RECREATION AND PARKS COMMISSION REGULAR MEETING MINUTES WEDNESDAY, January 11, 2023 RECREATION AND PARKS COMMISSION REGULAR MEETING CALL TO ORDER — Chairperson Cheung called the meeting to order at 6:03pm. PLEDGE OF ALLEGIANCE — Chairperson Cheung ROLL CALL OF COMMISSIONERS PRESENT: Cheung, Chu, and Vanni ABSENT: Yu and Swinney SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS 1. PUBLIC COMMENTS REPORTS FROM RECREATION AND PARKS COMMISSIONERS Commissioner Vanni reported the road from Santa Anita Ave leading to Chantry Flats is still closed from mudslides. Commissioner Vanni reported, as a board member of the Foothill Unity Center, he participated in the well -attended City Council Reorganization and presented outgoing Mayor Beck with a Certificate of Appreciation, from the Foothill Unity Center for his dedication and commitment to the community. Commissioner Chu - No Report Chairperson Cheung reported the Breakfast with Santa and Snow Festival were great fun with a nice turn out. Chairperson Cheung reported it is nice to see the fields and parks active and busy with youth sports and visitors. REPORT FROM CITY COUNCIL MEMBER LIAISON No Report 2. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of November 9, 2022. It was moved by Commissioner Chu, seconded by Commissioner Vanni, and unanimously carried on roll call vote to approve consent calendar 2a. 3. REGULAR ITEMS a. Report of Public Works Services Department Project Updates Director of Recreation and Community Services (DRCS) Sara Somogyi reported Public Works is actively working in several areas of the City where the current storm created problems. DRCS Somogyi reported on a water main break on Baldwin Avenue causing lane closures. DRCS Somogyi reported Public Works addressed multiple leaks throughout city buildings including the Community Center, Library, and City Hall. DRCS Somogyi reported Public Works responded to flooded residential streets and a downed tree. DRCS Somogyi reported the Wilderness Park entrance road is blocked by boulders that have come down the side of the hill, damaging the retainer wall and landing in the roadway. DRCS Somogyi reported more flooding, and mudslides have occurred in Wilderness Park. DRCS Somogyi showed photos and videos of Wilderness Park damage from the recent storm.. b. Report of Director of Recreation and Community Services Monthly Reports DRCS Somogyi announced January 11, 2023, marks the 12 Anniversary of the Dana Middle School Gymnasium. The Dana Gymnasium is a joint use facility with the Arcadia School District, where both the school district and city hold activities and classes to benefit the community. DRCS Somogyi reported on December senior programs and activities. DRCS Somogyi reported the gift shop had 142 visitors and made $568. DRCS Somogyi reported the Billiards Room is still popular with 512 participants. DRCS Somogyi reported the senior nutrition program continues to increase in attendance with an average of 80 participants per day. DRCS Somogyi reported table tennis is still growing and the Department is looking into adding some classes soon. DRCS Somogyi reported Mahjong is still being played on Fridays. DRCS Somogyi reported Coffee with the Mayor had 25 attendees where participants come to chat with the Mayor about City issues and topics of personal interest. DRCS Somogyi reported the Holiday Brunch took place on December 2 with 112 seniors in attendance. The event included a meal, entertainment, and goodies for all. DRCS Somogyi reported on December 6, 48 senior volunteers were recognized for their time and dedication to Senior Services with a Volunteer Holiday Breakfast. After breakfast and recognition attendees enjoyed the comic and impressive entertainment of a guest magician who had everyone in awe with his humorous magic tricks. DRCS Somogyi reported on December 9, 36 participants enjoyed Candy Cane Bunco. DRCS Somogyi reported on several recreational programs beginning with the Adult Basketball league with over 600 players participating in the current season. DRCS Somogyi reported on Saturday, December 3, the Annual Breakfast with Santa, and Snow Festival events took place. Breakfast with Santa had 317 people in attendance, families enjoyed breakfast, games, a hot chocolate bar and a picture with Santa. The Snow Festival, a free community event, brought out more than 1500 people who enjoyed snow play, sledding, crafts, balloon art, letters to Santa, and more. DRCS Somogyi reported Winter Camp took place December 27-30 and January 3-6 during the school district winter break. This year's winter camp was held at Foothills Middle School where 384 children participated in games, fun activities, crafts, movies, and walking field trips. DRCS Somogyi reported merit badge classes are still being offered virtually with 128 participants. DRCS Somogyi reported Community Center rentals are continuing to grow with four rentals taking place in December with 550 participants. Financial Statements DRCS Somogyi reported the financials were to be expected with expenditures below where they should be for this time of year at 34% and revenues are a bit above at 40% for the fiscal year. DRCS Somogyi reported the Park and Recreation Facilities Fund has little change but will begin to show movement when the Newcastle Park project begins in the next year. DRCS Somogyi explained the Park and Recreation Facilities Fund, how the funds are accumulated, and how the funds are disbursed. The funds derive from a "Park Impact Fee" assessed with any new residential housing project or residential renovation done in the City. This fee is deposited in the Park and Recreation Facilities Fund where it can only be used to increase usage in parks and recreational facilities throughout the City. The multitude of programs, services, and activities offered supports the healthy and independent lifestyle of the participants. A brief description with program attendance is listed below. PROGRAM DESCRIPTION ATTENDANCE Billiard Room Three pool tables are available Monday through Friday from 386 7:30am-4:30pm for seniors to enjoy and make new friends. Blood Pressure Free blood pressure check is available for our senior patrons on Check the second Tuesday each month, from 10-11 am in the 13 Community Center billiard room. Exercise plays a vital role in health and wellness. Some of the classes offered are line dance, cardio plus, Zumba, and more. Classes These courses contribute to bone density improvement, 1,864 increased muscle strength, flexibility, the reduction of stress, and improved cardio. Coffee with the On the third Tuesday of the month, seniors listen and chat with Mayor the Mayor about City issues and topics of personal interest. 40 The gift shop provides a venue for senior crafters to sell their 138 Visitors Gift Shop creations and allows the community to purchase one -of -a -kind Monthly Revenue items at a great price. $548 Information & This program assists seniors and their families with issues that Referral Intakes affect their quality of life by providing information and referral that 10 address their daily living concerns. The Lions Sight program is offered in conjunction with the Lions Arcadia Lions Club. The program offers low-income seniors with Sight free vision care. Prospective clients are screened by senior 2 services staff that make the necessary arrangements for the service. Legal The Neighborhood Legal Services of Los Angeles Organization Assistance is available once a month at the Community Center to provide 4 seniors with legal insight. Mahjong is a game of Chinese origin usually played by four Mahjong people with 144 tiles that are drawn and discarded until a player 48 secures a winning hand. Mahjong meets every Friday at 1 pm. Monday Monday Dance is held the first, third, and fifth Monday of every Dance month. This program provides a good element for participants 75 and has a good ratio of male and female dancers. Monthly Dial A Ride bus passes are sold at the Community Center and Bus Pass can also be mailed to seniors. Bus passes are $5 per month. 19 Notary Notary services are limited to three signatures or thirty minutes Services per appointment. Available the second and fourth Tuesday of 2 each month. Senior Meals A nutritious meal is provided Monday -Friday for senior citizens. 1,325 Program For many seniors, this is the only hot meal they have daily. Average/Day 73 Table Table Tennis is available Monday -Friday, from 8:30am-3:30pm. Tennis Seniors can drop in and play to gain exercise and socialization. 170 Tech Talk is a program provided for seniors who need assistance Tech Talk with their electronic devices. Volunteens are available the first 12 and third Friday of the month from 4-5pm. Weekly New releases or classic movies are shown on a theater size Movie screen every Wednesday for free. 78 On Thursdays and Fridays, AARP Tax Aide volunteers assist Senior Tax seniors with Income Tax filing assistance. This program is free Program for anyone 50 years of age and older with low to moderate 115 income. In collaboration with Arcadia Chinese Association, 216 seniors Chinese New celebrated Chinese New Year on Friday, February 3. Year Participants enjoyed a traditional Chinese meal and 216 entertainment. Sweetheart Bunco was held on Friday, February 10 with 44 participants in Bunco attendance. Bunco includes lunch, refreshments, and raffles. 44 The winner took home a gift card. Free seminars on various topics are available each month. The Free Senior following topics were presented in February: Depression: Seminars Symptoms & Treatment, Medicare 101, and Senior Scams & 71 Financial Education. Seminars take place on Tuesdays. Support services include registering members for trips, signing Meeting: 70 Arcadia up new members, and handling the club's correspondence. A Passes Sold: 78 Travelers Club monthly club meeting is held at the Community Center to discuss Passengers: 68 future trips and provide a social gathering. Total: 216 Cumulative total for senior services 4,848 Connection Total number of monthly newsletters distributed this month. 1,200 RECREATION SERVICES DIVISION The Recreation Services Division is responsible for providing programs and activities which meet the recreational needs of the community. A diverse selection of programs is offered for youth, adults, and families to provide the opportunity for positive recreation experiences and to promote health and wellness. A brief description and attendance totals for the programs and services are listed below. PROGRAM DESCRIPTION ATTENDANCE Adult Basketball There are 26 Adult Basketball teams participating in the winter 708 Sunday league at the Dana Gym. The After School Playground Program is a free drop -in yg g p-in program for BS 406 youth in grades K-5. The program operates Monday through Friday CG 254 After School from school dismissal to 4:30pm through June 2, 2023. Six HA 328 Program elementary school playgrounds provide a variety of activities HO 474 including board games, crafts, and outdoor games to keep HR 361 LW 332 participants safely engaged and entertained. Total 2,155 The Youth Basketball League started on January 9. There are 6 Boys A 63 divisions total, 3 for boys and 3 for girls. Games are played with Boys B 224 Youth Basketball surrounding cities and are held at the Dana Gym or an away Boys C 161 League location on Friday evenings and Saturday mornings through mid- Girls A 77 March. At the end of the season, All -Star teams will be formed to Girls B 140 compete in a San Gabriel Valley Basketball Tournament. Girls C 42 Total 707 Kids' Night Out took place on Friday, February 10, at the Arcadia Kids' Night Out Community Center. Participants took part in a Happy Hearts 21 themed night. Parents enjoyed a night out while their kids ate dinner, did crafts, played games, and watched a movie. Merit Badge Merit Badge Classes are offered both virtually and in person to Classes Scouts to earn badges that help them reach the goal of Eagle Scout 48 rank. The Volunteen Program provides teens ages 13-16 with valuable Volunteen volunteer experiences which will help prepare them for college and 38 Volunteens Program future jobs. During the month of February, a total of 284 hours were 191 hours volunteered. Community A wide range of classes are offered for all ages. Some classes Center Classes offered at this location include exercise, karate, cooking, and 1,172 chess. MEC Classes Some classes offered at this location include guzheng, karate, and 187 line dancing.
