PLANNING COMMISSION RESOLUTION NO. 1339
A RESOLUTION GRANTING CONDITIONAL USE PERMIT 87-10 TO
OPERATE A CHURCH IN THE ARCADIA HIGH SCHOOL LITTLE
THEATRE BUILDING AT 180 CAMPUS DRIVE.
WHEREAS, on May 12, 1987 an application was filed by Arcadia Vinl!yard
Christian Fellowship to operate a church in the Arcadia High School Little
Theatre building, Planning Department Case No. C.U.P. 87-10, on property commonly
known as 180 Campus Drive, more particulary described as follows:
12.57 m/l acs. com W 1370' and S 27' from NE corner
of Lot 3; then W 770.94'; then SW on a curve concave
to SE (R-20') 31.42'; then S 711.77'; then SE on a
curve concave to NE (R-20') 34.56'; then N 810 E 777.39',
then N 629,93' to be9ining Part of Lot 3.
WHEREAS, a public hearing was held on July 14, 1987, at which time all
interested persons were given full opportunity to be heard and to present
evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY
RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning Department in
the attached report is true and correct.
Section 2, This Commission finds:
1, That the granting of such Conditional Use Permit will not be
detrimental to the public health or welfare, or injurious to the property or
improvements in such zone or vicinity.
2. That the use applied for at the location indicated is properly one
for which a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use. All yards, spaces, walls, fences, parki ng, loadi n9,
landscaping and other features are adequate to adjust said use with the land and
uses in the neighborhood.
. 4. That the site abuts streets and highways adequate in width and
pavement type to carry the ki nd of traffic generated by the proposed use..
5. That the granting of such Conditional Use Permit will not adversel.y
affect the comprehensive General Plan.
6. That the use applied for will not have a substantial adverse impact
on the environment.
Section 3. That for the foregoing reasons this Commission grants 2l
Conditional Use Permit to operate a church in the Arcadia High School Little
Theatre Building upon the following conditions:
1. That church related signs (other than temporary directional signs
on the school property) shall be prohibited on the site,
2, That services shall be limited to the hours of 8:00 a.m. until
12:00 p,m, on Sundays, excluding school holidays. If the applicant wishe,s to
extend the service hours, the request shall be reviewed and approved by the
Planning Commission,
3. That the applicant shall secure approval from the Arcadia School
District to conduct church services at the above location. A copy of said
approval shall be forwarded to the Planning Department.
4. That C.U.P. 87-10 shall not take effect until the owner and
applicant have executed a form available at the Planning Department indicating
awareness and acceptance of the conditions of approval.
5. Noncompliance with the provisions and conditions of this
Conditional Use Permit shall constitute grounds for the immediate suspension or
revocation of said Permit,
Section 4. The decision, findings and conditions contained in this
Resolution reflect the Commission's action of July 14, 1987 and the following

The appiicants are proposing to use tile 3,024 sq, it, meeting room in the
theatre building at the High School to conduct church services, The theatre
building seats 200 persons,
The church Will utilize the building between the hours of 8:00 a,m, to 12:00
pm, Church services begin at 9:30 am, and continue until 11:30 am,
Currently the church has 85-105 adults attending services,
There are 300+ parking spaces in the student and faculty parking lot lcreated
approXimately 600 feet west of the theatre. There is a Significant amount of
on-street parking located on the north and south Sides of Campus Drive.
There are no other uses Within close prollimity to the high school that utilize
the on-street parking, It is anticipated that because of the distance to the
off-street parking lots, members of the church will use the on-street parking
which is more accessible and convenient to the theatre.

A church is a permitted use in the R-l zone With an approved conditiollal
use permit, It is staff's opinion that the use of the theatre for church
purposes during the hours designated by the church \ol1Ould not conflict With
the school activities and \ol1Ould not create an impact on the surrounding
properties,
Pursuant to the proViSions of the ca1itornia Environmental Quality Act, the
Planning Department haS prepared an initial study for the proposed project,
The initial study did not disclose any substantial or potentially substantial
adverse change in any of the physical conditions Within the area affected by
the project including land, air, water, minerals, flora, fauna, ambient nelise
and objects of historical or aesthetic significance, Therefore, a Negative
Declaration has been prepared for this project.
RECOMMENDA TJON
The Planning Department recommends approval of C,UP, 87-10 subject to
the following conditions:

modified by the Commission),

resolution incorporating the Commission's decision and findings in support of
