Adult and Teen Services celebrated Library Lovers Month, a month dedicated to all the people who love libraries and books, by inviting library patrons to share why they love the library and books. Patrons submitted their answers on paper hearts which were added to a display for all to see and enjoy. Some standout submissions were: “I love the wide selection of manga and graphic novels;” “Getting transported to millions of fantastical worlds!” “The nice library staff!” and “I love the library because it provide[s] a great place to study and has tons of books to look at!!” Flash interviews were posted online of teens, the Library Board, and Administration sharing why they love the library. A Blind Date with a Book display featured short, catchy introductions to pique patron interest written on paper-wrapped books, like an online dating profile. Customers took a chance at romance by checking out 13 books from the display. Children’s Services staff hosted “Valentineology” in which 54 children and their family members made seed paper hearts, coffee filter flowers, and heart mazes. Attending adults enjoyed the opportunity to accomplish the heart stacking cup challenge. February Activity Visitors: 22,751 Holds Processed: 1,597 Physical Items Checked Out: 33,530 eBooks/Audiobooks/Magazines Downloaded: 3,767 Programs/Attendance: 1,125 Passports Issued/Questions Answered: 112/377 2 Rounding out the celebration, 38 teens came together for an Anti-Valentine’s Day Zine Party. Teens created zines, enjoyed treats, and filmed short interviews sharing why they love the library. Adult Programs, Classes, Technology Literacy, and Events: Bookish met in February to discuss The Dearly Beloved, by Cara Wall on February 28. Six Patrons watched and discussed Corpus Christi, a Polish film, at The Movies You Missed on February 15. Smart Squad continues to support the library’s digital literacy goals through computer help. In honor of Black History Month, Adult Services featured a photo taken by TABER Studio, circa 1897, which shows thirty- one of Elias J. “Lucky” Baldwin's African American employees. They were hired from the south in 1886 to come work on the Baldwin Ranch. Teen Programing: The Teen Librarian attended Arcadia High School’s PTA meeting in early February. There were 11 Teen Zone sessions with 280 participants in February. The Teen Advisory Group met to plan Spring De-stress Fest and Teen Tech Week. They also discussed a book subscription box idea. Children’s Programming and Services: 250 Black History Month kits were distributed in the Children’s Room throughout February celebrating the works of African American artist Jean- Michel Basquiat, along with other black artists, dancers, and musicians. Eighth grade student Katelyn Liu hosted her final “Wow! That’s Stem” program. Ms. Liu provided a slideshow presentation about robotics and the 20 participants had the opportunity to make their own robots using a plastic cup, small motor, battery pack, popsicle stick, and markers. A student who attended Ms. Liu’s programs wrote, “I was participating with the STEM workshop and the most coolest part was when I got to make the cool projects. But I really like how the people who were helping me with the projects, especially Katelyn [sic]. Thank you for the opportunity to be there in the STEM workshop.” 3 As part of the “Kid Created” series, high school student Kevin Zhang and his brother Arthur led a three-part Chess Club program for 17 children in second to fifth grades. Participants new to the game were introduced to chess basics and more advanced players received tactics and strategies. Over 40 middle schoolers took part in this month’s “Game Day Unplugged” program, gathering with friends, and playing various board and card games provided by the library. Two middle school students also participated in the Middle School Advisory Group program and completed a multi-part indoor scavenger hunt to each earn fifteen-dollar gift cards. Collections: With the RFID tagging project complete, all items will now be tagged and encoded by Cataloging and Acquisitions. This includes all new materials, items returning from the bindery, items needing new packaging/cases, and so on. Staff continued working on a project to catalog Bound Magazines as part of the RFID process. The Authority Database projects continue. This is part of the routine work to keep our databases/catalog up-to-date, consistent, and error-free. MARC records from Kanopy, CreativeBug, Press Reader, and LinkedIn added to and discarded from our Library Catalog this month totaled 42,411 records. This month 533 items were cataloged; now that the department is fully staffed—with the addition of Michele Krueper—that number should increase. Account Services staff shelved an average of 232 items per shift, despite being understaffed. Facilities and Technology: ISS staff continue to work with City IT with the 10GB switch bandwidth and upgrading the library hard drive server space. The self-checkout machines at the front entrance had the credit card readers installed; they are now able to accept payments for fines. Staffing/Training: Interviews were held for the vacant Librarian position in Cataloging and Acquisitions that was formerly filled by Margaret Lindstrom, who was chosen to be the new Principal Librarian in that department. Michele Krueper was selected to fill the vacancy; the 4 remaining candidates on the list will be interviewed for the vacant position in Children’s Services and any other positions that may arise. Account Services currently has five vacant aide positions. One candidate is still pending his physical results. Two candidates did not pass the physical examination and were not able to move forward, and one candidate was cleared to start but did not show up for her orientation. Interviews to fill the remaining five vacancies will take place in March. Account Services welcomed two new Aides, Edgar Perez and Esmeralda Albarran. The recruitment for the Circulation Services Supervisor is still ongoing: five interviews were offered in February, but the candidates either declined or did not show up for their interview. Children’s staff participated in an Infopeople Online Learning Course on Core Reference Fundamentals. Adult Services staff took advantage of training opportunities on Social Media Stories for Digital Storytelling, Health Insurance Literacy and Older Adults, Overdrive Collection Development Training, and a Crash Course in Science Fiction. Shelving Aides continue to cross train at the desk on a weekly basis: Staff is enjoying the consistency at the desk, which helps reinforce their training. Community Outreach/Collaboration/Volunteers: Holly Avenue Elementary School’s transitional kindergarten students visited the Library and listened to stories and sang songs relating to dinosaurs. There was also a visit from 136 first grade students from Holly Avenue Elementary School and the Children’s Services librarian explored rhyme, word play, and punctuation with the kids. Children’s Services staff visited the three- and four-year-old students at Right at School preschool and presented information and stories about libraries and the work that librarians do. The Children’s department recruited four new Children’s Services volunteers to assist with various existing projects and upcoming summer tasks. Two newly recruited adult volunteers will assist with a section photo curating project, compiling monthly statistics, and updating shelving booklists. The Transition Partnership Program (TPP) and Workability volunteer worked 12 hours in February; A new student will be starting in March. The Children’s Principal Librarian attended a Building Equity Based Summers Session in mid-February. Adult Services staff attended the Arcadia Historical Society meeting, and the Teen Services Librarian attended the Arcadia High School PTA meeting. The Adult Services Principal Librarian attended a city-wide meeting of Social Media Moderators, as well a meeting to discuss possible programs with the California Highway Patrol and a meeting of the SCLC Technology Committee. Administration staff attended the City Council Goal-Setting meeting at the beginning of the month, as well as the monthly Woman’s Club and Arcadia Coordinating Council meetings. Marketing and Publicity: The Alice in Wonderful themed Welcome to the Library bulletin board in the Children’s room was joined by a display at the Information desk, “Reading is Snow Much Fun,” and “Pop into the Middle” in the middle-school area. The featured display case offered a collection of beautiful hand- carved African statuettes portraying everyday life in African villages loaned by Neil Munaweera. Adult Services presented book displays featuring, “I don’t remember the title, but the cover was blue,” Teen travel fiction, books taking place in libraries or with librarian protagonists, Black History Month, and “Books that made me cry.” Library staff continued to regularly post on Twitter, Facebook, Instagram, YouTube, and on the City’s Enrich Arcadia Twitter and Facebook accounts. The California State Library requires an approved resolution by the City Council to accept these grant funds and to designate an authorized representative to enter into an agreement with the California State Library. In anticipation of receiving the Building Forward Grant, $220,000 was approved in the Fiscal Year 2022-23 Capital Improvement Program Budget for this project. After a project site inspection, it was determined that additional funds are needed to complete this project effectively. It is recommended that the City Council adopt the Resolutions approving the application and accepting the $104,500 in Building Forward Grant funds from the California State Library, designating the City Manager or his designee as an authorized representative to enter into an agreement with the California State Library for the Building Forward Grant, and amending the Fiscal Year 2022-23 Capital Improvement Program (“CIP”) Budget, Building Forward Grant Fund Resolutions February 21, 2023 Page 2 of 3 authorizing a supplemental budget appropriation for the Family Restroom Project in the amount of $90,000, offset by a reduction in the Capital Outlay Reserve Fund. BACKGROUND The Building Forward Grant provides California’s public libraries with support for capital projects addressing critical maintenance needs, improving energy efficiency and sustainability, and expanding access digitally and physically. The Library and Museum Services Department submitted a grant application for the construction of a Single Use Unisex Family Restroom in the Children’s Room in the Arcadia Public Library. On October 19, 2022, the Library and Museum Services Department received approval for the application and confirmation of the grant award. As a result, the City will receive $104,500 in Building Forward Grant funds and the project scope will include: • Upgraded and expanded plumbing; • New plumbing fixtures; • New walls; • Upgraded and expanded electrical wiring; • Accessible and fire system compliant door and lock; • Paint and preparation for new interior area; and • New flooring The new restroom is proposed to be built in between two existing restrooms and will provide families and individuals with greater flexibility, privacy, and safety. DISCUSSION After receiving the Building Forward Grant award letter, a project site inspection was conducted with the Public Works Services Department. The new family restroom would be built between two existing restrooms, which were last remodeled in 1984, almost 40 years ago. Updating these existing adjacent restrooms is long overdue and can be completed during the construction of the Family Restroom Project at a lower overall cost than completing the work separately. Therefore, it is recommended that this additional scope of work and funding be added to the overall project. The Library and Museum Services Department previously submitted a request for additional Building Forward Grant funds for the remodeling of these two restrooms, but the request was declined. The additional improvements will add $90,000 to the total project budget, thus, a supplemental budget for that amount is being requested to complete the added improvements. In order to proceed with the grant, the City must submit the necessary approvals for all required documents, which includes a resolution approving the application and acceptance of the grant funds, and designating a representative of the City as an authorized representative to enter into an agreement with the California State Library. It is recommended that the City Manager be designated as the City’s authorized representative for this grant award. Building Forward Grant Fund Resolutions February 21, 2023 Page 3 of 3 ENVIRONMENTAL ANALYSIS The proposed action – acceptance of a grant – does not constitute a project under the California Environmental Quality Act (“CEQA”), and it can be seen with certainty that it will have no impact on the environment. Thus, this matter is exempt under CEQA. The eventual construction of the new Arcadia Library Family Restroom may require environmental clearances, which will be evaluated during the design phase. FISCAL IMPACT The total cost for this project will be $304,500, including the remodel of the adjacent restrooms. Funds in the amount of $220,000 have been budgeted in the Fiscal Year 2022- 23 Capital Improvement Plan Budget, with half from the Capital Outlay Reserve Fund and half from the Building Forward Grant. Due to the additional improvements needed for the existing two restrooms, an additional appropriation in the amount of $90,000 from the Capital Outlay Reserve Fund is being requested. The City will receive $104,500 in Building Forward Grant Funds and the total cost paid by the City will be $200,000. RECOMMENDATION It is recommended that the City Council find the following Resolutions are categorically exempt pursuant to the California Environmental Quality Act (“CEQA”); and adopt: a. Resolution No. 7481 authorizing the grant application, acceptance, and execution of the grant funds from the State of California Budget Act of 2021 (SB 129). b. Resolution No. 7482 amending the Fiscal Year 2022-23 Capital Improvement Program Budget, authorizing a supplemental budget appropriation for the Family Restroom Project in the amount of $90,000, offset by a reduction in the Capital Outlay Reserve Fund. LIBRARY BOARD OF TRUSTEES REGULAR MEETING MINUTES THURSDAY, FEBRUARY 16, 2023 CALL TO ORDER – Chair Miriam Carter called the meeting to order at 4:32 p.m., in the Cay Mortenson Auditorium of the Library. Chair Carter seconded the motion, which passed on a voice vote. AYES: Chair Carter, Trustees Liao, Renfrew, Wang NOES: None ABSENT: Trustee Seaver PUBLIC COMMENTS – None REPORTS FROM LIBRARY TRUSTEES / LIAISONS: Trustee Renfrew, liaison to the Friends of Arcadia Public Library, reported that the Friends’ recent sale made over $700; they may hold another sale in a few weeks. The Friends will also be hosting a guitar concert on March 22, one of the popular Classical Kaleidoscope series, and is planning another paint night in the near future. Trustee Wang report that the Lunar New Year party was a success, but a lot of work. COVID guidelines limited the number of people per table at the Recreation Center, so they had to turn people away. Chair Carter discussed her involvement with Children’s Services’ middle-school programming. Councilmember Wang reported on recent City Council actions and on the goal- setting meeting held at the Library. REPORTS FROM THE DIRECTOR Announcements / Statements / Future Agenda Items Director’s Update: Director Bradley let the Board know that Shelly Polifka, the library administration’s Office Coordinator, will be retiring on March 3 after 23 years with the Library. She noted that it will be hard to replace her as she does so much. The recruitment will start next week. Monthly Statistical Report: January 2023: The number of visits to the library is increasing and the number of holds is staying steady. Circulation statistics have decreased because staff have corrected the way check-outs are reported, resulting in a more accurate count. The number of passports processed has decreased because we are now down to one passport clerk. Monthly Report Narrative: January 2023: Chair Carter praised the Kid Created STEM program. The Director noted that the library makes a special effort to provide science programming for girls. Financial Report: January 2023: While there have been additional building costs, the budget is currently on target. RFID Update: Tagging and encoding is complete, although some uncataloged special collection items will eventually be added in the future to the cataloged and tagged category. Security gates and self-check machines are up and running; the new credit-card readers will be available next week. The library is still waiting for the signage for the book chutes, and staff still needs management console training. Director Bradley acknowledged that Library Services Manager Alba was key to moving the project forward. Budget: The budget process formally opens next week, although staff have already been working on it. The library is preparing an RFP for building security. Staff Reports: Building Forward Grant: The Staff Report for the grant-funded family restroom is being prepared for the City Council. A family restroom is not required for older buildings like the library, but customers have asked for it. The Director will present the final staff report and two resolutions for the City Council’s approval next month. Staff Update: Ashlin Mushinskie and Mariella Fajardo are the two new Technicians in Account Services. None of the five candidates for the Account Services Manager position interviewed for it. This important and demanding position will remain open until filled. The library is filling the Librarian I position in Cataloging and Acquisitions vacated when Margaret Lindstrom became the Principal Librarian for that department. Museum Education Coordinator Brittani Alberto’s last day is March 4; the recruitment for her position begins that day and closes on March 18. Five new aides will be starting soon, leaving two unfilled positions. Gilb Museum of Arcadia Heritage: Demand for programs for local schools and girl-scout troops remains high. The Museum is hosting a history talk on Lucky Baldwin on March 4. Calendar of Activities for Children’s Services: March 2023: Director Bradley invited the Board to the annual Read Across America program. Representatives from the Police and Fire Departments will read to the kids in attendance and let them see the fire trucks and police cars up close. The bilingual story time and Homework Help programs have started, and recruiting will start soon for the summer teen volunteer program. Calendar of activities for Adult and Teen Services: March 2023: The Director promoted the Movies You Missed program and the upcoming Classical Kaleidoscope concert.
