A RESOLUTION GRANTING CONDmONAL USE PERMIT 88-
010 TO OPERATE A TONING HEALlH SALON AT 145 EAST
DUARTE ROAD, SUITE B,
WHEREAS, on April 14" 1988 an application was filed by
Adrienne L. Gracia to operate a toning health salon, Planning
Department Case NO, C.U.P, 88-010, on property commonly known as
145 E. Duarte Road, Suite B, more particulary described as follows:
Lots 15 and 16, Block 62, Santa Anita Tract, in the City of
Arcadia, County of Los Angeles, State of California, as per Map
recorded in Book 16, Page 58 of said Maps in the office of said
County Recorder.

WHEREAS; a public hearing was held on May 10, 1988, at which
time all interested persons were given full opportunity to be heard
and to present evidence;
NOW, THERFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOL YES AS FOLLOWS:
Section 1. That the factual data submitted by the Planning
Department in the attached report is true and correct.
Section 2. This Commission finds:
1, That the granting of such Conditional Use Permit will not
be detrimental to the public health or welfare, or injurious to the
property or improvements in such zone or vicinity,
2. That the use applied for at the location indicated is
proper use for which a Conditional Use Permit is authorized.
3. That the site for the proposed use is adequate in size and
shape to accommodate said use, All yards, spaces, walls, fences,
parking, loading, landscaping and other features are adequate to
adjust said use with the land and uses in the neighborhood,
4. That the site abuts streets and highways adequate in
width and pavement type to carry the kind of traffic generated by
the proposed use,

5. That the granting of such Conditional Use Permit will not
adversely affect the comprehensive General Plan,
6, That the use applied for will not have a substantial
adverse impact on the environment.
Section 3. That for the foregoing reasons this Commission
grants a Conditional Use Permit to operate a toning health salon upon
the following conditions:
I. That the total number number of fitness/exercising
machines shall not exceed eight for a maximum of six patrons at any
given time,
2, That aerobics, nautilus weight training, gymnastic,
exercise and other similar classes shall not be conducted.
3. That the exercising area shall not exceed 700 square feet,
as shown on the proposed floor plan,
4, A modification be granted for 27 parking spaces in lieu of
43 spaces. This approval shall not constitute an approval for a
general reduction in parking for the total site, That this parking
modification shall only be for the use approved by C.U.P. 88-010
(toning health salon),
5, Fire safety shall be provided to the satisfaction of the Fire
Department.
6. That the total number of employees shall not exceed
three (3) individuals,
7, That all employees park behind the subject building,
8. That C.U.P, 88-010 shall not take effect until the owner
and applicant have executed a form available at the Planning
Department indicating awareness and acceptance of the conditions of
approval.
9. Noncompliance with the provisions and conditions of this
Conditional Use Permit shall constitute grounds for the immediate
suspension or revocation of said permit,

Section 4. The decision, findings and conditions contained in
this Resolution reflect the Commission's action of May 10, 1988 and
the following vote:

Section 5. The Secretary shall certify to the adoption of this
Resolution and shall cause a copy to be forwarded to the City Council
of the City of Arcadia.

PIlOPOSAL AND ANALYSIS
Health clubs/salons are permitted uses in the C-2 zone With an approved
conditional use permit
The applicant is seeking a conditional use permit to operate a toning health salon in
which fitness programs are conducted using passive isOmetric exercising machines
(see attached Exhibit" A").
Unlike many other health clubs, the proposed use does not have classes With large
numbers of patrons,

A total of 6 exercise machines W'Owd be insta11ed and during the peak operation of
this facility there W'Owd be six patrons utili~ng the machines. The applicant has
noted that the use of the facilities will be by appointment only. The hours of
operation are from 8:00 a.m. to 7:00 p.m, during the ~kdays and 8:00 a.m, to
12:00 p.m..on Saturdays, There Will be a total of three employees.
This facility W'Owd occupy 1.367 square feet of a 6,000 square foot retail building,
as illustrated on the attached site plan.
on November 14, 1978, the Modification Committee approved M-78-164, a request
for 27 on-site parking spaces in lieu of 30 parking spaces required for the subject
building. This parking modification was an approval for a general reduction in
parking for the total site.
In this partiCular case the square footage of the actual exerctslng area determines
the number of required parking spaces, Within the proposed 1,367 square foot
tonUlg health salon there wiD be an eJefcising area of approximately 700 square feet
which requires 20 parking spaces. Said spaces result in a net increase of an
additional 13 spaces for the site. This increase is due to the difference in the parking

standards (i,e, 7 reqUired spaces based on 5 spaces per 1,000 square f~t for retail as
compared to 20 reqUired spaces based on 1 space per 35 square f~t of exercising
area). With the addition of the proposed toning health salon, 43 parking spaces are
reqUired for the site,
Staff recently made six random vehicle counts on the site to determine the
percentage of available parking, It was noted that of the 27 parking spaces on the
site a maximum number of 14 parked vehicles were counted during the peak
business hours which seemed to be between 10:30 am, and 4:30 pm,
It is staff's opinion that the proposed use is a unique "health club/salon" and as
such the eXisting parking is adequate, proVided that the business be limited to the
proposed exercising area, number of fitness machines, and maximum number of
patrons at anyone time,
Pursuant to the provisions of the California Environmental Quality Act, the Planning
Department has prepared an initial study for the proposed project. said initial
study did not disclose any substantial or potentially substantial adverse change in
any of the physical conditions Within the area affected by the project including
land, air, water, minerals, flora, fauna, ambient noise, and objects of historical or
aesthetic significance, Therefore, a Negative Declaration has been prepared for the
project,

RECOMMENDA TroN
The Planning Department recommends approval of C,U.P, 88-010 subject to the
following conditions:
1, That the total number of fitness/exercising machines shall not exceed
eight for a ma1l'lmum of six patrons at any given time.

Commission should move to approve and file the Negative Dedaration and find that
the project will not have a significant effect on the environment and direct staff to
prepare the appropriate resolution incorporating the specific lUldings and
conditions of approval set forth in the staff report (or as modified by the
Commission).

But, where did they come from? Many of today's passive,
isometric exercise machines are based on the same machine.
developed by Bernard H. Stauffer, in the late 1930..
B.H. Stauffer was an inventor and a life-long student of
biochemistry, and many of the concepts he developed are just
beg~ning to be understood today.
In 1937, not much was known about the effects of
postural alignment on the functioning of the human body.
But, B.H. Stauffer, who was a leader in this fi.ld, found
that vibrant health was a combination of proper circulation
of blOOd, lymph and intercellular fluids, good muscle tone,

a.H. Stauffer employed doctors to conduct research into
the effects of the passive exercise machines on the bOdy's
metabolism. The research was conducted at UCLA under the
direction of Laurence Morehouse, Ph.D., the director of
research and university.
Morehouse tested a.H. Stauffer's spe,cial "Metabolaid"
table extensively. His results showed that continual
treatments on the Metabolaid caused the muscles ~ develoD
~ tone. d.cr.... bodY fat and increase enerQY levels.
FROM TONING TO WEIGHT LOSS
S.H. Stauffer did not set out to be in the weight-
reduction business. His idea was to develop muscle tone and
improve posture without clients having to work at it. His
first clients came to relieve sore muscles 1n their hips,

inches off their thighs, stomach, hips and arms, as well.
