RESOLUTION NO. 589 . WHEREAS, there was filed with this Commission on the 11th day of May, 1966, the application of P and F Motors, as Optionee, for a conditional use permit for the construction of a garage for the repair and service of Porsche and Volkswagon automobiles on property located at 418 North First Avenue in the City of Arcadia, County of Los Angeles, State of California, more specifically de- scribed as follows: Lot 34 of Block 83, Santa Anita Tract, as recorded in Book 15, page 89, of Miscellaneous Records in the office of the County Recorder of said County; EXCEPTING the northerly 3.65 feet thereof; and, WHEREAS, after due notice as required by the Zoning Ordi- nance of said City, a public hearing was held on the matter by and before this Commission on May 24, 1966, at which time all interested persons were given full opportunity to be heard and to present evidence; . NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. That subject property is in Zone M-l and the surrounding property is used for service stations and real estate offices with a mixture of single-family and multiple residential uses. That the proposed garage would contain 2,240 square feet with the entrance on an alley 20 feet wide with two double doors 20 feet -1- 589 V'" . . . . wide and parking provided in the rear. That the landscaped front yard would have the same appearance as any future industrial use. That the proposed use at this location is compatible with the future development of this area and with the general plan of the area. That the granting of such permit will not be detrimental to the pub- lie health or welfare or injurious to the property or improvements in the same zone or vicinity. That the development proposed for the site is in scale with the size of the site. That the location is on First Avenue which is adequate in width and pavement type to carry the kind of traffic generated by the proposed use. SECTION 2. That for the foregoing reasons, this City Plan- ning Commission does hereby grant a conditional use permit for the . construction of a garage for the repair and service of Porsche and Volkswagon automobiles on the above-described property upon the following conditions: 1. That complete working drawings in substantial compli- ance with the approved preliminary plot plans shall be submitted to the Planning Department for approval. 2. That except for lot size, all other requirements for Zone M-l shall be complied with. 3. That ten (10) feet shall be dedicated for the widening of First Avenue. SECTION 3. The Secretary shall certify to the adoption of the foregoing resolution. The subject property is located at 418 North First Avenue, and is proposed to be developed the with the same plans formerly considered for 412 North First Avenue. The legal description of the property is: Lot thirty-four (34) of Block eighty-three (83), Santo Anita Tract, os recorded in the office of the County Recorder of Los Angeles County Book 15 of Miscellaneous Records, page 89, excepting the northerly 3,65 feet thereof. TO: FROM: APPLICATION . . ~~ MAY 24, 1966 PLANNING COMMISSION PLANNING DEPARTMENT SUBJECT: CONDITIONAL USE APPLICATION - C.U.P. 66-10 418 NORTH FIRST AVENUE ZONE M-1 P.I.D. The application was filed in the name of P and F Motors for the purpose of constructing a garage for the repair and service of Porsche and Volkswagon automobiles. PRESENT ZONING AND LAND USE Attached is a map of the surrounding zoning. The subject property is a vacant Lot in Zone M-l. The uses ta the north are a service station and real estate office, and the proposed freeway route. To the east is a mixture of older single family residential and multiple residential uses. To the south, fronting on First Avenue, are a number of commercial uses. The property immediately to the south opposite the alley is the lot recently denied for this use. On the next Lot to the south is an older single family residence. On the two easterly corners of La Porte Street are two garages, The property to the east fronting on First Avenue is vacant except for one Lot developed with single story multiple residential use. PROPOSED DEVELOPMENT ANALYSIS The proposed development is to construct and operate a garage containing 2,240 square feet. The entrance to the garage would be off an alley 20 feet wide, Two double doors '20 feet wide would face this alley and parking would be provided in the rear. The proposed development meets all the requirements for Zone M-l except the Lot area requirement. Garages are permitted uses in Zones C-M and M-1. The Ordinance does not allow them to be located in any other district. Therefore, the garage proposed at this location is compatible with the future development of this area. The site development would consist of a landscaped front yard which would have the same appearance from the street as any future in- dustrial use, The opening to the garage off the alley is desirable because the repair operations would not be visible from the street. . . . .' . . C.U.P. - 66-10 Page Two The Staff is of the op1n10n that the building and operation proposed will be com- patible with general plan of the area, will not be injurious to the praperty or improvement in the zone or vicinity, and that its location on First Avenue, south of Colorado Boulevard, gives the site adequate access for the traffic generated by the use. Furthermore, the development proposed for the site is in scale with the size of the site, i,e., the lot is not being over-built. RECOMMENDATION The Planning Department recommends approval subject to the following conditions: 1, That complete working drawings in substantial compliance with the approved preliminary plot plans, be submitted to the Planning Department for approval. 2. That all other requirements for Zone M-l be complied with, excepting that of lot size. 3. That 10 feet be dedicated for the widening of First Avenue.
