PLANNING COMMISSION RESOLUTION NO. 1367
A RESOLUTION GRANTING CONDITIONAL USE PERMIT 88-007 TO
ADD ECCLESIASTIC OFFICES AND TRAINING FACILITY FOR
CHURCH MISSIONARY EFFORTS AT 150 WEST DUARTE ROAD.
WHEREAS, on April I, 1988 an application was filed by Cornwall
Associates, Inc., on behalf of the Church of Jesus Christ of Latter Day Saints to
add ecclesiastic offices and trainin9 facility for church missionary efforts,
Planning Department Case No. C.U.P. 88-007, on property commonly known as 150
West Duarte Road, more particulary described as follows:

Lot 4 of the Santa Anita Colony Tract.
WHEREAS, a public hearing was held on April 26, 1988, at which time all
interested persons were given full opportunity to be heard and to present
evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY
RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning Department in
the attached report is true and correct.
Section 2. This Commission finds:
1. That the granting of such Conditional Use Permit will not be
detrimental to the public health or welfare, or injurious to the property or
improvements in such zone or vicinity.
2. That the use applied for at the location indicated is properly one
for which a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use. All yards, spaces, walls, fences, parking, loading,
landscaping and other features are adequate to adjust said use with the land and
uses in the neighborhood.
4. That the site abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the proposed use.
5. That the granting of such Conditional Use Permit will not adversely
affect the comprehensive General Plan.
6. That the use applied for will not have a substantial adverse impact

Section 3. That for the foregoing reasons this Commission grants a
Conditional Use Permit to add ecclesiastic offices and training facility for
church missionary efforts, upon the following conditions:
1. That a revised color scheme shall be sumbitted to the Planning
Department for its review and approval prior to securing building permits.
2. That a landscape and irrigation plan shall be submitted to the
Planning Department for its review and approval.
3. That C.U.P. 88-007 shall not take effect until the owner and
applicant have executed a form available at the Planning Department indicating
awareness and acceptance of the conditions of approval.
4. Noncompliance with the provisions and conditions of this
Conditional Use Permit shall constitute grounds for the immediate suspension or
revocation of said Permit.
Section 4. The decision, findings and conditions contained in this
Resolution reflect the Commission's action of April 26, 1988 and the following
vote:
AYES: Commissioners Amato, Clark, Papay, Szany
NOES: None
ABSENT: Commissioner Hedlund
Section 5. The Secretary shall certify to the adoption of this Resolution
and shall cause a copy to be forwarded to the City Council of the City of
Arcadi a.

GENERAL PLAN DESIGNATION:
Singh~-Family Residential (0-6 du/ac)
PROPOSAL
The California Arcadia Mission, an arm of the Arcadia Stake Church of Jesus
Christ of Latter Day Saints is proposing to add a 1,280 square foot office
building on the westerly portion of Uleir property. The ~terly 110+' of Ute
church's property is vacant land planted wiUt grass.
The office will be set back 38'-0" from the Duarte Road property line and 46
feet from Ule ~ter1y property line.
The building will contain three offices, a lunch room, two restrooms and a
general work area. The office will be used for the Mission President, his
counselors and the Mission council.
The building design incorporates Ule arches Which are a design feature of the
church. The church is primarily constructed of an orange-colored brick. The
proposed building will be a a pink toned beige stucco with grey /blue trim.

Based upon code requirement five parking spaces would be required for the
proposed building. The office will utilize Ule church parking located east of
the building. Some of the oleanders in this area should be removed to
provide pedestrian access to the new building.
A 30" high brick wall consistent with the brick wall in front of the parking
area will be constructed along the Duarte Road property line.
ARCHITECTURAL DESIGN REVIEW
Concurrent with the consideration of this conditiortal use permit, the
Planning Commission may approve, conditionally approve or deny Ute
applicant's design concept plans.
It is staff's opinion that the office building is compatible in design with the
church, ho~ver. the colors for Ute building do not compliment the colors of
the church. It is our recommendation, that Ute applicant submit revised

Department for our approval prior to securing building permits.
ANALYSIS
The church-related office is an appropriate use of this property.
Prior to securing building permits the applicant should submit a revised
color scheme for the Planning Department's review and approval.
Pursuant to Ule provisions of the California Environmental Quality Act, the
Planning Department has prepared an initial study for the proposed project.
Said initial study did not disclose any substantial or potentially substantial
adverse change in any of Ule physical conditions within the area affected by
Ule project including land, air, water, minerals, flora, fauna, ambient noise
and objects of historical or aesthetic significance. Therefore, a Negative
Declaration has been prepared for this project.
RECOMMENDATION
.
The Planning Department recommends approval of C.UP. 88-007 subject to
the following conditions:
1. That a revised color scheme shall be submitted to the Planning
Department for its review and approval prior to securing building
permits.
2. That a landscape and irrigation plan be submitted to the Planning
Department for its review and approval.
3. That C.UP. 88-007 shall not take effect until the owner and applicant
have executed a form available at the Planning Department indicating
awareness and acceptance of the conditions of approval.

If the Planning Commission intends to take action to approve this project, the
Commission should move to approve and file Ule Negative Declaration and
find Utat Ule project will not have a significant effect on Ule environment
and direct sta1f to prepare the appropriate resolution incorporating the
specific findings and conditions of approval set forth in the sta1f report (or as
modified by the Commission).
Denial
If Ule Planning Commission intends to take action to deny this project, the
Commission should move to deny and direct sta1f to prepare an appropriate
resolution incorporating the Commission's decision and findings in support of
Ulat decision.
