PUBLIC COMMENTS (5 MINUTE TIME LIMIT PER PERSON) Any individual wishing to speak before the Senior Citizen Commission is limited to five (5) minutes per person, unless waived by the Senior Citizen Commission. Under the Brown Act, the Senior Citizen Commission is prohibited from discussing or taking action on any item not listed on the posted agenda. The matter may automatically be referred to staff for appropriate response or action or may be placed on the agenda of a future meeting. REPORTS FROM SENIOR CITIZEN COMMISSIONERS REPORT FROM CITY COUNCIL MEMBER LIAISON 2. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless members of the Commission, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. SENIOR CITIZENS COMMISSION REGULAR MEETING MINUTES February 2, 2023 SENIOR COMMISSION REGULAR MEETING CALL TO ORDER – Chairperson Mazone called the meeting to order at 4:00pm. PLEDGE OF ALLEGIANCE – Chairperson Mazone ROLL CALL OF COMMISSIONERS PRESENT: Robert Bolster, Charlene Martinez, Marilyn Mazone, Kathrynn Penny, Nilo Salazar, and Donna Salter ABSENT: Margaret Swope SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS Steve Sherman stopped by, introduced himself and reported he was interested in becoming a Senior Citizen Commissioner to represent the Men’s Club. Assistant Director of Recreation and Community Services (ADRCS) Candice Cheung responded by informing Mr. Sherman he will have to fill out a Resume, and a letter from the Men’s Club President will have to be turned in to the City Clerk’s office to be considered for the appointment. REPORTS FROM SENIOR CITIZENS COMMISSIONERS Vice-Chairperson Salazar reported the Golden Senior Club members are happy to be able to return to the Assistance League, and the liability insurance for the use of their building has been resolved. Vice-Chairperson Salazar was sad to report that one of the longest members, and former Treasurer of over 30 years from the Golden Senior Club, Toni Armenio passed away in January 2023. Toni lived to be 101 years of age. A memorial service for Toni will be held in February. Vice-Chairperson Salazar asked if there is a program or assistance to help senior citizens with rent before they experience being evicted or becoming homeless. Commissioner Salter reported she spoke to Diane Lucas, President of the Assistance League of Arcadia and was informed all senior clubs have new agreements and each member of each club will have to sign a waiver. Every club is happy to return to the Assistance League. Commissioner Penny reported her place of work, with the City of Los Angeles Recreation Department has lifted all Covid-19 restrictions including mandatory vaccination which will no longer be required to enter the building. Commissioner Penny is happy to see everything getting back to normal. Commissioner Bolster introduced himself, he was appointed Commissioner at Large and happy to be part of this Commission. Commissioner Bolster has lived in Arcadia 42 years. Commissioner Martinez reported the Bargain Box is having a book drive for students in grades 1-12. During the month of February, the Bargain Box will be accepting book donations which will be given to those students in need. Students will receive a backpack with books, school supplies, clothes, shoes, and a few more items. The book drive will help those in need and can be dropped off at the Bargain Box on Wednesdays and Saturdays from 10am to 1pm and they also accept checks. Chairperson Mazone reported the Travelers Club held their board meeting on January 19 and their general meeting on January 27 with Mayor Pro Tem, April Verlato as their special guest speaker. Chairperson Mazone reported on upcoming March trips. On March 1, Travelers will visit Palm Springs for the day to enjoy a musical tribute to the singers of the 1960s. On March 17, there will be a day trip to Alhambra to celebrate St. Patrick’s Day. On March 23, there is a trip scheduled to visit the Sand Diego Safari Park. Chairperson Mazone reported on upcoming April trips. On April 23, Travelers will visit Fallbrook for the Avocado Festival. On April 29, Travelers will be able to enjoy a three-hour cruise through the Channel Islands National Marine Sanctuary in Ventura. The next board meeting will be held on February 17 and the general meeting on February 24 with a guest speaker from Premiere Tours. REPORT FROM CITY COUNCIL MEMBER LIAISON Council Member Sharon Kwan introduced herself as the new Liaison for the Senior Citizens Commission. Council Member Kwan is happy to learn all about senior services and to show her support. Council Member Kwan reported she attended the grand opening of Trinity Hills Estate on Wednesday, February 1. The new facility is located at 617 Walnut Avenue, which is the fourth property to open in Arcadia. Trinity Hills Estates is an all-inclusive community that offers personalized care for loved ones. 2. Report of Recreation Supervisor Recreation Supervisor (RS) Gina Hernandez reported on the following events and programs for senior services. Dial-A-Ride has been receiving many new applications at the Community Center. During the month of January, 51 bus passes were sold. Bingo was popular in January with 86 registered participants. The theme was Groovy Bingo and included festive decorations and lunch. During the month of January, a total of 102 people attended free seminars held at the Community Center. The telephone reassurance program is back, it is now called You’ve got a Friend. We are looking for volunteers to make phone calls. Bridge is also back twice per week and meets at the Museum Education Center on Wednesdays and Fridays. b. Report of Recreation and Community Services Director ADRCS Cheung invited Commissioners to the Chinese New Year celebration on February 3. ADRCS reminded everyone the nomination forms for Senior of the Year must be turned in by Friday, March 17. ADRCS Cheung asked everyone to please announce it at their senior clubs. Each year the City of Arcadia recognizes an individual who has contributed to better the Arcadia Community, who currently resides in Arcadia, and is 55 years of age or older. Applications are available online, at City Hall, online, and at the Community Center. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 7:30am-4:30pm for seniors to enjoy and make new friends. 386 Blood Pressure Check Free blood pressure check is available for our senior patrons every month on Tuesdays, from 10-11am in the Community Center Billiard Room. 13 Classes Exercise plays a vital role in health and wellness. Some of the classes offered are line dance, cardio plus, Zumba and more. These courses contribute to bone density improvement, increased muscle strength, flexibility, the reduction of stress, and improved cardio. 1,864 Coffee with the Mayor On the third Tuesday of the month, seniors listen and chat with the Mayor about City issues and topics of personal interest. 40 Gift Shop The gift shop provides a venue for senior crafters to sell their creations and allows the community to purchase one-of-a-kind items at a great price. 138 Visitors Monthly Revenue $548 Information & Referral Intakes This program assists seniors and their families with issues that affect their quality of life by providing information and referral that address their daily living concerns. 10 Lions Sight The Lions Sight program is offered in conjunction with the Arcadia Lions Club. The program offers low-income seniors with free vision care. Prospective clients are screened by senior services staff that make the necessary arrangements for the service. 2 Legal Assistance The Neighborhood Legal Services of Los Angeles Organization is available once a month at the Community Center to provide seniors with legal insight. 4 Mahjong Mahjong is a game of Chinese origin usually played by four people with 144 tiles that are drawn and discarded until a player secures a winning hand. Mahjong meets every Friday at 1pm. 48 Monday Dance Monday Dance is held the first, third, and fifth Monday of every month. This program provides a good element for senior participants and has a good ratio of male and female dancers. 75 Monthly Bus Pass Dial A Ride bus passes are sold at the Community Center and can also be mailed to seniors. Bus passes are $5 per month. 19 Notary Services Notary services are limited to three signatures or thirty minutes per appointment. Available the second and fourth Tuesday of each month. 2 Senior Meals Program A nutritious meal is provided Monday-Friday. For many seniors, this is the only hot meal they have daily. 1,325 Average/Day 73 Table Tennis Table Tennis is available Monday-Friday, from 8:30am-3:30pm. Seniors could drop in and play to gain exercise and socialization. 170 Tech Talk Tech Talk is a program provided for seniors who need assistance with their electronic devices. Volunteens are available the first and third Friday of the month from 4-5pm. 12 Weekly Movie New movie releases or classic movies are shown on a theater size screen every Wednesday for free. 78 Senior Tax Program On Thursdays, and Fridays, AARP Tax Aide volunteers assist seniors with Income Tax filing assistance. This program is free for anyone 50 years of age and older with low to moderate income. 115 Chinese New Year In collaboration with Arcadia Chinese Association, 216 seniors celebrated Chinese New Year on Friday, February 3. Participants enjoyed a traditional Chinese meal and entertainment. 216 Sweetheart Bunco Bunco was held on Friday, February 10 with 44 participants in attendance. Bunco includes lunch, refreshments, and raffles. The winner took home a gift card. 44 Free Senior Seminars Free seminars on various topics are available each month. The following topics were presented in February: Depression: Symptoms & Treatment, Medicare 101, and Senior Scams & Financial Education. Seminars take place on Tuesdays. 71 Arcadia Travelers Club Support services include registering members for trips, signing up new members, and handling the club’s correspondence. A monthly club meeting is held at the Community Center to discuss future trips and provide a social gathering. A total of 71 seniors attended the free seminars in February. Seminars take place on Tuesdays either during or just after the senior lunch program. In collaboration with Arcadia Chinese Association, 216 seniors celebrated Chinese New Year on Friday, February 3. Participants enjoyed a traditional Chinese meal and entertainment.
