A RESOLUTION GRANTING CONDmONAL USE PERMIT
88-024 TO CONDUCT FlNANCIAL SEMINARS TWO NIGHlS
A WEEK AND ON SATURDAYS AT 325 NORTH SANTA
ANITA AVENUE, UNIT C.
WHEREAS, on August 1, 1988 an application was filed by Richard A. Susie, on
behalf of A,L. Williams Company to conduct financial seminars two nights a week and
on Saturdays, Planning Department Case No. C.U,P. 88-024, on property commonly
known as 325 North Santa Anita, Unit C, more particularly described as follows:
Lots 1, 2, 3 of Tract 24181, in the City of Arcadia, County of
Los Angeles, State of California, as per map recorded in Book 643,
Pages 43-44 of Maps, in the office of said County Recorder,

WHEREAS, a public hearing was held on August 23,1988, at which time all
interested persons were given full opportunity to be heard and to present evidence;
NOW, TIIEREFORE, TIlE PLANNING COMMISSION OF TIlE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
Section 1, That the factual data submitted by the Planning Department in the
attached report is true and correct.
Section 2. This Commission finds:
1. That the granting of such Conditional Use Permit will not be detrimental
to the public health or welfare, or injurious to the property or improvements in such
zone or vicinity.
2. That the use applied for at the location indicated is a proper use for which
a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use. All yards, spaces, walls, fences, loading, landscaping and other
features are adequate to adjust said use with the land and uses in the neighborhood.
That if the hours are restricted to the evenings and Saturdays and seminars limited to
100 persons, that parking will be adequate.
4. That the site abuts streets and highways adequate in width and pavement
type to carry the kind of traffic generated by the proposed use.
5. That the granting of such Conditional Use Permit will not adversely affect
the comprehensive General Plan.

6. That the use applied for will not have a substantial adverse impact on the
environment.

Section 3. That for the foregoing reasons this Commission grants a Conditional
Use Permit to conduct financial seminars two nights a week and on Saturdays, upon
the following conditions:
1. That classes shall be restricted to week nights and Saturdays. Week day
classes shall not begin until after 6:00 p.m.
2. That the seminars shall be restricted to a maximum occupancy of 84 persons
when seated at tables or 100 persons when seated in chairs.
3. That fire safety shall be provided to the satisfaction of the Fire Department.
4. That c.u.p, 88-024 shall not take effect until the owner and applicant have
executed a form available at the Planning Department indicating awareness and
acceptance of the conditions of approval,
5. Noncompliance with the provisions and conditions of this Conditional
Use Permit shall constitute grounds for the immediate suspension or revocation of said
permit.
Section 4. The decision, findings and conditions contained in this Resolution
reflect the Commission's action of August 23, 1988 and the following vote:
A YES: Commissioners Amato, Clark, Hedlund, Szany, Papay
NOES: None
ABSENT: None
Section S. The Secretary shall certify to the adoption of this Resolution and shall
cause a copy to be forwarded to the City Council of the City of Arcadia.
I HEREBY CERTIFY that the foregoing Resolution was adopted at a regular
meeting of the Planning Commission held on the 13th day of September, 1988 by the

SUMMARY
This application was filed by Richard Susie and request a conditional use permit to
conduct financial training seminars two nights a week and on Saturdays at 325
North Santa Anita Avenue, Unit C.
The Planning Department is recommending approval subject to the conditions set
forth in the staff report.

. GENERAL PLAN DESIGNATION:
Commercial/Industrial (C/IND)
BACKGROUND
In January, 1988, the City granted a business license to A. L. Williams Company.
The type of business described on the business license was "financial services". In
July it came to our attention by the Fire Department that training seminars were
being conducted on the premises. On July 28 the Planning Department contacted
Richard Susie and explained to him that a conditional use permit is required for a
business which conducts training seminars. Mr. Susie has filed this application to
conduct financial seminars.
PROPOSAL AND ANALYSIS
A. L. Williams Company occupies 3,990 sq. ft. of building area. This area contains
eight offices, a conference room, lobby area and a classroom area. The assembly area
contains 1,280 square feet which by code would allow 84 persons at tables and chairs
or 180 persons seated in chairs or standing.

Mr. Susie, the applicant has indicated that financial seminars are conducted two
nights a week (Tuesday and Thursday) from 7:30 p.m. to 9:00 p.m. Seminars are
occasionally conducted on Saturdays. They have between 80 and 100 people
attending the seminars at each session.
During the daytime hours between 8 and 10 people work out of the office. Mr. and
Mrs. Susie have one salaried employee.
Other uses currently occupying the building (based upon Business License records)
are: Comprehensive Rehabilitation Services, Inc., Judith Lenhardt, K. Mullen
Consulting Engineers; Ortho-Care, Inc. and Rose McLaughlin, realtor.
There are 61 parking spaces on the site, based upon the description of the other uses,
it does not appear that the other businesses operate during the evening hours or on
Saturdays.
If additional parking is required, there is on-street parking available along Rolyn
Place. Most of the businesses along Rolyn Place are closed during the evening
hours.
It is staff's opinion that conducting financial seminars at the above location during
the evening hours and on Saturdays is an appropriate use of the property and does

not conflict with any of the other businesses on the property.. Staff does feel,
however, that because there are only 61 on-site parking spaces, the number of
persons attending the seminars should be limited to 100,
Pursuant to the provisions of the California Environmental Quality Act, the
Planning Department has prepared an initial study for the proposed project. Said
initial study did not disclose any substantial or potentially substantial adverse
change in any of the physical conditions within the area affected by the project
including land, air, water, minerals, flora, fauna, ambient noise and objects of
historical or aesthetic significance. Therefore, a Negative Declaration has been
prepared for this project.
SPECIAL INFORMATION
The Fire Department has reviewed the plans and indicated that:

The maximum occupant load must be posted over the entrance door.
Lighted exit signs are required over each exit door.
Rows of chairs shall not exceed seven from wall to aisle,
A 44" aisle is required between doors and accessible from all seats with
reference to #3 above.
All doors shall swing in the direction of exit travel.
Since the corridor is a required one hour fire resistive corridor, all doors shall
be self-closing and not held open by any other device than as specified in
Section 4306b UBC automatic closing.
7, The required latch on all exit doors from this assembly room to the outside
shall be panic hardware.
RECOMMENDA nON
The Planning Department recommends approval of C.u.P. 88-024 subject to the
following conditions:

FINDINGS AND MOTIONS
Approval
If the Planning Commission intends to take action to approve this project, the
Commission should move to approve and file the Negative Deciaration and find
that the project will not have a significant effect on the environment and direct staff
to prepare the appropriate resolution incorporating the specific findings and
conditions of approval set forth in the staff report (or as modified by the
Commission).
Denial
If the Planning Commission intends to take action to deny this project, the
Commission should move to deny and direct staff to prepare an appropriate
resolution incorporating the Commission's decision and findings in support of that
decision.
