A RESOLUTION OF THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, DENYING WITHOUT PREJUDICE THE GRANTING OF A CONDITIONAL USE PERMIT TO CONSTRUCT A GARAGE FOR THE REPAIR AND SERVICE OF AUTOMOBILES ON PROPERTY LOCATED AT 412 NORTH FIRST AVENUE IN SAID CITY. WHEREAS, there was filed with this Commission on the 14th day of April, 1966, the application of P and F Motors for a conditional use permit to construct a garage for the repair and service of Porsche and Volkswagon automobiles on property located at 412 North First Avenue in . the City of Arcadia, County of Los Angeles, State of California, more specifically described as follows: Lot 3, Block 83 of Santa Anita Tract, per map recorded in Book 15, page 89, of Miscellaneous Records, in the office of the County Recorder of said County; and, WHEREAS, after due notice as required by the Zoning Ordinance of said City, a public hearing was held on the matter by and before this Commission on April 26, 1966, at which time all interested persons were given full opportunity to be heard and to present evidence; NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS: SECTION 1. That subject property is in Zone M-l. That the neighboring uses are a mixture of residential and business. That the . proposed development would contain two thousand two hundred forty (2,240) square feet with an entrance off an alley twenty (20) feet wide, with parking provided in the rear. -1- 588 ~ . . . SECTION 2. That the subject property contains only one- half of the area required as a site within the M-l P.I.D. Zone, and is adjacent to property potentially available which together with subject property would meet the area requirements of Zone M-l P.I.D. That the granting of a conditional use permit under such circum- stances on such a substandard site would be contrary to the plan for the area, and therefore detrimental to other properties and improvements in the area. SECTION 3. That for the foregoing reasons, this Commis- sion hereby denies, without prejudice to the reconsideration of the matter, the requested conditional use permit for construction of a garage for the repair and service of automobiles on the above- . described property. SECTION 4. The Secretary shall certify to the adoption of this resolution. I HEREBY CERTIFY that the foregoing resolution was adopted at a regular meeting of the City Planning Commission held on the lOth day of May, 1966, by the following vote: AYES: Commissioners Ferguson, Hanson, Parker, Norton and Kuyper NOES: None ABSENT: Commissioners Golisch and Lauber W. April 26, 1966 TO: PLANNING CO~illISION FROM: PLANNING DEPARTMENT SUBJECT: CONDITIONAL USE APPLICATION - C,U.P, 66-10 412 NORTH FIRST AVENUE ZONE M-I P.I.D. APPLICATION The application was filed in the name of P and F Motors for the purpose of constructing a garage for the repair and service of Porsche and Volkswagon automobiles. PRESENT ZONING AND LAND USE . Attached is a map of the surrounding zoning. The subject property is a vacant Loc in Zone M-l. The uses to the north are a partially vacant Lot with an old structure which has served as a residence, a service ,station and real estate office, ano the proposed freeway route. To the east is a mixture of older single family residential and multiple residential useS. To the south, fronting on First Avenue, are a number of commercial uses. The property immediately to the south is an ex- ception. There is an older single family residence on this property. On the two easterly corners of La Por~Street are two garages. The property to the east fronting on First Avenue is vacant except for one Lot developed with single story multiple residential use, PROPOSED DEVELOPMENT The proposed development would be to construct a garage containing 2,240 square feet. The entrance to the garage would be off an alley 20 feet wide. Two double doors 20 feet wide would face this alley and parking would be provided in the rear. The proposed development meets all the requirements for Zone M-l except the Lot area requirement. ANALYSIS . The garage proposed at this location is one that can be compatible with the future development of this area. The M-l zoning would permit this type of use providing a conditional use permit is granted. The site development would consist of a landscaped front yard which would have the same appearance from the street as any future industrial use. The opening to the garage off the alley is desirable because the repair operations would not be visible from the street. Of importance to the granting of the use permit is the type of operation and reputation of the two applicants. The present garage is located at 22 North Fourth Avenue, Arcadia. The garage maintained by the applicants' is re::ognized by the Staff as one of the most orderly operation s of'itS/":' type ~n the City. ( ,} . . ,C,U.P. ' 66-10 April 26, 1966 Page Two . The Staff is of the op1n10n that building and operation proposed, will be compatible with general plan of the area, will not be injurious to the property or improvement in the zone Or vicinity, and that its location on First Avenue, south of Colorado Boulevard, gives the site adequate access for the traffic generated by the use, Furthermore, the development will bring new construction to an area in need of re- development and can set the pattern for desired garage development in the future. RECOMMENDATION The Planning Department recommends approval subject to the following conditions: 1. That complete working drawings in substantial compliance with the approved plans, be submitted to the Planning Department for approval. 2. That all other requirements for Zone M-l be complied with, excepting that of lot size, 3. That 10 feet be dedicated for the widening of First Avenue. .
