PLANNING COMMISSION RESOLUTION NO. 1400 A RESOLUTION GRANTING CONDITIONAL USE PERMIT 88-031 TO EXPAND THE FACILITIES AND ACTIVITIES OF THE EXISTING CHURCH AT 512 WEST DUARTE ROAD. WHEREAS, on December 19, 1988, an application was filed by Matlock Asso- ciates on behalf of Our Savior Lutheran Church to expand the facilities, Planning Department Case No. C.U.P. 88-031, on property commonly known as 512 West Duarte Road, more particularly described on Exhibit "A". WHEREAS, a public hearing was held on January 10, 1989, at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF ARCADIA HEREBY RESOLVES AS FOLLOWS: SECTION 1. That the factual data submitted by the Planning Department in the attached report is true and correct. SECTION 2. This Commission finds: 1. That the granting of such Conditional Use Permit will not be detrimental to the public health or welfare, or injurious to the property or improvements in such zone or vicinity. 2. That the use applied for at the location indicated is properly one for which a Conditional Use Permit is authorized. 3. That the site for the proposed use is adequate in size and shape to accom- modate said use, and all yards, spaces, walls, fences, parking, loading, landscaping and other features are adequate to adjust said use with the land and uses in the neighborhood. 4. That the site abuts streets and highways adequate in width and pavement type to carry the kind of traffic generated by the proposed use. 5. That the granting of such Conditional Use Permit will not adversely affect the comprehensive General Plan. 6. That the use applied for will not have a substantial adverse impact on the environment. -1- 1400 . . . . . SECTION 3. That for the foregoing reasons this Commission grants a Conditional Use Permit to expand the facilities and activities of Our Savior Luther- an Church upon the following conditions: 1. The following conditions which were outlined in the report from the Public Works Department dated December 22, 1988. These shall be complied with to the satisfaction of their Director in accordance with the applicable provisions of the Arcadia Municipal Code. A. Close existing driveways not to be used and reconstruct curb, gutter and sidewalk to match existing. B. Remove and replace deficient or damaged curb, gutter or sidewalk. C. Construct P.c.c. driveway apron according to Arcadia Standard Drawing No. S-l1. D. All public works improvements shall be completed to the satisfaction of Director of Public Works prior to final acceptance by Building and Safety Depart- ment and prior to occupancy. E. All survey monuments, centerline ties and survey reference points shall be protected in place or re-established where disturbed. This work will be the responsibility of the permittee and shall be at the permittee's expense. 2. A modification shall be granted for 125 parking spaces in lieu of 237 spaces. 3. Fire protection shall be provided to the satisfaction of the Arcadia Fire Department 4. The subject site shall be maintained as per the plans on file in the Plan- ning Department. This includes, but is not limited to, the parking striping plan, and the landscaping. The entire parking lot shall be striped in accordance with the AMC Sec. 9269.8 (Marking of Spaces) 5. The utilization of the Church's major facilities (i.e. Sanctuary, Fellowship Hall and Classrooms) shall continue in a manner that is consistent with its previous and current practice (i.e. non-simultaneous use) 6. That c.u.P. 88-031 shall not take effect until the property owner and appli- cant have executed the form available at the Planning Department indicating awareness and acceptance of the conditions of approval. 7. Noncompliance with the provisions and conditions of this Conditional Use Permit shall constitute grounds for its immediate suspension or revocation. -2- 1400 .. . . . . SECTION 4. The decision, findings and conditions contained in this Resolu- tion reflect the Commission's action of January 10, 1989 and the following vote: AYES: Commissioners Amato, Clark, Hedlund, and Szany NOES: None ABSENT: Commissioner Papay SECTION 5. The Secretary shall certify to the adoption of this Resolution and shall cause a copy to be forwarded to the City Council of the City of Arcadia. Kasama, Assistant Planner FROM: CASE NO.: Conditional Use Permit No. 88-031 SUMMARY This application was filed by Matlock Associates on behalf of Our Savior Lutheran Church of Arcadia to expand the facilities and activities of the existing church at 512 West Duarte Road. The Planning Department is recommending approval subject to the conditions outlined in this report. GENERAL INFORMATION Applicant: Matlock Associates. Architects for Our Savior Lutheran Church of Arcadia Location: 512 West Duarte Road . Request: . Lot Area: Frontage: Conditional Use Permit to expand the fac1l1ties and activities of the existing church. 110.637.53 square feet / 2.539 acres 332.35 feet along West Duarte Road Existing Land Use & Zoning: The property is presently improved with an 8.820 sq. ft. church. 4.285 sq. ft. fellowship hall. 3,000 sq. ft. two-story residence and a 400 sq. ft. garage. There are 96 on-site park1ng spaces. The property is zoned R-3 / Multiple Family Surrounding Land Use & Zoning: North: Condominiums. zoning is R-3 South: Single family residences, zoning is R-1 East: Multiple family residences. zoning is R-3 West: Medical offices. zoning is CoO & D General Plan Designation: MF / Multiple Family (7+ dwelling units per acre) . BACKGROUND The church was initially allowed by Variance No. V 56-8 which became effective on October 2. 1956. Subsequently. the Arcadia Municipal Code was amended to allow churches in any zone with a Conditional Use Permit. In 1966, Conditional Use Permit No. C.U.P. 66-1 was granted to enlarge the church. add the fellowship hall. and allow the existing parking layout which at that time was deficient 6 spaces. In 1982. Conditional Use Permit No. C.U.P. 82-16 was granted to allow operation of a parent-partiCipation play movement program for Infants and toddlers. This program is limited to 25 students and to weekday mornings and one weeknight. No additional parking was required. PROPOSAL AND ANALYSIS There' are 2 phases to the proposed expansion of the 'church. Phase 1 will add approximately 1.025 sq. ft. of classroom space. a 200 sq. ft. vestibule and storage area. create a 500 sq. ft. narthex by enclosing an existing atrium. remodel existing restrooms. add a 560 sq. ft. nursery/bride's room. and lower the choir loft onto a platform. . This phase also includes a new parking lot and driveway design. The two one-way driveways will be replaced by a single two-way driveway and the easterly parking area will be re-striped with 90 degree parking spaces. This will add 29 parking spaces for a total of 125 spaces, and will Improve circulation. Phase 2 will remodel an existing 750 sq. ft. vestibule. classroom and storage area. and may include interior remodeling of the Quint House. a portion of which is used for offices. The additions and remodeling are to update the facilities to better accommodate the congregation which has grown over the last several years. The classrooms will be used for Bible Study and Sunday School sessions, and for individual and family counseling. These activities. along with worship services. weddings and funerals. are considered to be consistent with the types of activities normally conducted at a church. If the parking requirements are calculated independently for each of the various existing facilities. a total of 191 spaces would be required. The current 96 spaces appears to adequately serve the existing facilities and activities. The independent requirements for the various facilities are listed on the following table: . However. since the major facilities (i.e. the Sanctuary, Fellowship Hall. and Classrooms) are not utilized simultaneously. the additional 29 spaces should be adequate. Pursuant to the provisions of the California Environmental Quality Act. the Plan- ning Department has prepared an initial study for the proposed project. Said ini- tial study did not disclose any substantial or potentially substantial adverse change In any of the physical conditions within the area affected by the project including land. air. water, minerals, flora. fauna. ambient noise and objects of historical or aesthetic significance. Therefore. a Negative Declaration has been prepared for this project. .. ARCHITECTURAL DESIGN REVIEW Concurrent with the consideration of the modifications. the Planning Commission Is to also review the architectural design of the structure. The CIty's Architectural Design Review Regulations do not specify any particular criteria to be applied to churches. The proposed additions and remodels will be consistent with the existing structure and no changes In materials or style are being considered. The major change In appearance of the structure will be at the front of the church where the roof line will be altered by the addition of the nursery/bride's room to the east. the new vestibule to the west. and the enclosure of the atrium for a new narthex. Staff finds the existulg structures to be consistent. and visually harmonious with other developments In the area. The proposed additions and alterations will not significantly change the architectural appearance of the building. The sUe Is ade- quately landscaped and the proposed changes will not detract from it. . C.U.P.88-031 1/10/89 page 3 . . . SPEC~INFORMATION At present, a 540 sq. ft. trailer is being used as classrooms on Sundays. This trail- er is intended to be used only until the additions have been completed. A request for a Building Code Variance is scheduled to be heard by the City Council at their January 17th meeting. RECOMMENDATION The Planning Department recommends approval of Conditional Use Pennit No. 88-031. subject to the follOwing conditions: 1. The conditions outlined in the attached report from the Public Works Depart- ment which shall be complied with to the satisfaction of their Director. 2. A modification shall be granted for 125 parldng spaces in lieu of 237 spaces. 3. Fire protection shall be provtded to the satisfaction of the Arcadia Fire Dept. 4.
