A RESOLUTION DENYING CONDmONAL USE PERMIT 88-026 TO
EXPAND THE USES OF THE GIRL SCOUT MEETING HOUSE AT 590
SOUTH THIRD A VENUE
WHEREAS, on October 14,1988 an application was filed by the Sierra Madres
Girl Scout Council to expand the uses of the Girl Scout meeting house, Planning
Department Case NO. c.u.p, 88-026, on property commonly known as 590 South
Third Avenue, more particularly described as follows:
The north 80 feet of the south 169.4 feet of the west 227,2 feet of Block 49,
Santa Anita Tract in the City of Arcadia, County of Los Angeles, State of
California, as shown on map recorded in Book 34, pages 41 and 42 of
Miscellaneous Records of said County,

WHEREAS, a public hearing was held on November 8,1988, at which time all
interested persons were given full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
Section 1, That the factual data submitted by the Planning Department in the
attached report is true and correct.
Section 2, This Commission finds that the expanded use to include a
vacation day camp was too intense for a residential area and was inconsistent with
uses normally associated with girl scout activities; that there would be increased
noise and traffic to the area as a result of the day camp activities; and that the
granting of such Conditional Use Permit can be detrimental to the public health or
welfare, or injurious to the property or improvements in such zone or vicinity,
Section 3, That for the foregoing reasons this Commission denies
Conditional Use Permit 88-026 to expand the activities of the Girl Scout meeting
house at 590 South Third Avenue,
Section 4, The decision, findings and conditions contained in this Resolution
reflect the Commission's action of November 8, 1988 and the following vote:
A YES: Commissioners Amato, Clark, Hedlund, Szany, Papay
NOES: None
Section 5, The Secretary shall certify to the adoption of this Resolution and
shall cause a copy to be forwarded to the City Council of the City of Arcadia,

The Planning Commission at its November 22, 1988 meeting, voted 5-0 to
adopt Resolution 1394, denying a request to expand the use of the Girl
Scout meeting house at 590 S, Third Avenue (CUP 88-026).

Any City Council Member, at their own discretion and without the filing of
any fee, can appeal the decision of the Planning Commission within five (5)
working days after date of said decision or at the next City Council meeting,
whichever is later. Said appeal must be made by December I, 1988.
Attached for your information are Resolution 1394 and the staff report.

GENERAL PLAN DESIGNATION:
Multiple-family residential (7+ du/ac)
HISTORY
A variance was granted by the City Council on September 7, 1954 for a Girl
Scout Meeting House on the subject site, utilizing the existing house. In 1958,
the City Council granted a variance to construct a new Girl Scout Meeting
House and in November, 1961, the City Council approved another variance
to erect a covered patio on the site, A condition of this variance was that it
"be granted for a 10-year period and at the end of the 10 year period this
activity be relocated to a location where it will be more compatible with the
surrounding properties, This application expired in 1971.
In August, 1976 the City approved Conditional Use Permit 76-16 to allow the
continuance of the Girl Scout activities and that the use of the site be
. restricted to Girl Scout activities only,
In July, 1988, the City received a complaint regarding the use of the property
for day care activities and the fact that the site was in need of property
maintenance,
Upon investigation the City learned that they were conducting "Girl Scout
Day Camp" supervising children during vacation breaks while the parents
worked,
We advised the Girl Scout Council that this was not a permitted use and
would have to be discontinued. If they wished to expand their activities they
would have to apply for a new c.u.P..
PROPOSAL
The Sierra Madres Girl Scout Council is requesting to use the site for
meetings of Girl Scout Troops for for special activities such as Court of
Awards, cookouts, parties, vacation day camps and overnight campouts, Girl
Scout troops will use the building for community service projects and
Council-wide planning meetings. Girl Scout Adults will use the property for
training courses, planning meetings and community service projects,

The vacation day camp operates during the summer and spring vacations.
The hours of operation are from 7:00 a.m. to 6:30 p.m. There is an attendance
of approximately 30 children ranging in age from 5 to 12 years of age,
Evening activities are usually terminated by 9:00 -10:00 p,m,
The house has 1,920 sq, ft. and contains two meeting rooms, a kitchen, two
lavatories and two storage areas. There is a 982 sq. ft. garage at the rear of the
property and a 792 sq, ft. covered patio behind the house, The garage is used
for storage purposes.
The existing garage needs to be repainted, However, Jane St. George, the
Assistant Executive Director of the Sierra Madres Girl Scout Council has
indicated in a letter that they have received a "Grant Proposal to the Santa
Anita Foundation" for $35,000 to remove and rebuild a new garage, The
proposed new garage will be the same size and located in the same place as
the existing garage,

Parking is located along the southerly side of the driveway and at the rear of
the property. There is on-site parking for 9 cars. The driveway is located
located on the north side of the property, The planting area on the north side
of the driveway is poorly maintained and needs to be cleaned up,
A boat is stored on an unpaved area south of the garage and two trailers are
stored on unpaved area north of the garage,
ANALYSIS
Although the types of activities conducted on the premises are much more
intensive than would normally be found in a residential neighborhood, staff
does not have a problem in allowing the continuation of the use for Girl
Scout activities as originally outlined in C.U,P, 76-16,
However, we are concerned with the vacation day camp activity. It is staff's
opinion that this type of activity is not something which would normally be
associated with Girl Scout activities; is not compatible with a residential
neighborhood; and generates more traffic in the area,
The complaint we received in July regarding the operation of the "vacation
da.y camp" specifically addressed the noise created by the children, Also, the
expansion to allow the vacation school creates more traffic to the site as
pa.rents drop-off and pick up their children.

Attached is a letter from Mrs, Francis Fletcher in opposition to the
conditional use permit.
Pursuant to the provisions of the California Environmental Quality Act, the
Planning Department has prepared an initial study for the proposed project,
Said initial study did not disclose any substantial or potentially substantial
adverse change in any of the physical conditions within the area affected by
the project including land, air, water, minerals, flora, fauna, ambient noise
and objects of historical or aesthetic significance, Therefore, a Negative
Declaration has been prepared for this project.
RECOMMENDA nON
The Planning Department recommends denial of CU.P. 88-026 to expand the
activities at the Girl Scout meeting house,
However, if the Planning Commission determines that this expansion in
activities would be appropriate, the Planning Department would recommend
the following conditions of approval:

1. That all planting areas including the planter strip along the north
property line shall be cleaned up and maintained in a neat and orderly
manner.
2, That the Fire Department shall inspect the premises to determine if fire
safety is adequate for the activities being conducted on the premises,
including "vacation day camp". The Girl Scout Council shall submit a
copy
3. That plans for the new garage shall be submitted to the Planning
Department for its review and approval,
4. That the area north and south of the garage shall be paved for the
parking of the boat and trailers,
5, That evening activities shall be terminated at 10:00 p,m.
4. That Cu.P, 88-026 shall not take effect until the owner and applicant
have executed a form available at the Planning Department indicating
awareness and acceptance of the conditions of approval.

5, Noncompliance with the provisions and conditions of this
Conditional Use permit shall constitute grounds for the immediate
suspension or revocation of said Permit.
FINDINGS AND MOTIONS
Approval
If the Planning Commission intends to take action to approve this project, the
Commission should move to approve and file the Negative Declaration and
find that the project will not have a significant effect on the environment and
direct staff to prepare the appropriate resolution incorporating the specific
findings and conditions of approval set forth in the staff report (or as
modified by the Commission),
Denial
If the Planning Commission intends to take action to deny this project, the
Commission shOUld move to deny and direct staff to prepare an appropriate
resolution incorporating the Commission's decision and findings in support
of that decision.
