A RESOLUTION GRANTING CONDmONAL USE PERMIT
88-023 TO OPERATE A RESIDENTIAL CARE FACILITY FOR
WOMEN WITH ALCOHOL DEPENDENCY PROBLEMS AT
180 WEST HUNTINGTON DRIVE.
WHEREAS, on July 28, 1988 an application was filed by Spencer Recovery
Centers to operate a residential care facility for women with alcohol dependency,
Planning Department Case No. C.U.P. 88-023, on property commonly known as 180
West Huntington Drive, more particularly described as follows:
ParcellS of Tract 949, in the City of Arcadia, County of Los Angeles,
State of California, as per map recorded in Book 5775, Page 24 of
Maps, in the office of said County Recorder.

WHEREAS, a public hearing was held on August 23, 1988, at which time all
interested persons were given full opportunity to be heard and to present evidence;
NOW, 1HEREFORE, 1HE PLANNING COMMISSION OF 1HE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning Department in the
attached report is true and correct.
Section 2. This Commission finds:
1. That the granting of such Conditional Use Permit will not be detrimental
to the public health or welfare, or injurious to the property or improvements in such
zone or vicinity.
2. That the use applied for at the location indicated is a proper use for which
a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and shape to
accommodate said use. All yards, spaces, walls, fences, parking, loading, landscaping
and other features are adequate to adjust said use with the land and uses in the
neighbor hood.
4. That the site abuts streets and highways adequate in width and pavement
type to carry the kind of traffic generated by the proposed use.
S. That the granting of such Conditional Use Permit will not adversely affect
the comprehensive General Plan.
6. That the use applied for will not have a substantial adverse impact on the
environment.

Section 3. That for the foregoing reasons this Commission grants a Conditional
Use Permit to operate a residential care facility for women with alcohol dependency,
upon the following conditions:
1. That a parking plan be submitted to the Planning Department for its review
and approval, and said parking area be striped in accordance the approved plans.
2. That fire safety shall be provided to the satisfaction of the Fire Department.
3. That the occupancy shall comply with all Building code requirements and
the applicants shall secure all the necessary building permits for any remodeling.
4. That a copy of the approved State License shall be filed with the Planning
Department.
S. That c.u.P. 88-023 shall not take effect until the owner and applicant have
executed a form available at the Planning Department indicating awareness and
acceptance of the conditions of approval.
6. Noncompliance with the provisions and conditions of this Conditional
Use Permit shall constitute grounds for the immediate suspension or revocation of said
permit.
Section 4. The decision, findings and conditions contained in this Resolution
reflect the Commission's action of August 23, 1988 and the following vote:
A YES: Commissioners Amato, Clark, Hedlund, Szany, Papay
NOES: None
ABSENT: None
Section 5. The Secretary shall certify to the adoption of this Resolution and shall
cause a copy to be forwarded to the City Council of the City of Arcadia.

GENERAL PLAN DESIGNATION:
Commercial
SPECIAL INFORMATION
In January, 1983, Albert Yank, the owner of the property at 180 West Huntington
Drive filed an application requesting a zone variance to allow the operation of a
business office on his property which was zoned R-1. The Commission voted to
deny the variance and recommended in its motion that staff initiate a zone change
to change the property to a commercial zone. The City Council upheld the Planning
Commission's action and directed staff to initiate a zone change.
On October 5,1983, the City Council adopted Ordinance 1781 rezoning the subject
property from R-l to C-O. Until recently, Mr. Yank operated his business as well as
resided on the premises.
PROPOSAL
The applicant is proposing to open an alcohol recovery center for a maximum of 14
women. Individuals who enter the facility will live on the premises for 30 days of
residential care which involves group therapy sessions, bibliotherapy and
recreation. The facility will be licensed and certified by the Department of Alcohol
and Drug for a 24 hour non-medical residential care facility. According to the
Licensing and Certification Section, these types of facilities do no require a doctor on
staff; they are "social model" programs and not a medical operation. A detailed
description of the Spencer Recovery Centers operation is attached (Exhibit A).
There will be 24 hour staff coverage with two full time and two part time persons
working on shifts.
The existing house contains 3,191 square feet with a detached two car garage. The
house is currently designed as a duplex. The only access to the second floor is from
an exterior stairway; there is no access from the main dwelling. The applicant is
considering closing in the rear porch area where the staircase is located to provide
direct entrance to the second floor from the first floor.
There will be five bedrooms in the facility. Two downstairs and three upstairs
(including the kitchen on the second floor which will be converted into a bedroom).
There are no striped parking spaces on the site. There is a large paved area behind
the house and in the past cars have parked in this area and along the southerly
portion of the driveway.

SPECIAL INFORMATION
Spencer Recovery Centers has facilities in Monrovia, Los Angeles and Covina.
The Fire Department as of August 18th had not had an opportunity to visit the site
to establish any specific conditions of approval. The Building Department has
reviewed the plans and has no comments.
ANALYSIS
It is staff's opinion that the proposed residential care facility would be an appropriate
use of this site. This type of use will generate minimal traffic to and from the site as
compared to many office uses which would be permitted in the C-O zone.
Staff would recommend that the parking spaces be dearly designated.
Pursuant to the provisions of the California Environmental Quality Act, the
Planning Department has prepared an initial study for the proposed project. Said
initial study did not disclose any substantial or potentially substantial adverse
change in any of the physical conditions within the area affected by the project
including land, air, water, minerals, flora, fauna, ambient noise and objects of
historical or aesthetic significance. Therefore, a Negative Declaration has been
prepared for this project.
RECOMMENDATION
The Planning Department recommends approval of c.u.P. 88-023 subject to the
following conditions:
1. That a parking plan be submitted to the Planning Department for its review
and approval, and said parking area be striped in accordance with the
approved plans,
2. That fire safety shall be provided to the satisfaction of the Fire Department.
3. That the occupancy shall comply with all Building Code requirements and

FINDINGS AND MOTIONS
Approval
If the Planning Commission intends to take action to approve this project, the
Commission should move to approve and file the Negative Declaration and find
that the project will not have a significant effect on the environment and direct staff
to prepare the appropriate resolution incorporating the specific findings and
conditions of approval set forth in the staff report (or as modified by the
Commission).
Denial
If the Planning Commission intends to take action to deny this project, the
Commission should move to deny and direct staff to prepare an appropriate
resolution incorporating the Commission's decision and findings in support of that
decision.

HOW SPENCER RECOVERY CENTER TREATS THE DISEASE.
PROGRAM DESCRIPTION
Alcoholism and Alcohol Abuse'
Alcoholism and Alcohol Abuse strikes approximately 10-20% of the
population in various degrees and guises. Alcoholism can be fatal
if allowed to progress to chronic stages, but is amenable to treatment
and can be arrested at any early stage in development.

Spencer Recovery Center's Philosophy
Spencer Recovery Center regards recovery from alcoholism as a
lifelong process. S.H.C. does not provide a "cure" in the usual sense
of the word. Treatment helps the participant call upon their own
untapped personal, psychological and spiritual resources through
medical evaluation, psychosocial assessment, alcohol and drug educ-
ation, group work and attendance at self-help groups such as Alcoholics
Anonymous.
Facility
Spencer Recovery Center .is located at 345 w" Foothill Blvd. in
Monrovia, Ca. and is well known in the community at large for its
recovery services. S.R.C. is an attractive 31 bed facility located
on a main thoroughfare and is convient by freeway and public transpor-
tation. Spencer Recovery Center uses an interdisciplinary approach to
alcohol treatment. Physicians, Certified Alcoholism Counselors,
family therapists and psychologists are all part of the treatment team.

Recovery Phases
Individuals move through the following phases as their condition
warrants:
A. Primary - 30 days of residential care.
Through participation in group therapy sessions, bibliotherapy and

recreation, the participant is moved from denial of his or her
condition to a realistic awareness of the disease process with
~ts myriad interactions with the participant's daily life. Rela-
tionships are assessed and strengthened through family group.
Participants begin to take responsibility for recovery by working
the 12 steps of Alcoholics Anonymous and learning about their dis-
ease. In the last week of Primary treatment , participants iden-
tify issues to be addressed in Aftercare. Th~ program is for
individuals who can remain abstinent throughout the treatm~nt process
and who are without significant medical problems.
Primary participants are participants who have received no treatment
prior to admission and/or have less than 28 days of sobriety. Primary
participants must attend all board activities including the morning
A.A. meeting, exercise, morning and afternoon groups, evening house
g~oups, 12 step meetings, 1 on 1 counseling and special events planned
for the house. Primary participants may not leave the Crossroads
property at any time alone and must get permission to go anywhere
.ith a "structured" participant or approved person. Visiting hours
are from 1 - 4 on Sundays and after family group on Saturdays if the
visitors attended group.'
B. S'l'RUCTURED -
Structured participants are participants who have already completed
Primary treatment either at Crossroads or another treatment facility.
There are 3 phases of structured rAsidency. Transition from one
phase to another is dependent on the participants success with the
previous phase.
First Phase- 1-30 days; Participants must attend at least one 12 step
meeting a day with a meeting card signed and turned into the office
each week. The participant has two l-on-l counseling sessions a week.
There is 11 pm curfew every night and mandatory attendance at resident
council. If the participant is not working, they must be either
seeking employment or in house groups. 'l'hey must attend all house
groups written in red on the activity board.

Second Phase- 30-60 days; Participants must attend at least one 12
step meeting a day, with a meeting card signed and turned into the
office each week. They have one l-on-l counseling session a week. There
is mandatory attendance at resident council and 11 pm curfew every
night except Friday and Saturday nights.

Third Phase- 60-90 days; Participants must attend at least one 12
step meeting a day with a meeting card signed and tur:ned into the
office each week. They have one l-on-l counseling session a \~eek and
mandator:y attendance at resident council.
C. SUSTI\.tNED -
Sober: Living Residency is available to residents completing pr:imary
and/or the structured residency program. I\ttendance at three 12 step
meetings a week and attendance at resident council ar:e required to
r:emain in good standing wi th the program. ~Ius t be working or seeking
employment.
D. I\FTERCI\RE -
I\fter:care is available for I year. The goal of Aftercare is to
intergrate the tools learned in treatment through problem solving
with gr:oup support. The I\ftercare Group meets weekly.
TI)e oppor:tuni ty for joining a Crossroads Alumni l\ssocia tion also
adds sober recr:eational and social activities to other tools for
living. Barbeques, family outings, boating and attendance at area
plays and events are just a few of the activities offered through
the alumni association.
E. FI\MILY CI\RE -
Family care is provided for the families of all individuals in
rehabilitation. Ther:e is special emphasis for families to commit
to group counseling, family education and I\l-I\non.
