TUESDAY, DECEMBER 20, 2022
1. CALL TO ORDER — Mayor Cheng called the Regular Meeting to order of 7:02 p.m..
2. INVOCATION — Reverend Jolene Cadenbach, Arcadia Congregational Church

4. ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: • Cao, Kwan, Wang, Verlato, and Cheng
ABSENT: None
5. SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA
ITEMS
City Manager Lazzaretto noted that regarding Consent Calendar Item 10.b Mayor's Appointments
to City Boards and Commissions, Mayor Cheng updated the Council Liaison list; he announced
that City Attorney Deitsch is retiring; and thanked him for his service.
6. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND
WAIVE THE READING IN FULL
A motion was made by Council Member Cao, seconded by Mayor Pro Tem Verlato, and carried
on a roll call vote to read all ordinances and resolutions by title only and waive the reading in full.
AYES: Cao, Verlato, Kwan, Wang, and Cheng
NOES: None
ABSENT: None
7. APPOINTMENTS
a. A2pointment to the Senior Citizens' Commission (At -Large Position).
CEQA: Not a Project
Recommended Action: Make Appointment to fill Unexpired Term
City Manager Lazzaretto presented the Staff Report.
Council Member Cao recused himself from discussion and participation due to a potential conflict
of interest.
After City Council discussion, a motion was made by Mayor Pro Tem Verlato, seconded by
Council Member Wang, and carried on a roll call vote to appoint Robert Bolster to the Senior
Citizens' Commission (At -Large Position) to fill an unexpired term ending. June 30, 2023.
AYES: Verlato, Wang, Kwan, and Cheng
NOES: None
ABSENT: Cao
Council Member Cao returned to the City Council Chambers.

9. PUBLIC COMMENTS
Alice Wang, an Arcadia resident, appeared and welcomed the new City Council Members; she
stated that Council Member Eileen Wang is hosting a fundraiser; she questioned the legality of
the event, inquired about the use of the funds, and stated that if the fundraiser is not legal the City
Council should take action.
9. REPORTS FROM MAYOR; CITY COUNCIL AND CITY CLERK (including reports from
the City Council related to meetings attended at City expense [AB 9234]).
Council Member Cao announced that he attended Fire Chief Suen's Badge Pinning Ceremony;
the Employee Holiday Party; the Children's Hospital of Los Angeles Urgent Care Grand Opening;
the Downtown Arcadia Improvement Association's Holiday Fair; the County of Los Angeles Indian
American Professional Diwali event; the Police Chief's Holiday Breakfast; and the Chanukah
Festival and Gelt Drop event.
Council Member Wang announced that she attended the annual Chinese American Real Estate
Professionals Association's Company Party; the Downtown Arcadia Improvement Association's
Holiday Fair; the Coin Exchange Event hosted by California State Treasurer Fiona Ma; the
Pinnacle Real Estate Group Company Party, the Children's Hospital of Los Angeles Urgent Care
Grand Opening, the Tree Lighting event; and the Chanukah Festival and Gelt Drop event.
Council Member Kwan announced that she attended the Employee Holiday Party; the Children's
Hospital of Los Angeles Urgent Care Grand Opening; the Downtown Arcadia Improvement
Association's Holiday Fair; and the Holiday -Toy Drive and Reception hosted by Assemblymember
Mike Fong.
Mayor Pro Tem Verlato announced that she attended the San Gabriel Council of Governments
Homeless Committee meeting; Fire Chief Suen's Badge Pinning Ceremony; and the Downtown
Arcadia Improvement Association's Holiday Fair. She thanked the City Council for attending the
DAIA Holiday Fair and thanked the Public Works Services Department for their hard work setting
up for the event. She announced that she attended the Chanukah Festival and Gelt Drop event;
she thanked the Fire Department for the Gelt Drop; she attended the Employee Holiday Party;
the Police Chief's Holiday Breakfast; the San Gabriel Council of Governments meeting; she stated
that she continues to receive complaints from Downtown Arcadia businesses regarding the
unhoused population and she hopes that the City finds a solution to address the homelessness;
and she wished everyone a Merry Christmas and Happy New Year.
City Clerk Glasco announced that in April 2023 he will be the elected City Clerk for 10 years; he
thanked Mayor Cheng for allowing him to sit next to City Attorney Deitsch at his last City Council
meeting; he congratulated City Attorney Deitsch on his retirement; and wished everyone Happy
Holidays.
Mayor Cheng congratulated City Attorney Deitsch on his retirement and thanked him for all his
service.
Steve Deitsch shared his experience working for the City of Arcadia; he noted that he will be
available to assist with anything that arises and that his replacement, City Attorney Maurer, will
do very well; and he thanked everyone.
Mayor Cheng announced that City Engineer Wray is retiring and invited him to the stage to say a
few words.

City Engineer Wray indicated that it has been an honor working for the City and that he is looking
forward to the next chapter in his life.
Mayor Cheng announced that he attended Fire Chief Suen's Badge Pinning Ceremony; Los
Angeles County Assessor Prang's Oath of Office Ceremony; the Employee Holiday Party; the
Children's Hospital of Los Angeles Urgent Care Grand Opening; the DAIA Holiday Fair; the
luncheon for Chinese Elected Officials; the Pinnacle Real Estate Group Company Dinner; the
Sierra Madre City Council meeting in honor of Council Member Arizmendi's retirement; Mountain
View School Board Member Wu's Oath of Office Ceremony; and the Police Chief's Holiday
Breakfast. He noted that he participated in the Joint Powers Authority zoom meeting; attended
the Holiday Toy Drive and reception hosted by Assemblymember Fong; attended the annual
Chinese American Real Estate Processionals Association Company Party; attended a Chinese
Musical Chorus Ensemble event; the Los Angeles County Sanitation District meeting; and the
Chanukah Festival and Gelt Drop event. He mentioned that he hosted "Coffee with the Mayor'
and that Council Member Wang provided gift baskets to seniors; he shared a video of a contestant
on America's Got Talent; provided words of encouragement for the new year to come; and wished
everyone happy holidays.

c. Resolution No. 7474 amending the Fiscal Year 2022-23 Capital Improvement Program
Budget authorizing a supplemental budget appropriation for the Miscellaneous Sewer
Main Repair Pro'ect in the amount of $18,100, offset- by a reduction in the Sewer
Reserve Fund; and approving a Contract with- Bonadiman Water Inc. for the
Miscellaneous Sewer Main Repair Proiect- in. the amount of $118,100.

d. Resolution No. 7475 amending the Fiscal Year 2022-23 Water Fund Operating Budget
and authorizing a budget aro riation for Carbon Exchange Services for the Live Oak
Well GAC Treatment System in the amount of -$148,983, offset by a reduction in the
Water Reserve Fund; and approving a Purchase Order with Cala-on Carbon
Cor oration for Carbon Exchange Services for the Live Oak GAC Treatment System
in the amount of $213,983.

e. Resolution No. 7476 approving wage adjustments for unrepresented, non -benefited
r)art-time employees in accordance with California's minimum wage increase effective

g. Purchase Order with Flock Safety for the annual renewal of the Automated License
Plate Reader("ALPR") Camera Subscription for Fiscal Year 2022-23 in an amount not
to exceed $50,000.

h. Reiect all bids received .for the Chamber of Commerce. Council Chamber, and
Community Center. Roof Restoration Proiect and direct staff to re -program in the Fiscal
Year 2023-24 Capital Improvement Program Budget.

It was moved by Council Member Cao, seconded by Council Member Kwan, and carried on a roll
