PLANNING COMMISSION RESOLUTION NO. 1344
A RESOLUTION GRANTING CONDITIONAL USE PERMIT 87-17 TO
OPERATE A CHILD CARE CENTER AT 120 SOUTH THIRD AVENUE.
WHEREAS, on August 3, 1987 an application was filed by Educational
Programs, Inc. to operate a child care center, Planning Department Case No.
C.U.P. 87-17, on property commonly known as 120 South Third Avenue (Bonita
School), more particulary described in attached Exhibit "A".
WHEREAS, a public hearing was held on August 25, 1987, at which time all
interested persons were given full opportunity to be heard and to present
evidence;
NOW, THEREFDRE, THE PLANNING COMMISSIDN OF THE CITY OF ARCADIA HEREBY
RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning DepartmE'nt in
the attached report is true and correct.
Section 2. This Commission finds:
1. That the granting of such Conditional Use Permit will not be
detrimental to the public health or welfare, or injurious to the property or
improvements in such zone or vicinity.
2. That the use applied for at the location indicated is properly one
for which a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use. All yards, spaces, walls, fences, parking, loading,
landscaping and other features are adequate to adjust said use with the land and
uses in the neighborhood.
4. That the site abuts streets and highways adequate in width and
pavement type to carry the kind of traffic generated by the proposed use.
5. That the granting of such Conditional Use Permit will not adversely
affect the comprehensive General Plan.
6. That the use applied for will not have a substantial adverse impact
on the environment.

Section 3. That for the foregoing reasons this Commission grants a
Conditional Use Permit to operate a child care center upon the following
condi t ions:
1. That the maximum school enrollment be limited to 240 children.
2. That the paved play area and the grass area be cleaned of all weeds
and debri s.
3. That the graffiti be removed from the school buildings.
4. That C.U.P. 87-17 shall not take effect until the owner and
applicant have executed a form available at the Planning Department indicating
awareness and acceptance of the conditions of approval.
5. Noncompliance with the provisions and conditions of this
Conditional Use Permit shall constitute grounds for the immediate suspension or
revocation of said Permit.
Section 4. The decision, findings and conditions contained in this
Resolution reflect the Commission's action of August 25, 1987 and the following
vote:

Section 5. The Secretary shall certify to the adoption of this Resolution
and shall cause a copy to be forwarded to the City Council of the City of
Arcadia.

SPECIAL INFORMATIOfi
The school district has indicated that Huntington High School has be~m 80
and 100 students. There are nine employees at the school inclUding four
teachers, a teacher's aide, principal and three office workers. Also therE~ is a
psychologist who comes to the school on a part-time basis. School hours; are
8:00 a.m. to 2:20 p.m. According to the High School 10 to 15 students drive
vehicles. Students are required to park vehicles at Bonita Park.

PROPOSAL
The school site contains 26.592 square feet of building area. The school
district utilizes 11.339 square feet for Huntington High School; the remaining
15,613 square feet are proposed to be utilized for the child care center. .
The child care facility will operate Monday through Friday betw'een the
hours of 6:30 a.m. to 6:30 p.m. Children six months through five years of age
Will participate in a fu11-day program. The northernmost portion of the
buildings and the adjacent play area will be utilized for the fu11-day
program.
Elementary age children will occupy the buildings and play area not USE~ by
the fu11-day program. These children Will participate in before-and after-
school activities during the school year.
The applicants are proposing to operate the ful1-day program year-roWlld
There will be a summer camp program for the elementary age children
during school vacation.
A maximum of 240 children will be on the site at anyone time as well CIS 2 I
staff members. According to the applicant the peale. occupancy will be
between 3:00 p.m. and 4:30 p.m. (after school is over).
The facility will offer recreational programs for a11 children as well as
tutorial programs for the elementary students.
Parking
.
There are a total of 34 parking spaces on the school site and adjacent B<)nita
Park site. Eight parking spaces are located in front of the school. Twenlty-six

. parking spaces are located at Bonita Park. The High School indicated that 10
to 15 of their students drive vehicles and they are required to park at B,nita
Park.
Based upon the information submitted by the applicant and the High School,
there is a potential need for 45 parking spaces based upon the following:
Huntington High School employees 9
Huntington High School students with cars (max) 15
Chi1d-care Facility (employees only) II

The above parking figure does not take into consideration the possible Ileed
for parking for visitors or parents to the site.
On-street parking is available on the north and south side of Third Avenue. .
Also, there is as an asphalt area in front of the auditorium as well as a paved
play area north of the school which could be utilized for parking Both of
these areas are a.ccessible by a driveway.

A circular driveway is located in front of the school which provides sufficient
area for dropping children off or picking children up.
Miscellaneous Information
The northerly portion of the site has been very poorly maintained. The
paved play areas are covered with weeds and debris. The grass play areas
are in poor condition and need to be maintained. The building windows and
some walls are covered with graffiti. During a site inspection painters were
working on the 1>uildings and it appears that clean-up is in progress ontbe
buildings.
ANALYSIS
It is staff's opinion that the proposed child-care facility is an appropriate use
of the school site. Operation of the facility is consistent with the generall plan
designation of public-facilities school.
Although the parking demands for both uses may exceed the available and
designated on-site parking spaces, staff's feels there is adequate area

available both on the school site and on the street adjacent to the parking at
Bonita Park to provide the necessary parking.
Pursuant to the provisions of the ca1itornia Environmental Quality Act, the
Planning Department has prepared an initial study for the proposed project.
Said initial study did not disclose any substantial or potentially substantial
adverse change in any of the physical conditions wiUlin Ule area affected by
Ule project including land, air, water, minerals, flora, fauna, ambient noi'se
and obje<:ts of historical or aesthetic significance. Therefore, a Negative
De<:laration has been prepared for this proje<:t.
RECOMMENDATION
The Planning Department re<:ommends approval of C.U.P. 87- 17 subje<:t to
Ule following conditions:
1. That the maximum school enrollment be limited to 240 children.
2. That Ule paved play area and Ule grass area be cleaned of all woods
and debris.

4. That C.U.P. 87-17 shall not take effe<:t until Ule owner and applicant

If Ute Planning Commission intends to take action to deny this project, the

Utat decision.

Educational Programs Incorporated, a child care and human ser"ices
agency, has applied for the use of our Bonita Park Elementary School
site for the conduct of child care services. The program is primarily
designed to service the parents and students of our District.
As required by City of Arcadia regulations, Educational Programs
Incorporated must obtain a Conditional Use Permit to conduct their
activities. The Arcadia Unified School District is very supportive of
this application and hopes that you will give it every consideration
for approval.

Our District's support of the Educational progrsms Incorpor.ated
application for a Conditional Use Permit does not constitute the
District's approval for their use of our school site. Our Board of
Education and Administration is very supportive of the EducatIonal
Programs Incorporated proposal and is currently moving along a time-

P~oposed Use:
We p~opose using this site as a child-ca~e center. The- facility
will operate Monday th~ough F~iday. f~om 6:30 A.M. to 6:30 P.M. We
will operate yea~ ~ound. Child~en six months th~ough Five years will
participate in a full-day program located principally in the northe~n-
most a~eas of the site. Elementary-age children will participate in
befo~e- and after-school activities during the school year. in the
areas not used by the day-care program. We will run a summer camp
as well. A maximum number of 240 children will be served. by a total
of 21 staff members. Our peak occupancy will be between 3:00 P.M.
and 4:30 P.M.
1. The site is an elementary school facility with the appropriate
classrooms, auditorium, administration space. and outdoor playgrounds.
Grassy a~eas. large trees for shade. as well as playground equipment,
highlight the outdoor areas.
2. We propose no alterations.
3. The site. a triangular parcel. is bounded to the no~th-east by
the Santa Fe railroad line. To the west is Bonita Park. a public
recreation area. To the south and east are residential lots.
