A RESOLUTION OF THE CITY PLANNING
COMMISSION OF THE CITY OF ARCADIA,
CALIFORNIA, RECOMMENDING THE DENIAL
OF A ZONE VARIANCE TO PERMIT THE
CONSTRUCTION OF AN APARTMENT ABOVE
GROUND FLOOR OFFICES ON PROPERTY
LOCATED AT 414 SOUTH FIRST AVENUE OF
SAID CITY.
WHEREAS, there was filed with this Commission on the 29th
day of March, 1966, the application of Arcadia-Monrovia Realty, as
,
optionee, for a zone variance to permit the construction of an apart-
ment above ground floor offices on property located at 414 South
First Avenue in the City of Arcadia, County of Los Angeles, State
of California, more specifically described as follows:
Lot 3, Block 64, Arcadia Santa Anita Tract, per
map recorded in Book 15, pages 89 and 90, of
Maps, in the office of the County Recorder of
said County;
and,
WHEREAS, after notice duly given as required by the Zoning
Ordinance, a public hearing was duly held on the matter by and before
this Commission on April 12, 1966, at which time all interested per-
sons were given a full opportunity to be heard and to present evidence;
NOW, THEREFORE, THE CITY PLANNING COMMISSION OF THE CITY
OF ARCADIA, CALIFORNIA, HEREBY DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. That the granting of the requested variance
and the development and use of the property as requested thereby will

adversely affect the comprehensive general plan, particularly as
recommended by the relatively recent amendments to the zoning ordinance.
SECTION 2. That for the foregoing reason, this Commission
recommends to the City Council that a variance to pennit the con-
struction of an apartment above ground floor offices on the above-
property be denied.

SECTION 3. The Secretary shall certify to the adoption of
this resolution and shall cause a copy of the same to be forwarded
to the City Council of the City of Arcadia,
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regula~ meeting of the City Planning Commission held on the 12th
day of April, 1966, by the following vote:
AYES: Commissioners Ferguson, Golisch, Hanson, Lauber,
Norton, Parker and Kuyper

Lot Size: 55 ft. x 135 ft. or 7,425 sq. ft.
H IS TORY
The code formerly permitted the construction of apartments over commercial buildings
in the commercial districts. Last year the amendments to Zone C 0 prohibited this
type of use in all commercial districts because os 0 general rule it was determined
that residences in commercial areas were not proper. However, it should be noted that
the Zoning Committee in its lost review of the recent changes to the ordinance has
(or will) recommended that under certain conditions the mixed use of 0 commercial
building may be appropriate. They will (or hove) recommend that this type of case
be permitted in the future, subject to the issuance of 0 Conditional Use Permit.
RECOMMENDA TION
The Planning Deportment recommends that the application be approved, subject to the
following conditions:
1. The final plans sholl be in substantial compliance with the approved preliminary
plans;
2. That the construction of the building sholl comply with the Arcadia Building Code.

NOTICE OF PUBLIC HEARING
BEFORE THE
ARCADIA CITY PLANNING COMMISSION
V-66-2
WHEREAS, ARCADIA-MONROVIA REALTY, Optionee, of real property located
within the City of Arcadia, California, and hereinafter described, has filed with the Planning
Commission of the City of Arcadia, an application requesting 0 zone variance to construct
a two-bedroom apartment above ground floor offices in Zone C-2.
The legal description of the property where the above request is proposed
is os follaws: (Address of property is 414 South First Avenue)
Lot 3, Block 64, Arcadia Santo Anita Tract, recorded in Book 15,
pages 89 and 90 of Mops, Records of Los Angeles County.
NOW, THEREFORE, NOTICE IS HEREBY GIVEN that an Tuesday, April 12,
1966, at the hour of 8:00 o'clock p.m., in the Council Chomber of the City Hall, 240
West Huntington Drive, Arcadia, California, said Planning Commission will hold 0 public
hearing on the question of said proposed application, and on opportunity will be afforded
to persons particularly interested, and the public generally, to be heard on 011 matters
concerning said zone variance.
