPorte) as one parcel. or restricting the use of the outdoor storage yard to the user of the building at 149 LaPorte. This covenant shall be subject to the approval of the City Attorney and Planning Department. Said covenant shall be completed prior to issuance of any building permits. 4. Drainage of site shall be subject to the approval of the Publ ic Works Department. A plan shall be submitted for their approval. 5. The outdoor storage yard shall be maintained as per the plans on file in the Planning Department. 6. WONG, ASSISTANT PLANNER CONDITIONAL USE PERMIT 85-11 FROM: CASE-NO.: GENERAL INFORMATION AP PLICANT: LOCATION: R EQUE ST: Arnett Electric, Inc. 153 LaPorte Street Conditional Use Pennit to allow outdoor stroage of tools and supplies. 7,682.5 square feet (.17 acre) LOT AREA: FRONT AGE: 50 feet on LaPorte Street EXIST!NG LAND USE & ZONING: Vacant Lot; zoned M-l SURROUNDING LAND USE & ZONING: North: West: Sout h: East: Vacant Lot (Caltrans) and 210 Freeway Industri al Buil di ng; zoned M-l Edison Facility; zoned M-l Industrial Building: zoned M-l GENERAL PLAN DESIGNATION: Industri al PROPOSAL/ANALYSIS Presently, the applicant operates his business from the building at 149 LaPorte, which is undergoing remodeling. The proposal calls for using the adjacent lot at 153 LaPorte for outdoor storage of tools and supplies. The storage yard will be paved and surrounded by a 6 '-0" high concrete block wall. A landscaped front yard of 12'-0" (10'-0" minimuim) will be provided. Ingress and egress will be from a 20'-0" wide driveway off the alley. C.U.P. 85-11 6/25/85 Page 1 . . . ( ( Si nce the M-l zone requi res a ml nlmum lot size of 15,000 squa re feet, a covenant must be recorded either holdi ng the lots (149 and 153 LaPorte) as one parcel, or restricting the use of the outdoor storage yard to the user of the building at 149 LaPorte. Outdoor storage is a pennitted use in the M-l zone with an approved conditional use permit. It is staff's opinion that the proposal would be an appropriate use of the property. Purs'uant to the provisions of the California Environmental Quality Act, the Planning Department has prepared an initial study for the proposed project. Said initial study did not disclose any substantial or potentially substantial adverse change in any of the physical conditions within the area affected by the project including land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or aesthetic significance. Therefore, a Negative Declaration has been prepared for this project. RECOMMENDATION The Planning Department recommends approval of C.U.P. 85-11 subject to the following conditions: 1. That materials, supplies, tools and equipment shall not be maintained so as to be visible above the 6'-0" high walls which surround the property, except for trailers, trucks and motor vehicles which are used by the business at 149 laPorte. 2. A landscape and irrigation plan shall be submitted to the Planning Department for approval prior to issuance of any building pennits. 3.
